Start with this diagnostic checklist
Before replacing anything, write down:
- The program, game, installer, or driver that displays the error
- The exact message, such as “was not found,” “cannot be loaded,” or “not designed to run on Windows”
- Whether the error appears during startup, after a Windows update, or only when launching one older application
- Your Windows edition and build
- Whether Windows is 64-bit and whether the affected application is 32-bit or 64-bit
- The file path shown in the error, if one is provided
- Any recent antivirus quarantine, update failure, cleanup utility, or driver installation

The safest repair is Windows servicing, not downloading a replacement file. Work through the steps below in order.
What this filename means
Windows API-set names beginning with ext- are virtual contract names used by the Windows loader. They can route an application or Windows component to an implementation DLL instead of behaving like a conventional library that developers copy beside an executable. Microsoft explains this architecture in its documentation on Windows API sets.
Public Windows file inventories describe this particular name as an “ApiSet Stub DLL.” It is associated with Windows kernel and Code Integrity components. Public inventories identify it in Windows 8 and Windows 8.1-era system files, but Microsoft does not publish a dedicated page confirming every release, architecture, path, version, or hash for this exact filename.

Do not assume that a copy found in an application folder is genuine. A file with the right name in an unexpected directory still needs to be checked for its origin, path, and digital signature.
What the error does and does not prove
You may see messages such as:
- “The program can’t start because ext-ms-win-ntos-ksigningpolicy-l1-1-0.dll is missing from your computer.”
- “The code execution cannot proceed because ext-ms-win-ntos-ksigningpolicy-l1-1-0.dll was not found.”
- “The specified module could not be found.”
- “The procedure entry point could not be located.”
- “The file is either not designed to run on Windows or it contains an error.”
These messages do not always mean that the named file alone is missing. “The specified module could not be found” can refer to a dependency of the named module. An entry-point error can indicate an incompatible Windows build, incorrect architecture, or an application expecting a different API contract.
No particular game, launcher, commercial application, Visual C++ package, DirectX installer, or .NET installer has been reliably tied to this exact filename. The program shown in the error is therefore important evidence, not proof that the program owns the file.
Fix 1: Install Windows updates and restart
A failed or incomplete update can leave Windows components inconsistent.
- Open Start and select Settings.
- Select Windows Update.
- Choose Check for updates.
- Install all available updates.
- Restart Windows, even if the update screen does not require it.
- Launch the affected application again.
On Windows 10, Windows Update is under Settings > Update & Security > Windows Update.
If the error disappears, the issue was likely an incomplete or damaged servicing state. If it remains, continue with DISM and SFC.
Fix 2: Repair Windows with DISM, then SFC
Microsoft recommends running Deployment Image Servicing and Management before System File Checker. DISM repairs the component store that SFC uses to restore protected Windows files.
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window because progress may pause for a while.
- After DISM completes successfully, run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the affected program.
SFC may report that it found and repaired corrupted files. It may also report that no integrity violations were found, or that some files could not be repaired. Microsoft documents the procedure in Using System File Checker in Windows.

The source must match the same Windows version and servicing context. Microsoft explains repair sources in Repair a Windows image.
If you repeatedly run SFC and DISM without knowing what changed, Outbyte PC Repair can show detected system problems in a scan; repairs are performed by the full version, and it is not required for this fix.
How to tell whether this worked
The repair worked if the affected application starts normally after the restart, Windows Update stops reporting failures, or the error no longer appears in multiple programs.
If only one old application still fails while Windows and other programs work, stop treating this as a universal missing-DLL problem and investigate application compatibility.
Fix 3: Determine whether one application is incompatible
An older application may request an API-set contract that is unavailable or handled differently on your Windows release. A newer application can also be installed on an unsupported older system.

Check whether the error is application-specific:
- Close the error dialog.
- Open another unrelated application, such as Notepad.
- Restart Windows.
- Test the affected program again.
- Note whether the error appears during boot, in several programs, or only in one executable.
If only one legacy program fails:
- Open Settings > Apps > Installed apps.
- Select the affected application.
- Choose Advanced options, if available.
- Try Repair.
- If Repair does not help, choose Reset only if you understand that it may remove the application’s stored settings.
- Otherwise uninstall the program.
- Restart Windows.
- Reinstall it from the developer’s official installer.
- Install the application’s official update or compatibility patch.
- Test it before adding optional plugins or modifications.
You can also try Windows compatibility settings:
- Right-click the application’s shortcut or executable.
- Select Properties.
- Open the Compatibility tab.
- Select Run this program in compatibility mode for.
- Choose the Windows version documented by the application vendor.
- Select Apply, then OK.
- Test the program.
Do not use compatibility mode as a substitute for an unsupported operating system indefinitely. If the application still fails, contact its developer or replace it with a version that supports your Windows release.
Fix 4: Check Windows Security Protection history
Windows Security may have quarantined a system file, although quarantine is not established as a common cause for this particular filename.

