Windows API-set contracts are virtual aliases. They allow software to request an operating-system API without hard-coding the implementation DLL. The Windows loader resolves the contract to the correct host for that Windows edition. Microsoft explains this architecture in its Windows API sets documentation.

That is why an error can mention this filename even though the relevant implementation is hosted by User32.dll. An API-set name may not correspond to a physical file with that name on disk. Contracts beginning with ext- may also be unavailable on some Windows editions.
This belongs to Windows. It is not a Visual C++ Redistributable, DirectX, .NET, or game-middleware file. Do not treat version numbers, file sizes, or “ApiSet Stub DLL” descriptions found on download-index pages as Microsoft distribution details.

Start by identifying the failure
Before changing Windows, record:
- The complete error message.
- The application or game that displays it.
- The application version.
- Your Windows edition and build.
- Whether Windows is 32-bit or 64-bit.
- Whether the application is 32-bit or 64-bit.
- What changed immediately before the error, such as an update, reinstall, crash, or security alert.
Also test another application. If only one program fails, repair that program first. If several unrelated programs fail or Windows features are malfunctioning, continue to the Windows repair section.
Generic messages associated with this filename include “The program can’t start,” “The specified module could not be found,” “The file is not designed to run on Windows,” and “Could not locate the procedure entry point.” These are generic loader messages, not proof that a physical DLL with this exact name is missing.
Fix 1: Repair or reinstall the affected application
When one program fails, its installation, update, or compatibility requirement is the leading suspect.
Use the application’s repair option
- Press Windows + I to open Settings.
- Select Apps.
- Select Installed apps.
- Find the affected application.
- Select the three-dot menu beside it.
- Choose Advanced options, if available.
- Select Repair.
- Start the application again.
If Repair is unavailable or does not help, use the program’s own repair function or launcher verification feature. For a game, open its official launcher, locate the game library, open the game’s management menu, and choose the option named Verify, Verify files, Repair, or equivalent.
A successful repair normally allows the program to start without the API-set error. If the same message returns, uninstall the program from Settings > Apps > Installed apps, restart Windows, and reinstall it using the developer’s official installer or launcher. Do not copy a replacement DLL into the program folder.
Check compatibility requirements
The contract was introduced in Windows 8. A newer application may therefore require Windows features that are unavailable on Windows 7 or on an unsupported Windows installation.
Check the application developer’s published minimum Windows version. If the program requires a newer release:
- Update Windows if your hardware and edition support it.
- Install an older application version that officially supports your Windows release.
- Do not attempt to make the program work by adding an API-set DLL manually.
To try Windows compatibility settings:
- Right-click the application’s shortcut.
- Select Properties.
- Open the Compatibility tab.
- Select Run this program in compatibility mode for.
- Choose a Windows version only if the developer recommends it.
- Select Apply, then OK.
- Launch the program again.
Compatibility mode cannot add APIs that the operating system does not provide. If it fails, use a supported application and Windows combination instead.
Fix 2: Repair Windows component files
Use Windows repair commands when multiple programs report Windows API or DLL errors, Windows features fail, or the problem began after an interrupted update or disk problem.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-image /Restorehealth
Wait for it to finish. Then run:
sfc /scannow
Microsoft recommends running DISM before SFC because DISM can provide the repair source that SFC needs. Its System File Checker guidance explains the process.
Restart Windows after both commands complete, then test the affected application. If SFC reports that it repaired files, test again before doing anything else. If it reports that it could not repair some files, restart and repeat the DISM and SFC sequence once. If both tools report no integrity violations, focus on the application’s compatibility and dependencies instead.
SFC may not restore a physical file named ext-ms-win-ntuser-message-l1-1-0.dll, because the error may refer to a virtual API-set contract resolved through another Windows host.

Fix 3: Check Windows Update and optional components
An outdated Windows installation can lack support required by a newer application.
- Press Windows + I.
- Select Windows Update.
- Select Check for updates.
- Install available updates.
- Restart when prompted.
- Select Check for updates again after restarting.
If the application documentation specifically requires an optional Windows component:
- Open Start and search for Turn Windows features on or off.
- Open the matching Control Panel result.
- Enable only the feature required by the application.
- Select OK.
- Restart if Windows requests it.
Do not enable random features to address this API-set name. Visual C++ Redistributable, DirectX, and .NET should be installed only when the application’s own requirements or error message identifies them. This API-set contract is not specifically tied to those packages.

On 64-bit Windows, 64-bit system files normally use System32, while 32-bit programs are redirected through the Windows-on-Windows 64-bit subsystem to the SysWOW64 view. This does not mean you should manually place DLLs in either directory.
Check your Windows architecture:
- Press Windows + I.
- Select System.
- Select About.
- Read System type.
Then confirm whether the affected application has a 32-bit or 64-bit build. Install the build supported by the developer and by your Windows installation. An incorrect application binary or malformed import table can produce an error naming an API-set contract even when the contract itself is not the real missing component.
If the application offers separate installers, remove the broken build first and install the correct official package. A successful launch after that change confirms an application-architecture problem.

Fix 5: Update or reinstall relevant drivers
A driver is not an established owner of this API-set contract, so do not begin by replacing graphics or chipset files. Consider driver work only if the error started immediately after a Windows or hardware change, or if other programs show graphics, input, or device failures.

- Select Advanced options.
- Open Optional updates.
- Expand Driver updates.
- Select the relevant driver.
- Select Download and install.
- Restart Windows.
You can also check Device Manager:
- Right-click Start.
- Select Device Manager.
- Expand the relevant category, such as Display adapters or Human Interface Devices.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart if a driver is installed.
If the problem began after a driver update, open the device’s Properties, select the Driver tab, and choose Roll Back Driver when available. Otherwise, download the correct driver from the hardware manufacturer and install it.

Fix 6: Check antivirus quarantine and scan for malware
Security software may quarantine an application file or dependency. It should not be assumed that antivirus removed this exact API-set contract.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Review entries created when the application stopped working.
- If an entry clearly belongs to the official application, verify it with the developer before restoring it.
- Do not restore an item identified as a threat merely because its name resembles a Windows file.
Microsoft describes quarantine and restore behavior in its Protection History guidance. If malware is possible, use Virus & threat protection > Scan options > Full scan. For persistent concerns, use Microsoft Defender Antivirus offline scan, which is also covered in Microsoft’s virus and threat protection guidance.
After scanning, reinstall the affected application from its official source rather than restoring an unknown executable or DLL.
Fix 7: Use System Restore only after a recent system change
If the problem began immediately after an update or installation and a suitable restore point exists:
- Open Start.
- Search for Create a restore point.
- Open it.
- Select System Restore.
- Choose a restore point created before the problem began.
- Select Next, then Finish.
- Allow Windows to restart.
System Restore rolls back system state and installed software changes. It does not replace the need to reinstall an incompatible application. Microsoft explains the implications in its System Restore documentation.
What not to do
Do not download the DLL
Random DLL download pages can provide malware, the wrong architecture, or an incompatible build. Manual copying also cannot recreate the API-set mapping maintained by Windows and can introduce servicing and security problems.
Use Windows Update, Microsoft’s built-in repair tools, and the affected application’s official installer instead.
Do not run regsvr32
regsvr32 is for registering DLLs that expose COM registration entry points such as DllRegisterServer. This API-set contract is not an ordinary self-registering COM library. Running regsvr32 against it is irrelevant and may produce another misleading error. See Microsoft’s regsvr32 documentation.
Do not replace files in System32 or SysWOW64
The directory name does not tell you which file is missing, and the API-set name may not represent a physical file. Let the Windows loader and servicing system resolve the contract.
