You balance a monthly budget, research, stability, religion, diplomacy, armies, navies, colonies and rebellions while pursuing a victory condition that may reward points or territorial goals.
If you are “still unsure of what to do with all the tools presented to you in Europa Universalis 2,” use this order: finish the tutorial, learn the map and province screens, choose a country whose geography matches your preferred style, stabilize the budget, build diplomatic options, and only then commit to wars or colonization. The route below explains what to do and why each system matters.

Start with the tutorial, map and campaign settings
The game manual explicitly recommends playing the tutorial if you have not played Europa Universalis before. Treat it as an interface lesson rather than a complete strategy course. Learn how to select provinces, inspect settlements, move units, open the budget and diplomacy panels, and change map views before attempting a complicated war.

Every province screen is a decision point. Check its settlement or city, income, religion, population, fortification, ownership, available routes and stationed forces. Map modes help you see information that is difficult to judge from the political map alone. Switch between political, economic, religious, diplomatic and military views as you plan; a province that looks attractive politically may be expensive to hold, religiously unstable or difficult to reinforce.

Set a learning-friendly scenario
The scenario screen lets you select a country, start date, difficulty, AI aggressiveness, game speed, fog of war and other options. It also presents countries partly for relative strength, historical advantages or geography. For a first campaign, lower AI aggressiveness and use a slower speed while learning the interface. The setting is not a permanent commitment: starting a short test campaign can teach more than restarting a long game after an avoidable mistake.
Read the selected victory condition before unpausing. Your objective changes what counts as a successful opening. A country that is excellent for building alliances may be less suitable for a conquest target, while a colonial power may earn points through exploration and overseas settlements rather than constant continental warfare.
Choose a country for the mechanics you want to learn
There is no universally correct beginner country. Two period guides illustrate why: James Sterrett’s February 26, 2002 beginner guide suggested China in the Grand Campaign because its early relative strength could provide room to learn, while GamingHyena’s version 1.05 FAQ, updated April 4, 2003, recommended Austria for its position and opportunities to learn diplomacy and warfare. These are historical recommendations, not guarantees for every scenario, installation or player.

Judge a candidate by immediate security, economic base, geography, religious complexity, diplomatic exposure and access to the mechanics you want to practice. Sterrett’s examples are useful orientation: Russia naturally offers room for land expansion, while England can emphasize naval power and overseas activity. They describe strategic possibilities, not fixed national scripts.

Build a sustainable economy before expanding
The budget is the control panel for your entire campaign. Monthly income is divided among research, stability, officials, diplomacy and armed forces. Moving a slider changes how quickly a capability improves and how much cash reaches the treasury. The right allocation depends on your country, date, current stability, military danger and campaign objective; no single setting is optimal in every situation.
A practical opening budget
- Check stability first. If low stability is making provinces unhappy or reducing income, fund stability until the immediate crisis is under control.
- Keep armies and fleets affordable. Maintenance is a recurring commitment. Do not build a force whose monthly cost leaves no room for research, diplomacy or emergency defense.
- Continue research. Technology advantages compound over decades. A short military emergency may justify prioritizing land or naval research, but abandoning every other field creates a later disadvantage.
- Use officials and diplomacy deliberately. These investments support taxation, relations and treaty options; they are not substitutes for a balanced budget.
- Decide whether treasury cash is worth slower progress. Save for a known expense such as a war, colony or loan repayment rather than accumulating money without a plan.
Inflation and loans
The manual notes that gold mines can increase inflation and describes governors as a way to lower its rate. Inflation raises costs, so an apparently rich gold-producing territory can create a long-term price for its income. GamingHyena’s 2003 FAQ similarly warns against maintaining a persistent monthly treasury surplus and treats inflation as a recurring danger, while acknowledging that gold-producing territories can still help an economy. Because that advice is more than two decades old and its numerical rule of thumb was not validated against current executable versions, use it as period guidance rather than a universal threshold.
Borrow only for a defined purpose: surviving an unavoidable war, funding a decisive defensive army or meeting a short-term obligation. Loans that merely cover routine spending can turn one budget problem into interest, repayment pressure and forced cuts to research. Before borrowing, identify the repayment date and the income that will cover it.

Use diplomacy to shape the battlefield
Diplomacy is not a menu you visit after war begins. It determines which wars are safe to start and which borders can remain quiet. The manual covers relations, diplomats, alliances, royal marriages, military access, vassalage and annexation as separate tools.