- Open Start and type Windows Security.
- Open the app.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections and actions.
- Expand an entry related to the affected time or application.
- Check the file path and detection details.
Do not restore a file merely because its name looks familiar. Restore or allow it only when the path, provenance, and digital signature are appropriate. A genuine Windows component should normally be restored through Windows servicing, Windows Update, DISM, or SFC.
If you suspect malware:
- Return to Virus & threat protection.
- Select Scan options.
- Run a Full scan.
- Follow the recommended action.
- Run DISM and SFC after the scan completes.
If the file was in an application directory rather than a Windows system directory, reinstall the affected application from its official installer instead of restoring an unknown copy.
Fix 5: Check the application and Windows architecture
Do not use a download catalog to guess whether this file should be 32-bit or 64-bit. Public catalogs list some older copies as 32-bit, but they are not an authoritative architecture matrix for all Windows releases.
To check Windows architecture:
- Open Settings.
- Select System > About.
- Read System type.
To check an application’s architecture, use documentation from its developer or inspect the application with a trusted diagnostic tool. A 32-bit application on 64-bit Windows has different DLL search behavior from a native 64-bit application.

Also remember that System32 does not mean “32-bit.” On 64-bit Windows, it is normally the native system directory. Do not move files between System32 and SysWOW64 based on their names alone.
Fix 6: Investigate a driver only when the error names one
The filename relates to kernel signing policy, so a driver installation could expose a broader Windows or compatibility problem. However, reinstalling a graphics or chipset driver is not the normal fix for this filename alone.
If the original error names a device or driver:
- Right-click Start.
- Select Device Manager.
- Expand the relevant device category.
- Right-click the affected device.
- Select Properties.
- Open the Driver tab and record the provider and version.
- Use Update Driver only with a driver supplied by the hardware manufacturer.
- Restart Windows and test again.
If the problem began immediately after a driver update, select Roll Back Driver when that button is available. Avoid generic driver-updater utilities and do not install a driver simply because its name resembles the missing file.
Manually checking dozens of hardware pages can make it difficult to identify what changed. Outbyte Driver Updater can scan for driver issues, while installation of updated drivers is handled by the full version; use the hardware manufacturer’s package when a specific device is identified.
Do not use regsvr32 for this file
regsvr32 registers DLLs that provide functions such as DllRegisterServer, commonly for COM or ActiveX components. Microsoft documents its purpose in the regsvr32 command reference.
There is no evidence that this API-set stub is a COM or ActiveX server. This is not an appropriate repair command:
regsvr32 ext-ms-win-ntos-ksigningpolicy-l1-1-0.dll
It will generally produce an error rather than repair the Windows loader or component store.

Downloading a DLL with the same filename from a random source can provide the wrong Windows release, architecture, exports, signing state, or servicing relationship. It can also introduce malware and conceal the real cause.

Do not:
- Copy an arbitrary file into
C:WindowsSystem32 - Copy a 32-bit file into a 64-bit system directory
- Place the file beside an executable to bypass the loader
- Replace a protected Windows file with one from another computer
- Use registry cleaners or DLL repair utilities as a first response
The safe sources are Windows Update, DISM, SFC, Microsoft recovery tools, and the official installer for the application that displays the error.
Fix 7: Use System Restore or Windows repair
Use System Restore when the error began after a recent update, driver, cleanup operation, or software installation and a suitable restore point exists.
- Open Start and search for Create a restore point.
- Open it.
- Select System Restore.
- Choose a restore point from before the problem began.
- Review affected programs and drivers.
- Start the restore and restart Windows.
System Restore preserves personal files but can remove or roll back recently installed programs, drivers, updates, and settings. Microsoft describes its behavior in System Restore.
If DISM and SFC cannot repair Windows, use a matching repair source or an in-place repair. On supported Windows 11 installations:

- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the prompts.
Microsoft says this reinstall option preserves apps, files, and settings on supported systems. If it is unavailable, use official Windows installation media and choose the option that keeps personal files and applications. Back up important data before any repair or reset.
A full Reset should be a last resort after confirming that the problem is Windows-wide and other repair paths have failed.
FAQ
Is this file legitimate?
The filename follows Microsoft’s API-set naming convention and is associated with Windows kernel signing-policy functionality. A file with this name in an unexpected folder is not automatically trustworthy, so verify its path and signature.
Does it belong to Windows 8 and Windows 8.1 only?
Public inventories identify it in Windows 8 and Windows 8.1-era files. Microsoft does not publish a dedicated list confirming every later release, so do not assume it is present in every current Windows installation.
Should I reinstall Visual C++, DirectX, or .NET?
Not for this filename alone. Reinstall those runtimes only when the error also names a separate runtime file or the application’s official documentation requires it.
Should I reinstall my graphics driver?
Only when the original error identifies a driver or the problem began with a specific driver installation. Windows servicing is the more appropriate first repair for a missing API-set component.
Is the file normally in System32 or SysWOW64?
The correct location depends on Windows release, architecture, and loader context. There is no verified universal path rule for this exact filename. Do not move it between directories.
What if the error appears only in one old program?
Application incompatibility is more likely. Update or reinstall that program from its official source, check its supported Windows versions, and avoid placing a downloaded DLL beside its executable.
