If Windows 10 or Windows 11 says it is missing, not found, damaged, or could not be loaded, do not download a replacement DLL first.
The safest repair depends on where the error points. A system-wide failure suggests damaged Windows files or an API compatibility problem. An error affecting only one game or application usually means that program needs repair or reinstallation.

What this DLL actually is
| Detail | What is known |
|---|---|
| File | ext-ms-win-core-bi-service-l1-1-0.dll |
| Type | Microsoft Windows API-set stub or contract |
| Main historical association | Windows 8.1, also identified as Windows version 6.3 |
| Separate runtime | Not Visual C++, DirectX, or .NET |
| Modern status | Reverse-engineered API-set research reports the exact contract as discontinued in Windows 10 |
| Official standalone installer | None is documented by Microsoft |
The ext- prefix matters. Microsoft explains that API-set names ending in .dll can represent virtual loader contracts rather than ordinary physical DLLs. Windows uses its API-set schema to redirect a contract to the Windows binary that implements it.
That means the filename does not necessarily need to exist as a normal standalone file in every Windows installation. It also explains why copying a similarly named DLL into a game folder often does nothing.

The bi portion should not be expanded into Business Intelligence, Power BI, Background Intelligent Transfer Service, or another named product. There is no reliable public source confirming what those letters mean.
On 64-bit Windows, system inventories from the Windows 8.1 era reported the name in both System32 and SysWOW64. System32 is the native 64-bit system directory, while SysWOW64 contains 32-bit system binaries. Do not use those folder names as a reason to download a DLL manually.

Common reported messages include:
The program can't start because ext-ms-win-core-bi-service-l1-1-0.dll
is missing from your computer. Try reinstalling the program to fix this problem.
You may also see “was not found,” “could not be loaded,” “the specified module could not be found,” or a bad-image message. These are general Windows DLL-error templates, so the wording alone does not identify the cause.
If the path is inside a game or application folder, start with application repair. If the path points toward Windows system locations, continue with Windows repair. If several unrelated programs fail, treat it as a Windows component problem.
Fix 1: Update Windows, then repair its component store
This is the best first repair when the error affects Windows components or multiple applications. DISM repairs the Windows component store, and SFC then uses that repaired source to check protected system files.
Install pending updates
On Windows 11:
- Open Start.
- Select Settings.
- Choose Windows Update.
- Select Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not immediately require it.
On Windows 10:
- Open Start.
- Select Settings.
- Open Update & Security.
- Choose Windows Update.
- Select Check for updates.
- Install the available updates and restart.
Run DISM and SFC
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish. This can take a while and may appear paused.
- Run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the affected program again.
A successful result may say that SFC found no integrity violations, or that it found corrupt files and successfully repaired them. If the error disappears after the restart, the Windows component repair worked.

If SFC reports that it could not fix some files, restart and run sfc /scannow again. If DISM cannot obtain repair files through Windows Update, Microsoft documents using a matching Windows repair source:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace the example path with a repair source matching the installed Windows edition and version. Do not use an arbitrary Windows image.
Repeatedly running SFC and DISM without knowing whether the component store changed can make troubleshooting tedious. Outbyte PC Repair can scan for reported system problems and show what needs attention, while repair functions are handled by the full version. It is optional, and reinstalling the affected application remains the definitive fix when the error is confined to that application.
Fix 2: Repair or reinstall the affected application
If only one game or program fails, its installation is more likely to be damaged than the entire Windows installation.
Repair a Microsoft-managed application
- Open Start.
- Go to Settings.
- Select Apps.
- Open Installed apps.
- Find the affected application.
- Select its three-dot menu.
- Choose Advanced options.
- Select Repair.
- Launch the program again.
Repair normally preserves the application’s data. If it does not help, return to the same screen and use Reset only if you understand that it may remove local application data.
Repair a traditional desktop program
- Open Control Panel.
- Select Programs.
- Open Programs and Features.
- Select the affected program.
- Choose Repair or Change, if available.
- Follow the installer prompts.
- Restart the program and test it.
If no repair option exists, uninstall the application, restart Windows, and reinstall it using the developer’s current official installer. Avoid copying a DLL from another computer into the program directory. An old application may be requesting a Windows 8.1-era API-set contract that is unavailable or handled differently on a newer operating system. Updating the application is safer than forcing an old Windows component into Windows 10 or 11.
For a game launcher, use its built-in file verification feature where available. For example, in Epic Games Launcher:
- Open Library.
- Select the three dots beside the game.
- Choose Manage.
- Select Verify.
- Wait for the scan and replacement of damaged game files.
- Start the game again.
If the dialog names a path inside the game directory, this step is particularly important.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsFix 3: Check antivirus quarantine
Security software may have removed or quarantined a file after detecting suspicious changes. Do not disable protection simply to make a DLL error disappear.
- Open Start.
- Search for Windows Security.
- Open it.
- Select Virus & threat protection.
- Open Protection history.
- Review entries that match the time the error began.
- Expand an entry to inspect its path and detection details.
Only restore or allow a file when you have verified that it came from a legitimate Windows or application installation. Microsoft warns that a restored detection may be detected again. If the file was in a game folder, reinstalling that game from its official installer is safer than restoring an unverified copy.
After checking quarantine, run a full scan. If malware is found, complete the cleanup and restart before attempting further file repairs.
Fix 4: Check the architecture and full path
A 32-bit process cannot load a 64-bit DLL, and a 64-bit process cannot load a 32-bit DLL. On 64-bit Windows, System32 contains native 64-bit system binaries and SysWOW64 contains 32-bit system binaries, despite the confusing names.
Do not “solve” an architecture error by downloading both versions. Repair the parent application or Windows installation instead.