Prepare a diplomatic position
- Improve key relations with neighbors who could attack your rear or join an enemy coalition.
- Build an alliance that contributes useful geography or military weight, not merely a prestigious name.
- Use royal marriages and access to reduce surprise conflicts and make reinforcement routes possible where the rules allow.
- Consider vassalage when direct annexation would overextend your administration or provoke too many enemies.
- Track diplomats as a limited resource. Spend them where a relation change, treaty or peace arrangement changes your strategic options.
Before declaring war, identify a casus belli if one is available, define the province or political result you actually need, and check which allies may answer calls. A war with no achievable objective can consume manpower, money and stability even if you win battles.
Fight wars you can finish
Europa Universalis II treats war as more than a sequence of battles. Preparation, side effects, aims, war score, negotiations and treaties all matter. A successful campaign usually has a limited opening objective and a peace settlement that matches the next decade of your plan.
Pre-war checklist
- Inspect the target’s allies, military access and likely reinforcement routes.
- Secure your vulnerable borders or arrange allies that can defend them.
- Set maintenance and treasury plans before hostilities begin.
- Choose an objective that can be occupied and defended, rather than demanding every possible province.
- Leave a reserve for rebels, attrition and a second front.
During the war
Use the military map to monitor movement and supply conditions. A victory that leaves your army trapped, depleted or unable to occupy the war goal may not improve your position. Watch war score and the enemy’s willingness to negotiate instead of assuming that one large battle settles the conflict. If the original objective is achieved, evaluate a limited treaty; continuing for marginal gains can create the next revolt or diplomatic crisis.
Peace terms should serve the campaign plan. Taking a strategically placed province, releasing pressure on a border or forcing a useful concession can be better than grabbing the maximum territory. Account for the cost of governing and defending every acquisition before accepting it.

Manage religion and stability as long-term systems
Religion operates at both state and provincial levels. Tolerance, conversions and Reformation-era events can change the relationship between your government and its population. A religiously diverse country may gain flexibility or face persistent unrest, depending on its policies and circumstances.
Set tolerance around your actual map
Review the religions represented in your provinces before changing tolerance. Favoring one faith can strengthen a core group while making other provinces harder to govern. During a conversion or religious upheaval, reserve money and stability capacity for the unrest that follows. Do not treat a conversion button as a free improvement: the process can consume time and create temporary instability.
Domestic-policy sliders are trade-offs
The manual’s domestic-policy system includes centralization, innovation, trade orientation, land versus naval emphasis, quantity versus quality, and free subjects versus serfdom. Each direction changes capabilities and costs. Centralization may support a more coherent state but can create political or event risks; innovation can aid technology while changing religious or stability pressures; land and naval settings shape the force you can afford; quantity and quality trade army size against effectiveness; free subjects and serfdom alter the economic and military balance.

Colonize without neglecting the home country
Colonization includes colonies and trading posts, settlers, local inhabitants, explorers, conquistadors and settlement protection. These are distinct from simply owning an overseas province. A trading post can establish a presence with a different investment and risk profile than a growing colony, while a colony requires continued attention until it becomes a more secure settlement.
Plan an overseas route
- Confirm that exploration and the necessary naval reach are available.
- Use explorers and conquistadors to reveal routes and identify viable locations.
- Compare local inhabitants, distance, expected income and the cost of protecting the settlement.
- Keep ships and troops available to defend isolated sites.
- Do not let colonial spending empty the treasury needed for stability, loans or home-front defense.
Overseas expansion is strongest when it matches your geography and economy. England’s naval orientation in Sterrett’s example can make distant activity natural, but a land power may gain more by consolidating nearby provinces first.
Prevent and contain rebellions
Revolts are a predictable management problem, not an occasional surprise. The manual treats their causes, effects, suppression and liberation movements separately. Low stability, religious tension, war exhaustion, poor administration and political events can combine to make several provinces revolt at once.
When unrest appears
- Inspect the province information to identify the immediate cause rather than sending troops blindly.
- Keep a mobile reserve near vulnerable regions while the main army is campaigning.
- Raise stability or change the relevant policy when the cause is systemic.
- Quell a revolt quickly when the province is economically or strategically essential, but avoid exhausting the army through repeated unfavorable fights.
- Watch for liberation movements: defeating one rebel stack may not remove the political pressure creating more.
GamingHyena’s FAQ opens with readers who are “sick of the endless revolts?” That frustration is best answered by treating unrest as a budget and policy signal. Suppression is the immediate action; reducing the conditions that produce the next revolt is the durable solution.
Understand the victory conditions before the endgame
The manual describes several ways to win, and your score is not limited to conquered land.

Check the target and scoring rules at the start, then revisit them after major events. A player pursuing a point target may rationally preserve a prosperous population and alliance network instead of starting another expensive war. A conquest player needs a timetable for occupation and defense, not just a list of desired provinces.
A repeatable first-campaign routine
- Tutorial and inspection: learn the map modes, province screens, unit controls and budget interface.
- Scenario setup: choose difficulty, AI aggressiveness, speed and fog-of-war settings that let you read the game.
- Country plan: write one sentence describing your geographic and victory-condition objective.
- First decade: stabilize income, avoid unnecessary loans, build useful relations and defend exposed borders.
- Controlled expansion: start only wars with a clear casus belli, achievable objective and credible peace plan.
- System review: after every major war or religious event, recheck stability, inflation, policy sliders, colonies and revolt risk.
- Endgame alignment: stop pursuing attractive side projects when they no longer advance the selected victory condition.
If France keeps defeating you, reduce the number of simultaneous enemies, improve your alliance network and choose a war objective that does not require fighting France at its strongest. If revolts never end, investigate stability, religion, domestic policy and the cost of prolonged wars instead of treating each uprising as an isolated battle. Europa Universalis II rewards a country that remains solvent, stable and strategically coherent more than one that wins a single spectacular engagement.
