EU Initiative Gets 1.29 Million Signatures to Stop Publishers Making Games Unplayable

The EU’s Stop Destroying Videogames initiative cleared 1.29 million verified statements of support. The Commission declined its requested legal obligation and announced a planned discussion of an industry end-of-life code.

The European Citizens’ Initiative Stop Destroying Videogames reached the European Commission with 1,294,188 verified statements of support, meeting the required signature thresholds in 24 Member States. Its organisers want publishers that sell or license games in the EU to leave them functional when commercial support ends. The Commission did not agree to make that a legal requirement: in June 2026, it instead said it would convene industry and consumer representatives to explore an end-of-life code of conduct.

What is the Stop Destroying Videogames initiative?

“Stop Destroying Videogames” is the formal name of the European Citizens’ Initiative associated with the broader Stop Killing Games campaign. After its support statements were verified, it was submitted to the European Commission on 26 January 2026. The initiative asks the Commission to propose a rule requiring publishers selling or licensing games in the EU to leave them functional when commercial support ends. That is the campaign’s requested policy, not a rule currently in force. European Commission response

What problem would the requested rule address?

Some games depend on a publisher’s server or another online service to run. When that service is discontinued, a game may become partly or wholly unusable, even if a player still has access to the game itself. The campaign’s concern is the loss of functionality after support ends—not simply that a publisher stops releasing updates or answering support requests.

Initiative organiser Pavel Zálešák, deputy director of the NGO Stop Killing Games, put the campaign’s position this way: “We are not seeking ongoing support from publishers after a game has been discontinued.” The European Economic and Social Committee reported the remark; it is the organiser’s view, not a Commission statement or verbatim text of the initiative. Did the European Commission agree to require games to remain playable?

No. In its response on 16 June 2026, the Commission said it would not propose a legal obligation to keep games playable after commercial support ends. It acknowledged the issue and pointed to existing EU consumer-law safeguards, but its response did not adopt the initiative’s requested rule. European Commission response

Instead, the Commission announced an exchange with video-game industry and consumer representatives by the end of 2026 to explore a possible industry code of conduct for managing games’ “end of life.” As of 8 October 2026, that exchange was still a planned action; its outcome and any code’s terms were not established.

What happens next, and what remains unsettled?

The Commission’s approach is different in kind from the initiative’s request. A legal obligation could be enforceable, while an industry code explored through stakeholder discussions is not, by itself, the same thing as a binding rule. The Commission’s announcement does not settle whether any future code would be voluntary, what games or business arrangements it would cover, or what “functional” would require after shutdown.

Intellectual-property rights, including copyright, may affect what publishers can do to enable continued functionality. The Commission also said it was reviewing application of the Digital Content Directive and planned a report by the end of 2026 that would address discontinuation of digital content and services. The practical question for players remains whether a game can still be used when the service it depends on disappears. The initiative put that issue before the EU, but the Commission’s response did not create a guarantee that every discontinued online-dependent game will remain playable.
