Start with this diagnostic checklist
Before changing anything, note:
- Which program or game shows the message
- Whether the error appears when launching one program or several
- Whether it started after a Windows update, driver update, cleanup, or software installation
- Your Windows version and build: press Windows key + R, type
winver, and press Enter - Whether the affected application is 32-bit or 64-bit, if its publisher documents that information
ext-ms-win-ntos-ksr-l1-1-0.dll is a genuine Microsoft Windows API-set name. It is primarily a loader contract used by Windows, not a normal application runtime that you should download and copy into a game folder.
What this name actually means
Microsoft documents API-set names as contracts that the Windows loader resolves to an underlying system implementation. They resemble DLL filenames, and Windows appends the .dll suffix when using the contract name, but a matching physical file does not necessarily exist on every system. See Microsoft’s Windows API-set documentation.

The ext- prefix is also significant. Microsoft notes that these contracts may not exist on every Windows edition or version. The name is associated with Windows kernel-level API plumbing, not with Visual C++, DirectX, .NET, or a particular game middleware package.

No reliable evidence identifies one specific game or application as the cause of this message. The executable named in your error dialog is therefore the most useful starting point.
Fix 1: Repair the affected program first
If only one application fails, start here. An application may be outdated, damaged, built for a different Windows version, or requesting an API contract that is unavailable on the current system.
Repair the program
- Open Start > Settings > Apps > Installed apps.
- Find the affected program.
- Select the three dots beside it.
- Choose Advanced options, if available.
- Select Repair.
- Start the program again.
If there is no Repair option:
- Open the program’s launcher or installer.
- Look for Repair, Verify files, or Scan and repair.
- Complete the process.
- Restart Windows and test the program.
A game launcher may use different wording, but the purpose is the same: replace damaged application files without immediately removing user data.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsReinstall from the publisher
If repair does not help, uninstall and reinstall the program using its publisher’s official installer or launcher.
- Save settings or game data if the publisher stores them locally.
- Go to Start > Settings > Apps > Installed apps.
- Select the program and choose Uninstall.
- Restart Windows.
- Download the latest installer from the software publisher’s official source.
- Install it, then run its updates before launching it.
If the error remains limited to that program, contact its publisher with the exact message, application version, Windows build from winver, and whether the program is 32-bit or 64-bit.
Try compatibility settings for older software
For an old application:
- Right-click its shortcut or executable.
- Select Properties > Compatibility.
- Select Run this program in compatibility mode for.
- Choose an appropriate older Windows version.
- Select Apply > OK.
- Test the application.
You can also open Settings > System > Troubleshoot > Other troubleshooters and run the Program Compatibility Troubleshooter. Microsoft provides additional older app compatibility guidance.
Running the application as administrator can help with a permissions problem, but it will not create a missing Windows API contract. Right-click the program and select Run as administrator only as a diagnostic step.
Fix 2: Install Windows updates
If several programs fail, or the problem began after Windows became unstable, repair Windows rather than hunting for a standalone file.
Windows 11 and Windows 10
- Open Start > Settings.
- Select Windows Update.
- Choose Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not insist on a restart.
- Check for updates again after restarting.
Microsoft’s Windows Update instructions cover the supported update process.
Windows 11 repair reinstall
Windows 11 may offer a less disruptive repair:
- Open Start > Settings > System > Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the prompts.
This reinstalls the current Windows version while preserving apps, personal files, and settings when the feature is available.
Manually repeating repair commands while guessing which component changed can be time-consuming. I recommend Outbyte PC Repair when you want a scan that shows what it finds; its free scan identifies issues, while repair features require the full version. It is optional, and a damaged application still needs to be repaired or reinstalled from its publisher.
Fix 3: Run DISM, then SFC
Use an elevated Command Prompt. Microsoft recommends DISM before System File Checker when Windows components or protected files may be damaged.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish. Do not close the window if progress appears to pause.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and launch the affected program.
DISM repairs the Windows component store. SFC then checks protected system files against that repaired component store. Microsoft’s SFC and DISM procedure explains the result messages.
If DISM says it cannot find the source files, install pending updates and try again. If it still fails, Microsoft documents a matching repair source:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace the example path with a repair source matching your installed Windows edition and build. Do not use an unrelated Windows image.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
How to interpret the result
- “The restore operation completed successfully”: run SFC if you have not already.
- SFC found corrupt files and repaired them: restart and test the program.
- SFC found corrupt files but could not repair some: run DISM again, restart, and repeat SFC once.
- Both tools complete successfully but one program still fails: repair or reinstall that program. SFC and DISM cannot correct every application incompatibility.
Fix 4: Check Windows Security
Security software can quarantine a protected component, although there is no basis for assuming that this is common for this particular name.
- Open Start > Settings > Privacy & security > Windows Security.
- Select Virus & threat protection.
- Choose Protection history.
- Review entries matching the time the error began.
- Do not restore a file merely because its filename looks familiar.
- Restore or allow an item only when its authenticity and origin are verified.
Run Scan options > Full scan. If malware is plausible, use Microsoft Defender Offline. Microsoft explains both Protection History and Defender Offline.

