It is not a separate kind of sound-producing instrument: the exhaust action controls the flow of wind, and the pipe makes the note when that wind reaches it.
What is exhaust-pneumatic action?
A pipe organ’s action is the system that connects the organist’s keys and controls to valves in the windchest. In tubular-pneumatic action, tubes carry the control signal to small pneumatic motors, allowing the console and pipechests to be placed apart. In the exhaust type, air is released from the tube; the resulting pressure change collapses a pneumatic motor and operates the windchest valve, or pallet. The pallet then admits wind to the selected pipe, which produces the note. Wikipedia’s overview of tubular-pneumatic action and the specialist reference The Organ: An Encyclopedia describe this mechanism.

“Exhaust” describes how the control action works, not the organ’s whole air supply. The pipes need a separate, mechanically generated and regulated supply of pressurized air, commonly called wind. The Organ Historical Society’s explanation of organ wind distinguishes that supply from the action’s control signal.
Why use a tubular action?
As organs grew in the 1840s and 1850s, tubular action offered a way to place the console farther from the pipechests than a direct mechanical tracker connection allowed. A key press could be relayed through tubing rather than through a long set of physical linkages. The specialist account describes exhaust-pneumatic action as often preferred historically for perceived promptness, quietness and durability; those are period assessments, not a universal modern performance ranking. The Organ: An Encyclopedia explains the development and distinction between pressure and exhaust systems.

How it compares with other organ actions
| Action type | How the command travels | How the pallet is operated | Practical distinction |
|---|---|---|---|
| Mechanical tracker | Physical linkage from key to valve | Direct movement opens the pallet | Provides a direct mechanical connection; long-distance console placement is more constrained. |
| Pressure-pneumatic tubular | Pressure travels through tubing | A pneumatic motor inflates to operate the mechanism | Allows console and pipechests to be separated. |
| Exhaust-pneumatic tubular | Air escapes through tubing, changing pressure | A pneumatic motor collapses to operate the pallet | Also allows separation; historical sources describe it as often preferred for perceived promptness, quietness and durability. |
| Electro-pneumatic | An electrical connection relays the command | A pneumatic mechanism operates the valve | Uses an electrical control signal rather than a pneumatic tube signal. |
The comparison concerns how commands travel and valves move; available sources do not establish a numerical performance ranking among these systems. The historical account of tubular action and a Catholic Encyclopedia overview of the organ discuss the broader action types.

The British Institute of Organ Studies advises retaining and restoring tubular actions where possible. It also notes a particular reliability concern: some tubular-pneumatic actions can have unreliable coupling action in low-humidity conditions following excessive winter heating. That observation is not a diagnosis for every instrument. An organbuilder familiar with the specific organ should assess its condition before adjustments or replacement are considered. The British Institute of Organ Studies’ conservation guidance covers these issues.
