exch_smtpsvc.dll is a Microsoft IIS SMTP Service component, not a gaming DLL or a Visual C++ runtime file. If Windows reports that exch_smtpsvc.dll is missing, the safest fix is usually to repair or reinstall the legacy IIS SMTP feature rather than downloading a replacement DLL.
The filename is associated with Microsoft’s Internet Information Services SMTP service. Microsoft documentation generally identifies the operational component as smtpsvc.dll, while the exact EXCH_smtpsvc.dll name appears in older Windows XP setup or cache inventories. The exch_ prefix does not prove that Microsoft Exchange Server is installed.

Identify your Windows version first
The correct repair depends on whether IIS SMTP exists on your version of Windows and whether the error comes from Windows itself or an old application.
| Windows environment | What the error usually means | Correct direction |
|---|---|---|
| Windows 10 or 11 | Obsolete software, an old installer, a damaged component, or a misleading dependency error | Identify the requesting program, then repair Windows or that program |
| Windows Server releases that still include SMTP Server | IIS SMTP is missing, damaged, or incompletely installed | Install or repair SMTP Server through Server Manager |
| Windows Server 2025 | The built-in SMTP Server feature was removed | Use a supported mail-relay product instead |
| Windows XP or Server 2003 | A legacy IIS SMTP installation or system file is damaged | Repair the component using matching Windows installation media |
Microsoft describes the service name as SMTPSVC. On older IIS installations, the service binary was associated with the IIS inetsrv directory. Current Windows 10 and Windows 11 installations should not be assumed to contain this file in System32.

Before repairing anything, identify what is requesting the file
A missing-DLL message does not always mean the named file itself is absent. Windows can display “The specified module could not be found” when the named DLL exists but one of its dependencies cannot load.
Write down:
- The exact error message.
- The application or installer that displays it.
- Whether the error appears during startup, when launching IIS Manager, or when starting an old service.
- Your Windows edition and version.
- Whether the computer is supposed to send mail through IIS SMTP.
Commonly reported messages include:
- “The file exch_smtpsvc.dll is missing.”
- “exch_smtpsvc.dll was not found.”
- “Error loading exch_smtpsvc.dll. The specified module could not be found.”
- “The program can’t start because exch_smtpsvc.dll is missing from your computer.”
- “Cannot register exch_smtpsvc.dll.”
These are examples of error wording. They do not identify a particular current application that requires the file.
If the error appears only when starting an old third-party program, reinstall or update that program after checking the Windows repair steps below. If the error appears when starting SMTPSVC or managing IIS, repair the IIS feature first.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesFix 1: Check whether IIS SMTP is actually installed
Windows 10 and Windows 11 do not normally install the legacy IIS SMTP service as part of an ordinary desktop setup. Do not copy a DLL into a system folder until you know that the application or service genuinely needs IIS SMTP.
Check Windows services
- Press
Windows+R. - Type
services.mscand press Enter. - Look for Simple Mail Transfer Protocol (SMTP).
- Check its status and startup type.
- If the service is present, right-click it and choose Start.
- If it fails, record the complete error message.
If the service is not listed, IIS SMTP may not be installed. On Windows 10 and 11, the requesting application may instead be attempting to use an obsolete component that is unavailable on that system.
Check IIS management tools
- Press
Windows+R. - Type
optionalfeaturesand press Enter. - Expand Internet Information Services if it is listed.
- Look for IIS management and compatibility components.
- Do not assume that enabling general IIS automatically installs SMTP Service.
The available Windows Features vary by edition and release. A missing SMTP option on Windows 10 or 11 is not proof that the DLL should be downloaded manually.
Fix 2: Install or repair SMTP Server on supported Windows Server versions
Use this procedure only on a Windows Server release that still provides the SMTP Server feature.

