ext-ms-win-advapi32-safer-l1-1-0.dll is a legitimate Microsoft Windows API-set contract associated with security-policy functionality exposed through Advapi32. If Windows says it is missing or cannot be loaded, repair Windows first rather than downloading an isolated DLL.
What this file actually does
The filename follows Microsoft’s ext-ms-win-* API-set naming convention. It is a Windows API contract or stub related to “Safer” security-policy functions, not a normal application-owned runtime.
It is not the same file as advapi32.dll. The two names are related to Windows functionality, but an API-set contract is an indirection layer that allows programs to request Windows APIs while the operating system resolves the underlying implementation.
This file is also not:

- A DirectX component
- A .NET runtime file
- A game-specific DLL

The exact filename mapping can vary by Windows release and architecture. Do not assume that every edition exposes this API contract as an ordinary standalone file.

Fix 1: Install Windows updates and restart
A pending update can contain servicing changes or repaired system components. Complete this step before running repair commands.
- Press Windows + I to open Settings.
- Select Windows Update.
- On Windows 11, select Check for updates. On Windows 10, select Check for updates in the Windows Update panel.
- Install every available update.
- Restart the computer, even if Windows does not immediately require it.
- Open the application that produced the error.
If the error returns, continue with DISM and SFC. Do not treat an update failure as evidence that the DLL should be downloaded separately. Microsoft also provides Windows Update troubleshooting guidance.
Fix 2: Repair the Windows image with DISM
DISM repairs the Windows component store, which Windows uses to restore protected system files. Run it from an elevated Command Prompt.

- Type
Command Prompt. - Right-click Command Prompt and select Run as administrator.
- Select Yes if User Account Control asks for permission.
- Enter this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Press Enter and wait for the operation to finish.
- Keep the window open until DISM reports a completion result.
- Restart Windows after DISM finishes.
A successful result means the Windows image repair completed. It does not necessarily prove that the application itself is healthy, so test the affected program afterward.
DISM may appear to pause for a while. Avoid closing the window during the scan. If it reports that source files cannot be found, do not use a random DLL as the source. Use installation media that matches the installed Windows edition, language, and build:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows with the path to the matching Windows repair source. Microsoft documents this process in its System File Checker and DISM repair instructions.

Running repeated repair commands without knowing what changed can make troubleshooting confusing. Fix 3: Run System File Checker
Run SFC after DISM, not before. SFC checks protected Windows files and replaces damaged copies with cached files when possible.
- If you closed Command Prompt, open it again as administrator.
- Enter:
sfc /scannow
- Press Enter.
- Wait until verification reaches 100 percent.
- Restart the computer.
- Try the affected program again.
The result usually falls into one of these categories:
- Did not find any integrity violations: SFC found no damaged protected files. Continue with the application and architecture checks below.
- Found corrupt files and successfully repaired them: Restart and test the program.
- Found corrupt files but was unable to fix some of them: Run DISM again, restart, and run SFC once more. If it still cannot repair Windows, use a matching repair source or move to Windows recovery options.
- Could not perform the requested operation: Restart into Safe Mode and repeat the scan, or use Windows recovery guidance.
SFC does not guarantee that every API-set error will be resolved. The application may have a damaged installation, an incompatible build, or another missing dependency.
Fix 4: Repair or reinstall the application that fails
If every other program works and only one application shows this message, the application may be using an incorrect manifest, damaged local files, or an incompatible dependency. That does not prove that ext-ms-win-advapi32-safer-l1-1-0.dll itself is physically absent.

- Select the three-dot menu on Windows 11, or select the application entry on Windows 10.
- Choose Advanced options if available.
- Select Repair.
- Restart the application and test it.
For a game, open its official launcher and look for Verify files, Repair, or a similarly named option. Allow the launcher to finish checking its installation.
If repair does not help:
- Back up application settings or saved data if the program stores them locally.
- Uninstall the application from Settings > Apps.
- Restart Windows.
- Download the installer from the application’s official developer or launcher.
- Install the current build.
- Start the program normally before adding modifications or third-party files.
Reinstalling the affected application is the definitive fix when its own files or installation metadata are damaged. Do not copy a system DLL into the application folder unless the application’s developer specifically instructs you to do so.
Fix 5: Check 32-bit and 64-bit compatibility
A 32-bit application on 64-bit Windows uses the 32-bit system view and may require different dependencies. Copying a file from System32 into an application folder does not correctly resolve every architecture problem.