Check the application’s own documentation or installer for whether it is 32-bit or 64-bit. If the error names a vendor DLL or a path in the application directory, reinstall that application with the correct build. If it names a Windows API-set contract, use Windows Update, DISM, and SFC rather than selecting a DLL by bitness.

Drivers are a lower-probability cause for this filename because it is associated with the Windows API-set system, not a device-driver package. Consider a driver problem only when the error names a vendor driver path or began immediately after installing or updating a driver.
To update a driver manually:
- Right-click Start.
- Select Device Manager.
- Expand the category for the suspected device.
- Right-click the device.
- Choose Update driver.
- Select Search automatically for drivers.
- Restart Windows if a driver is installed.
- Test the application again.
For a recent driver problem, open the device’s Properties, select the Driver tab, and use Roll Back Driver if that button is available. Do not remove an important device driver without a replacement plan.

Fix 6: Consider Windows compatibility
The exact ext-ms-win-core-bi-service-l1-1-0 contract is associated with Windows 8.1 in API-set history research and is reported as discontinued in Windows 10. That does not prove that every current error is caused by compatibility, but it makes an old application or installer a strong possibility.
Try these options:
- Right-click the application executable or shortcut.
- Select Properties.
- Open the Compatibility tab.
- Select Run this program in compatibility mode for.
- Choose the Windows version recommended by the application vendor.
- Select Apply, then OK.
- Test the program.
You can also select Run this program as an administrator temporarily for testing. If compatibility mode does not help, obtain an updated installer from the software developer. Do not copy a Windows 8.1 API-set file into Windows 10 or Windows 11.
Fix 7: Use System Restore or an in-place repair
If the problem began after a system change and a restore point exists:
- Press Windows key + R.
- Enter
rstrui.exe. - Press Enter.
- Select a restore point from before the error began.
- Review the affected programs.
- Start the restore and allow Windows to restart.
If DISM, SFC, application repair, and System Restore all fail, perform an in-place Windows repair using matching installation media. Start setup.exe from within Windows and select Keep personal files and apps when offered. Read each screen carefully. This is different from a clean installation, which can remove applications and data.
What not to do
Do not download the DLL from a random archive
Unverified DLL downloads can contain malware, the wrong Windows build, or the wrong architecture. Even a clean file may not repair the API-set schema, component store, application dependencies, or loader path that caused the failure.
Use Windows Update, DISM, SFC, System Restore, official Windows installation media, or the affected program’s official installer instead.
Do not copy it into System32, SysWOW64, or a game folder
Microsoft documents API-set names as loader contracts that may not correspond to ordinary physical files. Adding an arbitrary copy can create search-order, DLL-preloading, or architecture problems and may cause a different binary to load.
Recommended Free Tools
Do not run regsvr32 on it
regsvr32 is for DLLs that support COM self-registration, typically by exporting a function such as DllRegisterServer. An API-set stub is a loader contract, not normally a COM server. Registering it will not restore Windows files or repair a missing dependency.
Do not assume Visual C++ or DirectX is the answer
Visual C++ packages repair files such as vcruntime140.dll and msvcp140.dll. The legacy DirectX package supplies optional game libraries such as D3DX, XAudio 2.7, XInput 1.3, and XACT. Neither package is a guaranteed repair for this Windows API-set component.
FAQ
Is ext-ms-win-core-bi-service-l1-1-0.dll legitimate?
Yes. It is a Microsoft Windows API-set stub or contract associated principally with Windows 8.1. The exact contract does not need to be treated like a normal third-party game DLL.
Should I download it?
No. There is no documented standalone Microsoft installer for this filename. Repair Windows or reinstall the application that produces the error.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Is it related to Power BI or Background Intelligent Transfer Service?
There is no verified public source establishing either interpretation of “BI.” Do not use the name to identify a Microsoft service or product.
Why does a Windows 11 or Windows 10 application request it?
An older application, installer, compatibility layer, damaged component, or quarantined file may be involved. The exact Windows 8.1-era contract is reported as discontinued in Windows 10, so updating the application is important.
What if only one game reports the error?
Repair or verify the game, then reinstall it from the official developer or launcher source. A path inside the game directory usually points to the game installation rather than a missing Windows-wide runtime.
What information is needed for a precise diagnosis?
Provide the complete error text, full path, status code, Windows version, application name, whether the process is 32-bit or 64-bit, and whether other applications fail. That information separates an application repair from a Windows component repair.