- Choose Add Roles and Features.
- Select Role-based or feature-based installation.
- Select the target server.
- Continue to the Features page.
- Select SMTP Server.
- Accept the required supporting features.
- If prompted, install IIS 6 Management Compatibility.
- Complete the wizard and restart if Windows requests it.
- Open
services.msc. - Confirm that Simple Mail Transfer Protocol (SMTP) is present.
- Start the service and retry the application.
You can also check available features from an elevated PowerShell window:
Get-WindowsFeature SMTP*
If the result shows the feature, install it with:
Install-WindowsFeature SMTP-Server -IncludeManagementTools
Feature names differ between Windows Server releases, so use the result of Get-WindowsFeature SMTP* before running the installation command.
This procedure does not apply to Windows Server 2025. Microsoft removed the SMTP Server feature from that release. If the application requires SMTP on Server 2025, replacing the obsolete IIS SMTP dependency with Exchange Server or another supported SMTP relay is the appropriate path.
Fix 3: Repair Windows component files with DISM and SFC
If IIS or the related Windows components are installed but damaged, repair the component store before running System File Checker. Microsoft recommends DISM before SFC.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Run DISM
- Open the Start menu.
- Type
cmd. - Right-click Command Prompt.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for the operation to complete.
- Restart Windows if requested.
DISM can use Windows Update as its repair source. If it reports that source files could not be found, install pending Windows updates and run the command again. On older Windows versions, use matching installation media instead of assuming that the modern DISM workflow applies.
Run System File Checker
After DISM completes, open an elevated Command Prompt again and run:
sfc /scannow
Wait until the scan reaches 100 percent. Then restart Windows and test the application or service again.
Possible results include:
- Windows Resource Protection did not find any integrity violations: protected system files were not detected as damaged.
- Windows Resource Protection found corrupt files and successfully repaired them: restart and test again.
- Windows Resource Protection found corrupt files but was unable to fix some of them: run DISM again, check the CBS repair log, or repair the IIS feature from matching Windows media.
Do not expect SFC to install a feature that was never installed. It repairs protected files that belong to the existing Windows installation.

If you want a simpler way to review which system components need attention instead of repeatedly guessing through DISM and SFC results, Outbyte PC Repair can scan for problems and show what needs repair; its free scan identifies issues, while repair actions require the full version. It is optional, and reinstalling the application that specifically owns the dependency remains the definitive fix.
Fix 4: Repair the IIS component from Windows installation media
On Windows XP or another legacy Windows installation, repair the component from the matching installation source.
For Windows XP:
- Open Control Panel.
- Select Add or Remove Programs.
- Choose Add/Remove Windows Components.
- Select Application Server.
- Click Details.
- Select Internet Information Services (IIS).
- Click Details again.
- Select SMTP Service.
- Continue through the wizard.
- Provide the original Windows installation CD or the correct source path if prompted.
- Restart the computer if requested.
- Check for the Simple Mail Transfer Protocol (SMTP) service.
Do not use installation media from a different Windows edition, architecture, or service-pack level. A mismatched file can create an architecture or version conflict even if the filename looks correct.
On newer supported Windows Server versions, use Server Manager rather than copying files from an XP or Server 2003 installation.

Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Fix 5: Check antivirus quarantine
Security software may quarantine a genuine Windows component, but restoring a file only because its name resembles a Microsoft DLL is unsafe.
In Windows Security:
- Open Settings.
- Select Privacy & security.
- Open Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Review detections related to the application, IIS, or the DLL.
- Inspect the detected path and action.
- Restore the file only if it came from a trusted, matching Windows installation and its signature and build can be verified.
- If there is any doubt, leave it quarantined and repair IIS instead.
After restoring a file, run a full security scan. A file placed in an unexpected application directory, a user profile folder, or a temporary directory deserves additional scrutiny.
Fix 6: Verify the file path, signature, and architecture
A genuine Microsoft component should be located where the relevant Windows or IIS installation expects it, not randomly beside an unrelated game or installer.
To inspect a file:
- Right-click
exch_smtpsvc.dll. - Select Properties.
- Open the Digital Signatures tab if available.
- Select the signature and choose Details.
- Confirm that Windows reports a valid signature from Microsoft Corporation.
- Open the Details tab and record the file description and original filename.
- Compare the file’s location with the IIS installation path or the application that requested it.
The description may identify the component as SMTP Service. The exact exch_ filename may be an old setup or cache naming variant, while Microsoft servicing documentation identifies the operational file as Smtpsvc.dll.
32-bit and 64-bit considerations
On 64-bit Windows:
System32contains native 64-bit system files.SysWOW64contains 32-bit system files used by 32-bit applications.
These names are confusing by design and are not interchangeable. Microsoft servicing tables show that SMTP binaries vary by architecture and Windows build. Do not copy one arbitrary DLL into both directories.
A 32-bit application may need a 32-bit dependency, while a 64-bit service may need a 64-bit dependency. The correct file must match the Windows build, architecture, and component installation. A “bad image” or “not designed to run on Windows” error commonly points to a corrupt, incompatible, or mismatched file.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Fix 7: Repair the program that displays the error
If Windows does not contain IIS SMTP and only one old program reports the error, the program may have an obsolete installer or an incorrect dependency reference.
Try these steps:
- Open Settings.
- Select Apps.
- Choose Installed apps.
- Find the program that reports the error.
- Select its menu button.
- Choose Repair if available.
- If Repair is unavailable or fails, select Uninstall.
- Restart Windows.
- Install a current version from the software publisher’s trusted distribution channel.
For older desktop software, check whether its installer has a Repair option in Control Panel:
- Open Control Panel.
- Select Programs and Features.
- Right-click the application.
- Choose Repair or Change.
- Follow the installer instructions.
If the program bundles an old IIS management component, its own repair or replacement is safer than taking a DLL from another computer. No particular current game can be identified from the filename alone as the confirmed source of this dependency.
Fix 8: Do not treat this as a driver problem
exch_smtpsvc.dll is not a hardware driver and is not supplied by a graphics, chipset, audio, or printer package. Updating Device Manager drivers is therefore not a primary fix.
Check drivers only when the error began alongside a broader hardware or system problem:
- Right-click the Start button.
- Select Device Manager.
- Expand the category for the affected hardware.
- Right-click the device.
- Select Properties.
- Review the Device status message.
- Open the Driver tab.
- Use Update Driver only when Windows identifies a driver problem.
- Restart Windows and retest.
If Device Manager shows no warning icons and the only problem is exch_smtpsvc.dll, return to IIS installation, application repair, or Windows component repair instead.

