Start with this diagnostic checklist
elemutil.dll is a Microsoft Visio file, not a normal Windows system DLL. If elemutil.dll is missing, Windows is usually trying to start Visio, a Visio database-modeling feature, or an older program that calls Visio components.
Before changing anything, check:
- Which executable shows the error? It may be Visio, an old Visio add-in, an installer, or another program that invokes Visio.
- When does it happen? Note whether the error appears when Visio starts, when opening an old database-model diagram, or during setup.
- Which Visio edition is installed? Check for Visio 2010, Visio 2013 or 2016, Visio 2019, 2021, or 2024, or Visio Plan 2.
- Is Visio 32-bit or 64-bit? A 64-bit copy of Windows can run 32-bit Visio, so Windows bitness alone does not answer this.
- Was the file recently quarantined, removed, or lost after an update or uninstall?
- Does the file exist inside the Visio installation directory? Do not assume that a file named
.dllbelongs inC:WindowsSystem32orC:WindowsSysWOW64.
The safest repair is to restore the Visio installation that originally supplied the file. Do not begin by downloading a replacement DLL.
What elemutil.dll does
The name is associated with Visio database modeling element system utilities. Microsoft documents elemutil.dll as part of Visio update payloads, including separate 32-bit and 64-bit Visio 2010 entries.
Microsoft’s April 2020 Visio 2010 security update lists elemutil.dll as version 14.0.7248.5000. A later Visio 2010 update also lists that file version, while the file size differs between update records and editions. These records confirm the Visio relationship, but they do not establish one universal version for every Visio release.

Microsoft also distributes a Visio Database Modeling add-in with separate x86 and x64 installer packages. That is why architecture matters when repairing or reinstalling a Visio-related component. The add-in package is not proof that every modern Visio release contains exactly the same DLL.
elemutil.dll is not identified as:
- A Windows system component
- A Visual C++ Redistributable file
- A DirectX file
- A .NET runtime file
- A device-driver component
It should normally be installed and maintained by the Visio installer. The exact folder depends on the Visio edition and whether it was installed through Click-to-Run, Windows Installer, Microsoft 365, or an organizational deployment.
Error messages you may see
Common variations include:
- “The program can’t start because elemutil.dll is missing from your computer.”
- “This application failed to start because elemutil.dll was not found.”
- “The file elemutil.dll is missing or corrupted.”
- “Error loading elemutil.dll. The specified module could not be found.”
- “Failed to load elemutil.dll.”
- “The code execution cannot proceed because elemutil.dll was not found.”
The message does not prove that Visio itself is the damaged program. Look at the application named in the dialog and the executable shown in Task Manager or the program shortcut. An old add-in or third-party integration may be requesting the file.
Fix 1: Repair Visio or its Office installation
This is the best first step for most cases because Online Repair replaces missing or damaged program files without requiring you to locate individual DLLs.

Windows 11
- Close Visio and other Office applications.
- Open Start > Settings.
- Select Apps > Installed apps.
- Search for Microsoft Visio.
- If Visio is part of Microsoft 365 or Office, find the relevant Microsoft 365 or Microsoft Office entry instead.
- Select the three-dot menu beside the product.
- Choose Modify.
- Select Online Repair.
- Select Repair and allow the process to finish.
- Restart Windows.
- Start Visio and repeat the action that produced the error.
Windows 10
- Open Start > Settings.
- Select Apps > Apps & features.
- Select Microsoft Visio, Microsoft 365, or the Office product containing Visio.
- Choose Modify.
- Select Online Repair, then Repair.
- Restart Windows and test Visio again.
Quick Repair is faster and may correct a simple installation problem, but it is less comprehensive. If Quick Repair does not restore elemutil.dll, run Online Repair.
Success means Visio starts without the missing-file message and the feature that previously failed opens normally. If the repair reports that the product cannot be found, the installation may have been removed, changed, or managed by an organization. Continue to the reinstall steps below rather than copying a DLL manually.
Repeatedly working through SFC and DISM without knowing whether Windows changed anything can be time-consuming. Fix 2: Reinstall the matching Visio product
Repair cannot restore a product that is no longer installed correctly. Reinstall Visio when:
- Visio was uninstalled or upgraded
- An Office cleanup removed shared files
- The installation was interrupted
- Repair cannot find the product
- The error began after moving between Office editions
- Visio came from an organization’s software portal
Use the Microsoft account or organizational deployment that owns the Visio license.

- Open Microsoft’s Visio installation guidance.
- Sign in with the account associated with the license, if prompted.
- Select the Visio product assigned to you.
- Download the installer.
- Before installing, confirm whether the existing deployment is 32-bit or 64-bit.
- Install the same architecture unless you have a specific reason to change it.
- Restart Windows.
- Start Visio and test the document or feature that generated the error.
If your organization manages Office, use its approved software portal rather than installing a separate edition. Mixing Click-to-Run and MSI installations, or mixing 32-bit and 64-bit Office products, can prevent repair and installation from completing correctly.
If you use a separate database-modeling package, install only the package appropriate to the licensed Visio release. Microsoft’s Database Modeling download distinguishes x86 and x64 installers. Do not install an older add-in simply because its name resembles the missing file.
Check the installed architecture
In Visio:
- Open Visio if it starts.
- Select File > Account.
- Select About Visio.
- Read the architecture shown in the About dialog.
If Visio will not open, check the Office installation details in Settings > Apps > Installed apps or Control Panel > Programs and Features. Organizational deployments may also show the architecture in their installation portal.
A 64-bit Windows installation does not mean that you need a 64-bit DLL. A 32-bit Visio installation on 64-bit Windows requires the 32-bit Visio files supplied by that installation.
Fix 3: Check antivirus quarantine
Security software may have removed or quarantined a Visio file. Restore it only after verifying that it came from the trusted Visio installation.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Look for an event involving
elemutil.dll. - Expand the event and inspect the file path, publisher information, and detection name.
- If the file is associated with a trusted Visio installation, follow Microsoft’s guidance for restoring or allowing it.
- Run Visio repair afterward so the application receives a clean, matching copy.
- If the detection is suspicious or the file path is outside the Visio installation, do not restore it. Run a full scan and reinstall Visio from Microsoft instead.
Microsoft warns that allowing a genuine threat can expose the device. A familiar filename is not proof that a particular copy is safe.
If the file disappears again after Online Repair, investigate the antivirus detection, unwanted software, storage problems, or a broken Office deployment. Repeatedly restoring the same DLL is not a reliable fix.

