There are 16 Hisuian regional forms, or 17 if White-Striped Basculin is counted. This ranking covers the forms—not every Pokémon in the Hisui Pokédex, and not the regional evolutions that debuted alongside them.
What counts as a Hisuian regional Pokémon?
Pokémon Legends: Arceus takes place in Hisui, the past of the region later known as Sinnoh. Nintendo describes the game as an expedition through that region, where players survey its areas and work toward completing the Pokédex. The Hisui Pokédex contains 242 Pokémon, with 238 required for completion; those totals are not counts of Hisuian forms. (Nintendo’s announcement; Bulbapedia’s Hisui Pokédex)
This list ranks 17 entries: the 16 forms introduced in Generation VIII plus White-Striped Basculin. Some references count Basculin’s White-Striped appearance separately, while others do not; including it here makes the convention explicit. Basculegion, Sneasler, and Overqwil are Hisuian evolutions, not regional forms, so they are excluded rather than blended into the ranking. (Bulbapedia’s Hisuian-form reference)
How the ranking works
This is an editorial ranking, not an official list or a measure of fan consensus. Each entry is judged by the same broad criteria: visual design, how convincingly its concept fits Hisui, typing, and usefulness in the games. The performance notes refer primarily to Pokémon Legends: Arceus; a strong stat spread can help in battle, but it does not by itself determine design quality or player preference. Hisuian Zoroark
Normal/Ghost is an instantly compelling twist on Zoroark’s illusion theme: a type combination that makes it immune to both Normal- and Fighting-type moves while giving its eerie, pale design a clear identity. It feels like a complete reinterpretation rather than a palette swap, and its special attacking potential makes it a standout in battle as well as appearance.

Hisuian Growlithe
The shaggy coat, stone-like horn, and Fire/Rock typing turn Growlithe into a convincing guardian of a harsher landscape. The design keeps the original’s friendly silhouette while making its regional adaptation legible at a glance. Nintendo specifically identifies Hisuian Growlithe as Fire/Rock. Hisuian Sliggoo
Its shell gives the normally soft-bodied line a striking defensive shape, and the Steel/Dragon typing makes that visual change mechanically clear. The result is unusual without losing the awkward charm that makes Sliggoo memorable.

Hisuian Goodra
Goodra’s shell becomes a defining part of its design, shifting it from an open, cheerful dragon to a more guarded figure. Steel/Dragon is a strong fit for the armor-like form, and its bulk gives that defensive concept a practical battle role.

Hisuian Decidueye
The autumnal palette and heavier, feathered outfit make this Grass/Fighting final evolution feel rooted in the region rather than simply recolored. Its distinctive look is a strong payoff for Rowlet’s line, even if its slower, more grounded presentation sacrifices some of the original’s sleekness.

Hisuian Braviary
Psychic/Flying turns Braviary’s imposing bird-of-prey image toward a more mystical direction. Its broad wings and distinctive crest sell the shift, and the form has a clear place in Hisui’s identity. Nintendo describes Rufflet evolving into this Psychic/Flying form in Hisui. (Nintendo’s announcement)

Hisuian Samurott
The darker coloring and sharper, more weapon-like details give Samurott a cohesive Water/Dark identity. It looks suitably severe for a final evolution, though the changes are less transformative than the strongest entries here.

Hisuian Typhlosion
The softer, ghostly flames and subdued expression create an atmospheric Fire/Ghost design that suits Hisui’s more supernatural edges. Its silhouette remains recognizably Typhlosion, while the details do enough to give the form its own mood.

White-Striped Basculin
White-Striped Basculin earns a place because it is the Hisuian-associated Basculin form that leads to Basculegion, even though counting conventions differ on whether it belongs in the regional-form total. Its inclusion is useful context for the Hisui roster, but its visual redesign is subtler than the forms ranked above.

Hisuian Avalugg
The added rocky plates make Avalugg look like an iceberg reinforced by Hisui’s terrain, and Ice/Rock is a direct expression of that idea. The concept is clear and memorable, but the combination’s defensive promise is undercut by serious weaknesses, including a quadruple weakness to Fighting.

Hisuian Lilligant
The dancer-inspired stance gives Lilligant a vivid new personality, and Grass/Fighting adds a surprising edge to its elegant appearance. The contrast is appealing, though the design feels less naturally connected to the original plant motif than the best regional reinterpretations.

Hisuian Voltorb
The wood-grain surface and more natural-looking expression make Voltorb’s Hisuian connection immediately understandable. It is a clever, compact redesign, but the change is largely visual and does not give the Pokémon the same dramatic new identity as the top entries.

Hisuian Electrode
Electrode follows Voltorb’s wood-inspired idea into a larger, more expressive shape. The regional concept is coherent, but the form is less distinctive in silhouette than its counterpart and the rest of the roster’s strongest designs.

Hisuian Qwilfish
The poisonous, spiny look suits Qwilfish, and its Dark/Poison typing reinforces a more menacing direction. It is a solid regional variation, though it does not change the original concept as dramatically as the entries higher on the list.

Hisuian Lilligant
Its graceful movement and Fighting-type addition bring welcome character, but the form’s visual language is less cohesive than the best entries. The design works best when read as a dancer first and a regional botanical variation second.

Hisuian Arcanine
Arcanine’s rocky mane and Fire/Rock typing make a natural counterpart to Hisuian Growlithe, but the larger form’s design feels busier and less balanced. The concept remains strong; it simply does not improve on the cleaner, more distinctive impression of its pre-evolution.

Hisuian Sneasel
The regional form’s Poison/Fighting typing provides an interesting departure, and its sharp claws fit the setting. Its design is comparatively restrained, however, and the more striking Hisuian evolution, Sneasler, is a separate Pokémon—not a regional form in this ranking.
Regional forms versus Hisuian evolutions
Hisuian forms are alternate regional versions of existing Pokémon. Basculegion, Sneasler, and Overqwil are new evolutions associated with Hisui; they are distinct additions, not forms of the Pokémon they evolve from. Where the forms appear
The Hisuian forms are not all exclusive to Pokémon Legends: Arceus. The consulted form reference records them in Pokémon Scarlet and Pokémon Violet, with many requiring transfer through Pokémon HOME. Availability and transfer requirements can depend on the game and service version, so check current official game and Pokémon HOME guidance before planning a specific transfer.
