The base game, regular updates, story chapters, DLC game packs, and edition bundles are separate categories. You can buy individual packs for permanent access, or use an active ESO Plus membership to access DLC packs that are available in the Crown Store for as long as the membership remains active.
The exact answer for a bundle depends on its name and platform listing. A 2025 Premium Edition and a 2025 Content Pass do not provide the same access, and neither should be treated as a blanket promise that every current or future DLC pack is included.

What “all DLC” means in ESO
ESO uses several content labels that are easy to confuse. “Base game” is the core purchase. “Regular updates” improve that core experience for everyone. “Chapters” are larger releases with major zones, stories, or systems. “DLC game packs” are smaller story or dungeon releases sold through the Crown Store. An edition or pass may bundle named chapters or a specific year’s content, but its contents are limited to what the product description lists.

Regular updates are not the same as DLC packs
ESO Support describes regular updates as improvements to the core game experience for everyone. Those updates can include fixes, balance changes, and other ongoing improvements without creating permanent ownership of every separately sold content pack. New areas and dungeons may instead be released as DLC game packs.
Chapters, additional adventures, and DLC packs
Official product descriptions group content into categories such as Additional Adventures and Additional Chapters. The listed Additional Adventures include Imperial City, Orsinium, Thieves Guild, and Dark Brotherhood. The Additional Chapters category covers older story zones and features. These labels are useful when checking an edition, but they do not mean that every item in the Crown Store is automatically part of the base game.
What the base-game purchase gives you
A base-game purchase gives access to ESO and the content explicitly named in that product listing. Some editions include extra chapters, classes, systems, or other additions; others do not. Store pages can also change as new editions replace older ones, so the edition title alone is not enough evidence of what your account will own.
Before paying, open the listing for your platform and read the included-content section. Look for a named chapter, dungeon pack, class, or system rather than assuming that “ESO” includes the complete catalog. If a DLC pack is not listed, plan on either purchasing it separately or accessing it through ESO Plus.

How ESO Plus handles DLC access
ESO Plus is a recurring membership that grants access to DLC game packs available in the Crown Store while the membership is active. This is access for the subscription period, not permanent ownership of every pack.
Access lasts only while the membership is active
When an ESO Plus membership ends, the DLC packs obtained through the membership stop being available unless you have purchased them individually. Your characters, progress, and items connected to the content are not converted into permanent DLC ownership merely because you played while subscribed.
Why the Crown Store may still ask you to buy DLC
The Crown Store can continue to display a purchase option for a DLC pack even when ESO Plus is granting you access. That prompt is not proof that the membership failed. It is offering permanent ownership. Buying the pack individually ensures that you can continue using it if the membership lapses.
ESO Plus does not cover every possible item
The membership rule applies to DLC game packs available through the Crown Store. It should not be read as a promise that every chapter, premium release, promotional item, or future product is included automatically. Check the current ESO Plus and Crown Store information for the specific content you want.

