Frostpunk 2 is a society-survival city builder, not simply a larger version of the first game. Set 30 years after the Great Storm, it puts you in charge of New London as the Steward: you must expand a metropolis, keep people supplied with food and warmth, and negotiate political factions whose visions for the city can conflict. If you are new to the series, you can start here; if you played the original, expect a broader focus on districts, long-term planning and governance.

How Frostpunk 2 differs from the first game

The original Frostpunk centered on keeping one small settlement alive through immediate crises. The sequel shifts the challenge toward managing a growing society over a longer stretch of time. An Xbox Wire interview with 11 bit studios describes the game’s timescale as weeks and months rather than days and hours, and districts—not individual buildings—as the main unit of city growth. Xbox Wire’s discussion of the sequel’s design explains that change in emphasis.

The setting remains a world locked in winter, but survival now depends on coordinating a metropolis. You are not only responding to a cold snap or a shortage; you are deciding how New London should develop and which groups will shape its future.

What you will manage

City growth creates linked demands. People need food and warmth, while the city requires resources such as coal and oil. Housing and extraction are among the functions served by districts, and each district adds ongoing needs to the city’s supply-and-demand picture. Expanding can make New London more capable, but it also means planning for the resources and services that expansion will consume.

Frostpunk 2: Ice Breaker - PlayStation 5
  • Develop, expand, and advance your city in a society survival single-player game set 30 years after an apocalyptic blizzard ravaged Earth. In Frostpunk 2, you face not only the perils of never-ending winter, but also the powerful factions that watch your every step inside the Council Hall.
  • Frostpunk 2 elevates the city-survival genre to a new level. Take the role of a Steward and lead your city through a cascade of calamities taking place in a postapocalyptic, snowy setting.
  • The world is overtaken by an ever present winter, which makes expansion of the city the only way for the survival of mankind.
  • In order to grow, the metropolis needs resources like coal and oil, just like its citizens require food and warmth. In Frostpunk 2, it's your job to tackle this never ending circle of supply and demand.
  • In addition to the base game, Frostpunk 2 ICEBREAKER EDITION includes: A meticulously crafted New London pop-up diorama, a redemption code for the official Frostpunk 2 artbook, and a redemption code for the 'Warm Flesh' novella (English version).
  • Resources: Coordinate supplies such as coal and oil as the city grows.
  • People’s needs: Maintain access to essentials including food and warmth.
  • Districts: Organize broad functions such as housing and extraction rather than placing every building as the central unit of expansion.
  • Specialized buildings: Places such as City Hall and the Research Institute support the political and development systems.

Politics is part of the survival challenge

New London’s citizens form communities and factions with different ideas about the city’s future. In the Council Hall, you propose laws and negotiate with faction delegates. Research choices are political too: projects must be entrusted to a faction. Winning support from one group can leave others dissatisfied, so a decision that helps secure a law or advance a project may create a different problem elsewhere. The game asks you to balance these relationships alongside material needs, rather than treating politics as a separate menu to clear.

Choose between the campaign and sandbox

Mode What it offers Choose it if…
Story Mode A multi-chapter narrative about the Steward, New London and responsibility for thousands of lives, set 30 years after the Great Storm. You want a directed campaign and a narrative framework for the city’s challenges.
Utopia Builder An open-ended sandbox for experimenting with society and infrastructure beyond the campaign’s narrative constraints. You want room for extended city-building experiments.

Both modes use the game’s broader mix of city planning and political choices, but the campaign gives those decisions a story context while Utopia Builder is built for open-ended experimentation. The Xbox product listing describes the available modes.

Platforms, mods and editions to check

Steam lists the PC release date as September 20, 2024. The Xbox listing includes PC and Xbox Series X|S, along with Xbox Cloud Gaming and handheld capability. Xbox’s product page says community-created mods are currently enabled only on PC, so check that distinction if mods are important to you. Platform features and availability can vary by region and listing.

Physical editions for PS5 and Xbox Series X|S were announced on July 25, 2025, with a scheduled release date of September 18, 2025. The announcement described the Icebreaker Edition as including the game on disc, a pop-up New London diorama, a digital novella and a digital artbook. Whiteout was described as including the Icebreaker contents plus a shadow box, lighting, a Deluxe Edition upgrade and physical keepsakes. Those are announced edition contents, not confirmation of current stock or regional availability. Check the country-specific retailer listing and included DLC before buying. The physical-edition announcement has the original details.

DLC and roadmap context

Steam lists Fractured Utopias and Breach of Trust as add-ons. Fractured Utopias expands Utopia Builder with faction-specific visions, new systems and unlocks. Xbox Wire reported eight faction Utopias and a free update featuring thirteen “moderate laws,” alongside more than 100 narrative events. The Steam roadmap said a third and final DLC was scheduled for later in 2026; that is a roadmap statement, not a confirmed release date. Check the live store listing for current add-ons and availability rather than assuming a roadmap date guarantees a launch. Steam’s Frostpunk 2 listing and roadmap and Xbox Wire’s Fractured Utopias overview provide the listed details.