It is optional and is not a substitute for repairing IIS or reinstalling software that specifically requests this DLL.
Fix 9: Use System Restore after a recent change
If the error started immediately after an update, application installation, or system change, System Restore may return Windows system files and configuration to an earlier restore point without removing personal documents.
- Press
Windows+R. - Type:
rstrui.exe
- Press Enter.
- Select an appropriate restore point.
- Review the affected programs.
- Confirm the restore.
- Restart Windows and test the affected service or application.
You can also open Control Panel, select Recovery, and choose Open System Restore.
What not to do
Do not download the DLL from a random website
Untrusted DLL archives can contain malware, the wrong Windows build, the wrong architecture, or a file that has been modified. Even a clean file may not fix the underlying missing IIS feature or dependency.
Use Windows installation media, Server Manager, Windows Update, DISM, SFC, or the affected application’s official installer instead.
Do not copy the file into every system folder
Copying a DLL into System32, SysWOW64, an application directory, and several other folders can hide the real problem and create version conflicts. Install the Windows component that owns the file.
Do not run regsvr32 automatically
regsvr32 is for DLLs that implement the DllRegisterServer entry point. It is not a general DLL repair command, and there is no Microsoft instruction to register the IIS SMTP service DLL with:
regsvr32 exch_smtpsvc.dll
Running it may produce another error without repairing the service.
Do not assume the filename means Exchange Server
The exch_ prefix is not proof that Exchange Server is installed. The component is associated with the legacy IIS SMTP service, and the exact filename can reflect an older setup or cache naming convention.
Frequently asked questions
Is exch_smtpsvc.dll a Microsoft file?
It is associated with Microsoft’s IIS SMTP Service, whose internal description is SMTP Service. A genuine copy should come from a matching Windows or IIS installation and should have a verifiable Microsoft signature.
Should I put it in System32?
Not automatically. The correct location depends on the Windows version, IIS installation, architecture, and file name used by that build. Installing or repairing the owning IIS component is safer than manually copying the file.
Is this a Windows 10 or Windows 11 system file?
Do not assume that it is a normal Windows 10 or Windows 11 System32 file. On those systems, an old program or installer may be requesting a legacy IIS component that is not installed.

Why does Windows say “the specified module could not be found” when the file exists?
The named DLL may be present while one of its dependencies is missing, damaged, or incompatible. Check the application installation, architecture, signature, and Windows component health rather than replacing the named file blindly.
Is version 6.0.2600.x correct for every computer?
No. That is old version metadata associated with legacy Windows files. Microsoft servicing records show different build-specific files for different Windows releases and architectures. Use a file from the matching component source.
Can I install IIS SMTP on Windows Server 2025?
No. Microsoft removed the SMTP Server feature from Windows Server 2025. Use a supported SMTP relay or mail-server product instead.
Do I need IIS SMTP at all?
Only if a service or application genuinely relies on that legacy SMTP relay. If the error comes from an obsolete application that does not need IIS, updating or replacing the application is usually the better long-term fix.