Fix 4: Repair Windows components only if Windows has broader problems
elemutil.dll is associated with Visio, so SFC is not normally the primary repair for this particular file. Windows component repair is appropriate when other protected Windows files are also failing, Settings is malfunctioning, or multiple unrelated applications report system corruption.

Open an elevated Command Prompt:
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Run this command first:
DISM /Online /Cleanup-Image /RestoreHealth
- Wait for it to complete.
- Then run:
sfc /scannow
- Restart Windows.
- Run Visio repair again if
elemutil.dllis still missing.
The commands must be run in that order. DISM repairs the Windows component store, while SFC checks protected Windows system files. Neither command should be treated as a guaranteed way to restore an application DLL supplied by Visio.
Fix 5: Install Windows updates, but do not expect them to replace Visio
Windows Update can resolve compatibility problems affecting Office or an old add-in.
- Open Start > Settings.
- Select Windows Update.
- Select Check for updates.
- Install available updates.
- Restart Windows.
- Test Visio.
- If the error remains, repair or reinstall Visio.
Do not assume that Windows Update will provide elemutil.dll. The file belongs to the Visio installation, and the correct repair source is normally the matching Visio or Office package.

A graphics or printer driver can cause Visio to crash, but it does not normally supply elemutil.dll. Update drivers only when the error names a driver, Device Manager shows a warning, or Visio fails with broader display or hardware symptoms.
- Right-click Start.
- Select Device Manager.
- Expand the relevant category, such as Display adapters.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows and test Visio.
For a known driver update, use the computer or hardware manufacturer’s official support channel. Do not use Device Manager as a replacement for Visio repair. If the only message is that elemutil.dll is missing, return to the application repair steps.
Do not download a standalone elemutil.dll
Random DLL download pages are unsafe and often ineffective. A replacement may be:
- Modified or malicious
- From a different Visio release
- The wrong 32-bit or 64-bit architecture
- Built for a different installation technology
- Missing dependencies required by the requesting program
- Placed in a folder that Visio never searches
A commonly indexed version number is not a universal answer. Microsoft’s official Visio update records show that file details vary by edition and update payload, so copying a version found in a search result can create a mismatch.
Do not place the file manually in System32 or SysWOW64. Those folders are not general-purpose storage for application DLLs. Do not copy the file from another computer unless you are restoring the exact same authenticated Visio installation package, edition, architecture, and update level. Repairing or reinstalling Visio is safer.

Why regsvr32 usually does not apply
regsvr32 registers DLLs that provide the DllRegisterServer entry point. It does not repair every missing DLL, and there is no verified reason to assume that elemutil.dll should be registered manually.
Running commands such as these can produce another error without fixing Visio:
regsvr32 elemutil.dll
Use regsvr32 only when Microsoft documentation for the specific component explicitly requires it. For a missing Visio file, repair or reinstall the owning application instead. Microsoft’s regsvr32 documentation explains what the command is designed to do.
Visio 2010 users need an extra qualification
Microsoft Visio 2010 support ended on October 13, 2020. It no longer receives security or software updates.
Microsoft’s historical Visio 2010 update records are useful evidence that elemutil.dll was part of that product, including both 32-bit and 64-bit entries. They are not a recommendation to download an isolated old DLL.
For Visio 2010:
- Use the original licensed media or approved organizational deployment.
- Open Control Panel > Programs and Features.
- Select Microsoft Visio or the relevant Office installation.
- Select Change.
- Choose the repair option provided by that installer.
- If repair fails, reinstall from the original approved source.
- Preserve templates and license information before removing the old installation.
If an old database-modeling diagram is the only item that fails, the required add-in or supporting feature may be missing even though the main Visio program opens. Install the matching Microsoft package for that Visio release rather than mixing it with a newer edition.

Escalate in this order:
- Check Protection history for recurring quarantine events.
- Run a full Microsoft Defender scan.
- Check available storage and the health of the drive.
- Remove conflicting or incomplete Office installations.
- Confirm that only a compatible Office and Visio architecture is being deployed.
- Back up templates and user files.
- Uninstall and reinstall Visio from the Microsoft account or organizational portal.
- Contact the administrator or Microsoft support channel if the license-controlled installer cannot be found.
If the error names a different executable, identify that program before changing Visio. The requester may be an abandoned add-in, a damaged third-party integration, or an untrusted program using a familiar filename.

Is elemutil.dll a Windows file?
No verified Microsoft evidence places it in the Windows system folders. Microsoft documents it as part of Visio, particularly in Visio 2010 update payloads.
Should I install Visual C++, DirectX, or .NET?
