“ext-ms-win-advapi32-eventlog-l1-1-0.dll was not found,” “could not be loaded,” and “the procedure entry point could not be located” are common forms of this error.
ext-ms-win-advapi32-eventlog-l1-1-0.dll is a Microsoft Windows API-set contract name, not normally a standalone DLL that you should download and copy into a folder.

The 60-second answer

Do not download this file from a DLL website or run regsvr32 against it. Microsoft documents this API-set contract as part of the Windows Event Log interface, with Advapi32.dll providing the implementation.

API-set names are loader-recognized aliases. Windows may resolve the name without having a physical file with that exact name in C:WindowsSystem32. Microsoft’s Windows API-set documentation explains why an API-set contract can be absent from the disk.

Use this repair order:

  1. Install Windows updates and restart.
  2. Repair Windows with DISM, then SFC.
  3. If only one program fails, repair, update, or reinstall that program from its official installer.
  4. Check antivirus quarantine and the application’s logs.
  5. Investigate architecture, disk corruption, or malware if the error continues.

What this name means

Microsoft identifies ext-ms-win-advapi32-eventlog-l1-1-0 as an API-set contract for Event Log-related Windows APIs. Its documented implementation DLL is Advapi32.dll, and Microsoft lists the API set as introduced in Windows 8. The CloseEventLog documentation shows the contract and implementation relationship.

This means the name does not identify a normal third-party runtime package. It is not established as a file supplied by Visual C++ Redistributable, DirectX, .NET, a particular driver, or a specific game.

Some older Windows inventories list a small API-set stub with this name. That does not mean every current Windows 10 or Windows 11 installation must contain a physical copy. The absence of the name from System32 is not, by itself, proof that Windows is damaged.

A loader error can still mention the contract when:

  • Windows components are corrupted or incomplete.
  • An application has an invalid or damaged dependency declaration.
  • The application is incompatible with the Windows version or processor architecture.
  • Security software removed a related application file.
  • A disk problem damaged system or program files.
  • A malicious program is impersonating a Windows component.

First determine the scope of the failure

Before changing files, establish whether the problem affects one application or the whole system.

If only one program or game fails

This points more strongly to a damaged, outdated, or incompatible application. Write down:

  • The complete error text.
  • The application name and version, if shown.
  • Whether the program is 32-bit or 64-bit.
  • The Windows edition and version.
  • Whether the failure began after an update, mod, driver installation, or security alert.

Open another Windows application. If other programs work normally, begin with the affected program’s repair or reinstall process rather than copying a system DLL.

If several programs fail

Multiple failures, additional system-DLL errors, or problems after an interrupted Windows update make Windows component corruption more likely. Use the Windows repair sequence below.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 1: Install Windows updates and restart

Pending updates can leave component dependencies incomplete until the restart finishes.

  1. Press Windows + I to open Settings.
  2. Select Windows Update.
  3. Select Check for updates.
  4. Install all available updates.
  5. Restart the computer, even if Windows does not immediately require it.
  6. Test the affected program again.

On Windows 10, open Settings > Update & Security > Windows Update and select Check for updates.

If Windows Update itself fails, continue with DISM and SFC. Microsoft’s Windows Update troubleshooting guidance also recommends repairing the Windows image when update components are damaged.

Fix 2: Repair Windows with DISM and SFC

DISM repairs the Windows component store. SFC then checks protected system files against that repair source, which is why Microsoft recommends running DISM before SFC.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open Start.
  2. Type Command Prompt.
  3. Right-click Command Prompt.
  4. Select Run as administrator.
  5. Select Yes at the User Account Control prompt.
  6. Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
  1. Wait for DISM to finish. Do not close the window if progress appears to pause.
  2. Run:
sfc /scannow
  1. Restart Windows after both commands complete.
  2. Test the program again.

A successful DISM operation reports that the restore operation completed. SFC may report that it found no integrity violations, repaired corrupted files, or found corruption it could not repair.

SFC does not necessarily recreate a file named ext-ms-win-advapi32-eventlog-l1-1-0.dll. The API-set may be resolved virtually on your Windows build. Judge the repair by whether the application starts and whether system integrity errors remain, not only by whether a filename appears in System32.

If DISM reports that source files could not be found, Microsoft documents using a matching Windows installation source with /Source and /LimitAccess in its Repair a Windows Image guidance. The source must correspond closely to the installed Windows version and edition.

Repeatedly hunting through folders and rerunning SFC or DISM without knowing what changed can make troubleshooting slow. Outbyte PC Repair can scan for reported system issues and show what it identifies; the repair functions require the full version, and Windows repair commands remain the appropriate first step.

Fix 3: Repair or reinstall the affected application

Use this fix when one program produces the error while Windows and other applications work normally.

Use an application repair option

  1. Open Settings.
  2. Select Apps.
  3. Select Installed apps on Windows 11, or Apps & features on Windows 10.
  4. Select the affected application.
  5. Open its Advanced options, if available.
  6. Select Repair.
  7. Start the application again.

If Repair does not solve the problem, use Reset only if you understand that it may remove application settings or local data.

Repair a game through its launcher

Open the official launcher and look for a command named Verify, Verify integrity, Repair, or Scan and repair. Let the launcher replace damaged files, then restart Windows and test the game.

Reinstall from the official source

If repair is unavailable:

  1. Back up saved games, profiles, or application data.
  2. Uninstall the program through Settings > Apps.
  3. Restart Windows.
  4. Download the installer from the application publisher or use the official launcher.
  5. Install the current version.
  6. Start the program once before adding mods or third-party extensions.