If Windows repairs the component but it disappears again, investigate malware or a failing storage device instead of repeatedly downloading replacement files.

If the error started immediately after a graphics, chipset, storage, or other driver change, repair that specific change.
Roll back a driver
- Right-click Start and select Device Manager.
- Expand the category for the affected hardware.
- Right-click the device and select Properties.
- Open the Driver tab.
- Select Roll Back Driver, if available.
- Restart Windows.
If rollback is unavailable, download the correct driver from the hardware manufacturer’s official support page and install it. Avoid generic driver packages that do not match the device.
Hunting through many driver versions manually is error-prone. I recommend Outbyte Driver Updater when you want its free scan to identify outdated drivers; installing updates requires the full version, and you should still reinstall the affected application when that is the real cause.
Do not assume a driver update will recreate an API-set contract. The driver is relevant only when the timing and affected hardware point to it.
Fix 6: Check the disk if repairs keep failing
Repeated DISM or SFC failures, files that disappear again, crashes, or other corruption can indicate filesystem or storage trouble.
Free tools Windows power users keep installed
One-click scans. No signup required.
- Open Command Prompt as administrator.
- Run:
chkdsk C: /f
- If Windows says the volume is in use, type
Yand press Enter. - Restart the computer.
- Let the disk check complete.
Microsoft documents the command in its CHKDSK reference. Back up important files before deeper repair work.
Fix 7: Use System Restore or repair Windows
If the problem began after a known update, driver, or program installation, System Restore may be appropriate.
- Press Windows key + R.
- Type
rstrui.exe. - Press Enter.
- Select a restore point dated before the problem.
- Select Next > Finish.
- Allow Windows to restart.
System Restore rolls back system files, registry settings, drivers, and programs without intentionally removing personal files. Microsoft describes the process in its System Restore guidance.
If that fails, use an in-place Windows repair with matching installation media after backing up your data. This is preferable to replacing unknown system files individually.

- Do not download this name from random DLL websites.
- Do not copy an unfamiliar file into
System32,SysWOW64, or an application folder. - Do not assume a cataloged Windows 8.1 file is correct for Windows 10 or Windows 11.
- Do not run registry cleaners.
- Do not install Visual C++, DirectX, or .NET at random. Those packages address errors naming their own components, not this Windows API-set contract.
- Do not run
regsvr32for this problem. API-set contracts are resolved by the Windows loader and are not ordinary COM DLLs with a registration task. - Do not assume 32-bit and 64-bit files are interchangeable. Windows resolves API sets for the process architecture, and public records do not establish a universal download rule.
Windows 8.1 note
Historical public metadata points most clearly to a Windows 8.1-era API-set record, but that does not make its version or size a current Windows specification. Windows 8.1 reached end of support on January 10, 2023, so upgrading to a supported Windows release is safer than searching for an old standalone copy. Microsoft confirms the status in its Windows 8.1 support notice.
FAQ
Is ext-ms-win-ntos-ksr-l1-1-0.dll real?
Yes. It follows Microsoft’s documented ext-ms-win-* API-set naming scheme and is associated with Windows infrastructure.
Should I download it?
No. It is primarily a loader contract, not proof that a matching standalone file should be downloaded. Let Windows Update, DISM, SFC, or a Windows repair reinstall restore the operating system components it needs.
Is this a Visual C++ error?
Not by itself. Install Visual C++ only when the message names an MSVC component such as VCRUNTIME or MSVCP, or when the application’s publisher specifically requires it.
Recommended Free Tools
Which game causes this error?
No reliable public evidence identifies a particular game or application. Use the executable named in your dialog and determine whether the failure is isolated to that program.
Why did regsvr32 fail?
That is expected here. regsvr32 is for DLLs that expose registration entry points, while API-set contracts are resolved by Windows.
What information should I collect if nothing works?
Record the exact application name, Windows version and build from winver, whether one or many programs fail, recent changes, the final DISM and SFC messages, and relevant entries from CBS.log. Give that information to the application publisher or Windows support technician.