Check the application first:
- Right-click the application shortcut and select Open file location.
- Right-click the main executable and select Properties.
- Open the Details tab and note the product information.
- Check the developer’s official support page for a current 32-bit or 64-bit build.
- Install the build intended for your Windows installation and application architecture.
If the program was designed for an older Windows release:

- Open the Compatibility tab.
- Select Run compatibility troubleshooter.
- Apply a suggested setting only if it improves the result.
- Test the application again.
An older program may expect API-set contracts that are unavailable or handled differently on another Windows release. In that situation, the application needs an update or compatibility solution rather than a replacement DLL.
Fix 6: Check antivirus quarantine and run a scan
Security software can quarantine a damaged or falsely detected Windows file. Do not restore a file merely because its filename looks correct.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Look for an event involving a Windows system file.
- Review the path, detection name, and publisher information.
- Restore the file only when the path and detection clearly indicate a genuine Windows file and you have confirmed a false positive with your security provider.
- Run Scan options > Full scan.
If the file was removed from a system directory and you are uncertain about the quarantine record, leave it quarantined and run DISM followed by SFC instead. If malware or an untrusted DLL utility altered Windows, remove that software and perform a full security scan before repairing the operating system.
Fix 7: Check the file path and signature
These checks are read-only. They help distinguish a Windows-system path from an unsafe copy.
Open PowerShell and run:
Test-Path "$env:windirSystem32ext-ms-win-advapi32-safer-l1-1-0.dll"
Test-Path "$env:windirSysWOW64ext-ms-win-advapi32-safer-l1-1-0.dll"
If a copy exists in System32, inspect its signature:
Get-AuthenticodeSignature "$env:windirSystem32ext-ms-win-advapi32-safer-l1-1-0.dll"
A filename alone is not proof that a file is genuine. Be cautious with copies found in a Downloads folder, a temporary directory, or an application directory. Do not replace a suspicious file manually before checking Windows integrity with DISM and SFC.

Fix 8: Check disk and filesystem health
Unexpected shutdowns, failing storage, or filesystem errors can damage Windows components.
- Open Command Prompt as administrator.
- Run:
chkdsk /scan
- Press Enter.
- Read the result for filesystem errors.
- Restart Windows if instructed.
For serious disk problems, back up important data and follow Microsoft’s Windows Update and storage troubleshooting guidance. Do not keep replacing system files on a drive that may be failing.

Installing Visual C++ may repair a different missing runtime used by the same program, but it is not a verified repair for this Windows API-set contract.
Only install a Visual C++ package when the application independently requires it. Use Microsoft’s latest supported Visual C++ Redistributable documentation, and match the package architecture to the application. Installing x86 or x64 Visual C++ does not restore this API-set file.
Do not use regsvr32 for this file
regsvr32 is intended for DLLs that provide registration entry points such as DllRegisterServer. An API-set stub is not normally a COM or ActiveX component.
Running a command such as this is therefore not an appropriate repair:
regsvr32 ext-ms-win-advapi32-safer-l1-1-0.dll

Why isolated DLL downloads are unsafe
Avoid downloading ext-ms-win-advapi32-safer-l1-1-0.dll from random DLL sites or copying it from another computer. You can receive the wrong Windows build, the wrong architecture, an unsigned replacement, or malware, and the download may not fix the underlying component-store or application problem.
The safe sources are Windows Update, DISM and SFC, matching Windows installation media, and the official installer for the application that fails. Copying a file from another PC is not a safe general repair because its Windows edition, build, language, architecture, and servicing state may differ.
If the error remains
If DISM and SFC complete successfully but one program still fails, focus on that program’s installer, launcher, prerequisites, and compatibility settings. If many programs fail and Windows repair cannot complete:

- Check whether System Restore is available.
- Use an in-place Windows repair installation with matching media.
- Use Windows recovery options if repair installation is unavailable.
- Contact the application developer if only its program remains affected.