Do not copy the API-set name from another application. A reinstall may fix a defective application dependency, but it cannot substitute for repairing damaged Windows components when multiple applications fail.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix 4: Check antivirus quarantine

Security software can remove a damaged or suspicious application file. Do not restore a quarantined file merely because its filename resembles a Windows component.

For Microsoft Defender:

  1. Open Windows Security from the Start menu.
  2. Select Virus & threat protection.
  3. Select Protection history.
  4. Review recent detections.
  5. Expand an item to see its path and detection details.

If the item belongs to a third-party application, reinstall that application from its official source instead of restoring the quarantined copy. For a suspected Windows component, run DISM and SFC first.

If you suspect malware:

  1. Open Windows Security.
  2. Select Virus & threat protection.
  3. Select Scan options.
  4. Run a Full scan.
  5. Use Microsoft Defender Offline scan if a persistent infection is suspected.

A file with this name outside a legitimate Windows directory, especially beside an unknown executable, should not automatically be trusted. Microsoft describes the available scan choices in its Virus and threat protection guidance.

Fix 5: Check 32-bit and 64-bit compatibility

On 64-bit Windows, System32 contains 64-bit system binaries, while SysWOW64 contains 32-bit system binaries. The names are confusing, but copying files between these folders is not a safe repair.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For an architecture-related error:

  1. Check whether the affected application has separate 32-bit and 64-bit installers.
  2. Install the version that matches the program’s documented requirements.
  3. Reinstall the application’s officially documented prerequisites.
  4. Do not mix DLLs from different Windows installations.
  5. Do not place manually downloaded files in both System32 and SysWOW64.

If the message says “The application was unable to start correctly (0xc000007b)” or “The program or feature is not designed to run on Windows,” suspect an architecture mismatch or invalid binary as well as corruption. Reinstall the affected application and its official prerequisites.

Fix 6: Update drivers only when the evidence points there

A driver is not established as the owner of this API-set contract. Consider driver troubleshooting only if the error began immediately after a hardware, graphics, storage, or chipset change, or if Device Manager shows a related warning.

  1. Right-click Start.
  2. Select Device Manager.
  3. Expand the category related to the failing program or hardware.
  4. Right-click the device.
  5. Select Properties and review the General and Driver tabs.
  6. Use Update driver only with a driver obtained through Windows Update or the hardware manufacturer.
  7. Restart Windows and retest.

Do not uninstall a working driver without a replacement plan. If Device Manager shows a warning icon, record the device name and status before changing it.

Manually hunting through hardware pages and guessing which of many drivers is stale can be time-consuming. Outbyte Driver Updater can scan and identify reported driver issues; its driver installation requires the full version, and the hardware manufacturer remains the safest source when you know the exact device.

Fix 7: Check the disk and file system

Disk errors can damage both Windows components and application files.

  1. Back up important files.
  2. Open Command Prompt as administrator.
  3. Run:
chkdsk /scan
  1. Wait for the scan to finish.
  2. Follow any recommendation to schedule a repair for the next restart.
  3. Run the manufacturer’s drive diagnostics if errors continue.

After disk repairs, run DISM and SFC again, then reinstall the affected application if only its files were damaged.

Do not use regsvr32 for this name

regsvr32 is for self-registering DLLs that export registration functions such as DllRegisterServer. This API-set stub is not a COM or ActiveX component.

Do not run:

regsvr32 ext-ms-win-advapi32-eventlog-l1-1-0.dll

It is not a repair method and may return an error stating that the module was loaded but the DllRegisterServer entry point was not found. Use Windows component repair or application repair instead.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What to do if the error returns

Collect the complete error message and check:

  • Event Viewer: Right-click Start, select Event Viewer, then review Windows Logs > Application.
  • The affected program’s own log folder.
  • Windows Security Protection history.
  • Whether one program or multiple programs fail.
  • Whether the problem began after an update or software installation.
  • The installed Windows version and system architecture.

If the problem began after a known change and a restore point exists, System Restore may help:

  1. Open Start and search for Create a restore point.
  2. Open it.
  3. Select System Restore.
  4. Choose a restore point created before the problem began.
  5. Review affected programs and complete the wizard.

System Restore is not a substitute for malware removal or a current backup.

FAQ

Should I download ext-ms-win-advapi32-eventlog-l1-1-0.dll?

No. Random DLL downloads can provide the wrong architecture, an incompatible build, an altered file, or malware. They also do not repair the underlying Windows component or application dependency.

Should this file be in System32?

Not necessarily. Microsoft states that API-set contracts may have no physical file with the contract name. Do not treat its absence as proof of corruption.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is it part of Visual C++, DirectX, or .NET?

There is no reliable evidence that those packages supply this API-set contract. Repair Windows and identify the application that is actually failing instead.

Does Windows 10 or Windows 11 require a copy?

The API set was documented as introduced in Windows 8, but current Windows builds can resolve API-set names without a matching file on disk. Every installation does not need to expose the same physical stub.

Does the 32-bit application need a copy in SysWOW64?

Do not copy one manually. Windows controls API-set resolution for the process architecture. Repair the application and Windows rather than populating both system folders.

What Windows versions used this API set?

Microsoft documents its introduction in Windows 8. Windows 8.1 reached end of support on January 10, 2023, so very old applications may have compatibility problems on current systems. Updating the application and using a supported Windows release is safer than copying legacy files.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What is the safest next step?

If every application is affected, run Windows Update, DISM, and SFC. If only one application fails, repair or reinstall that application from its official source, then check antivirus history and its logs.