Edition and pass differences
Bundles are where many “does ESO come with all DLC?” misunderstandings begin. The official 2025 materials distinguish a Premium Edition from a Content Pass and list the content categories separately.
| Purchase type | What it is intended to provide | Ownership or access rule | What not to assume |
|---|---|---|---|
| Base-game edition | The base game plus any chapters, classes, systems, or other items named on that edition’s listing | Owned content is permanent | Do not assume every DLC game pack is included |
| ESO Plus | Access to DLC game packs available in the Crown Store during an active membership | Access is temporary unless a pack is bought separately | Do not assume membership permanently unlocks all packs or every premium item |
| 2025 Premium Edition | Base-game access, previously released Chapters, and the specified 2025 content | Purchased included content is permanently owned | Do not treat the name “Premium” as proof that every DLC pack is bundled |
| 2025 Content Pass | 2025 content for existing players | Purchased included content is permanently owned | It does not provide the base game or access to previous Chapters |
| Individual DLC purchase | The specific DLC game pack named in the transaction | Permanent access on the purchasing account, subject to the platform and account terms | Buying one pack does not buy the rest of the catalog |
2025 content named in the official materials
The 2025 product information lists Seasons of the Worm Cult Parts 1 and 2, plus the Fallen Banners and Feast of Shadows dungeon packs, as part of the broader 2025 content offering. Whether those items are included depends on the exact 2025 product you select. The Premium Edition and Content Pass are not interchangeable: the Premium Edition includes base-game access and previously released Chapters, while the Content Pass is aimed at people who already own the game and does not add the base game or older Chapters.
Do DLC purchases include DLC mounts and companions?
Not necessarily. Access to a DLC’s playable area, quests, or dungeons does not automatically grant every unique mount or companion associated with that DLC. Those rewards may have separate unlock conditions or be sold separately. Read the item description for the mount or companion itself instead of treating it as part of the DLC game-pack entitlement.

The 2025 FAQ described the Solstice zone as premium content that was planned to become available through ESO Plus at some point in 2026. Official materials reviewed through October 13, 2026 did not state the transition date or explicitly confirm that it had already happened. Therefore, do not rely on a blanket claim that Solstice is currently included with ESO Plus.
For a purchase made now, check the live ESO Plus information and the Crown Store on your platform. A current in-game entitlement or an up-to-date official listing is more reliable than an older FAQ, launch announcement, or retailer description.

Which option fits your playing plan?
You want to sample many DLC areas
ESO Plus is usually the flexible route for trying multiple Crown Store DLC packs without buying each one immediately. Treat the access as a membership benefit: play while subscribed, and decide later whether a favorite pack is worth permanent ownership.
You want one dungeon or zone permanently
Buy that DLC game pack individually. Permanent ownership avoids losing access when ESO Plus ends and is the clearest choice when you know exactly which content you intend to revisit.
You are starting ESO from scratch
- Identify the platform and account on which you will play.
- Compare the base-game listing with the current Premium Edition listing.
- Write down the chapters, adventures, classes, systems, and 2025 content explicitly named as included.
- Check whether the remaining content you want is a chapter, a Crown Store DLC game pack, or a separate cosmetic or reward.
- Choose permanent purchases for must-have content and consider ESO Plus for temporary access to several packs.
You already own ESO and are considering the Content Pass
Verify that your account already has the base game and any previous Chapters you expect to play. The 2025 Content Pass is designed for existing players and does not substitute for either of those entitlements.
Common mistakes and how to avoid them
- “I bought ESO, so every zone should be open.” Check whether the zone is part of the base edition, a named chapter, or a DLC game pack.
- “The store says purchase, so ESO Plus is not working.” The store may show a permanent-purchase prompt even while your membership grants temporary access.
- “I played a DLC, so I own it.” Membership access does not become permanent when the subscription expires.
- “Premium means everything.” Read the itemized contents. Premium Edition benefits are limited to the base game, previously released Chapters, and the specified 2025 content.
- “The DLC includes its mount or companion.” Check those rewards separately; playable access does not automatically confer unique collectibles.
- “A 2026 announcement settles the Solstice question.” Confirm the current entitlement because the planned ESO Plus transition date was not established in the latest materials available here.
A practical purchase checklist
- Use the official store listing for your platform and region.
- Confirm the exact edition or pass name, not just the game title.
- Separate permanent ownership from ESO Plus access in your notes.
- Look for each desired chapter, adventure, dungeon pack, class, and system by name.
- Check whether a desired mount, companion, or cosmetic has its own purchase or unlock requirement.
- Review the live Crown Store and ESO Plus status for content whose availability may have changed.
The short version is straightforward: the base game does not come with all ESO DLC. Editions bundle only the content they name, ESO Plus opens eligible Crown Store DLC while your membership is active, and individual purchases are the route to permanent access.
