You may see “The program can’t start because ext-ms-win-ntuser-synch-l1-1-0.dll is missing from your computer” or “ext-ms-win-ntuser-synch-l1-1-0.dll was not found.” You may also see “Error loading ext-ms-win-ntuser-synch-l1-1-0.dll” or a message saying that ext-ms-win-ntuser-synch-l1-1-0.dll is not designed to run on Windows.
The 60-second answer
ext-ms-win-ntuser-synch-l1-1-0.dll is a genuine Microsoft Windows API-set component associated with user32.dll, not a Visual C++, DirectX, .NET, or game-middleware runtime.
The name may describe a virtual API contract rather than a normal DLL that should be downloaded and copied from the internet. Microsoft explains that API sets route application calls to host DLLs and do not necessarily refer directly to a file on disk.
Do not download this file from a random DLL website, copy it into System32 or SysWOW64, or run regsvr32 against it. First determine whether Windows or only one application is failing:

- Several programs fail: repair Windows.
- Only one game or application fails: repair, update, or reinstall that application.
- Windows 7 or earlier is installed: suspect an unsupported Windows API rather than a missing file.
- The problem began after antivirus activity: check quarantine and repair the affected component safely.
What this filename means
The ext- prefix identifies an extended Windows API-set contract. API-set contracts allow software to request a Windows function through a stable name while Windows resolves that request to an appropriate host library.
This contract is associated with the Windows user-interface subsystem and maps to user32.dll in API-set inventories. That does not mean you should replace user32.dll, nor does it mean that a missing message always proves a physical file was deleted.
Public Windows 8 and Windows 8.1 inventories identify this name as an “ApiSet Stub DLL.” Those inventories show small files and particular version values, but they are not an official Microsoft download catalog. Do not use a listed size or version to choose a replacement file.
This component is part of Windows API infrastructure. It is not normally repaired by installing Visual C++ Redistributable, DirectX, or .NET unless the application displays a separate error specifically naming one of those runtimes.

Check whether one application or everything is affected
Try opening another desktop application that uses a graphical interface.
- If other applications open normally, focus on the affected application.
- If multiple unrelated applications show missing, load, or “Bad Image” errors, focus on Windows.
- If the error appears only when launching one game from Steam, Epic, or another launcher, verify that game before changing Windows files.
Write down the exact application name, whether it is 32-bit or 64-bit if known, and when the problem started. A failure after an application update points in a different direction from a failure after Windows Update, disk cleanup, malware, or an unexpected shutdown.
Check your Windows version
Press Win+R, type:
winver
Press Enter and record the Windows edition and build.
This API-set contract is associated with Windows 8 and later API-set generations. Windows 7 or earlier may be unable to provide the API contract that a newer application expects. In that situation, copying a DLL cannot create the missing operating-system implementation. Use an application version that supports Windows 7 or upgrade Windows.
On Windows 10 and Windows 11, continue with the repair steps below. Windows 10 reached the end of free support on October 14, 2025, so supported recovery options and current security updates are more limited than on Windows 11.
Fix 1: Update Windows and repair system components
This is the correct first Windows-level repair when several programs fail or the problem followed an update, system cleanup, malware event, disk issue, or sudden shutdown.
Install pending updates
- Open Start > Settings.
- Select Windows Update.
- Select Check for updates.
- Install available updates.
- Restart the computer, even if Windows does not insist on a restart.
- Try the affected application again.
On Windows 11, you can also run the Windows Update troubleshooter:
- Open Start > Settings > System.
- Select Troubleshoot.
- Select Other troubleshooters.
- Select Windows Update > Run.
- Follow the prompts and restart if requested.
Run DISM, then SFC
DISM repairs the Windows component store. SFC then checks protected system files against that repaired store. Run them in this order.
- Open Start and type
cmd. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Enter this command and press Enter:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish. Do not close the window if progress appears to pause.
- Run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the application.
A successful result may say that DISM completed successfully and that Windows Resource Protection found no integrity violations, repaired corrupted files, or found corruption that it could not repair.
If SFC repaired files, restart and test again. If it says that some files could not be repaired, run DISM once more, restart, and repeat SFC. If the commands return an error code or still cannot repair Windows, continue to the escalation section rather than downloading a replacement DLL.

Fix 2: Repair or reinstall the affected application
Use this path when only one program fails.
Repair a Windows app
On Windows 11:
- Open Start > Settings > Apps > Installed apps.
- Find the affected application.
- Select its three-dot menu.
- Select Advanced options.
- Select Repair.
- Test the application.
If Repair does not help, return to the same screen and select Reset. Reset can remove the application’s local data and settings, so use it only after Repair fails and back up important application data where possible.

Repair traditional desktop software
- Open Control Panel.
- Select Programs > Programs and Features.
- Select the affected program.
- Choose Repair or Change if the option is available.
- Complete the installer’s repair process.
- Restart Windows and test the program.
If no repair option exists, uninstall the application, restart, and reinstall it using the developer’s official installer. An incomplete update, damaged local dependency, or incompatible executable can produce a Windows API-set error even when Windows itself is healthy.
Run the installer with administrator rights when appropriate: right-click the official installer and choose Run as administrator. Avoid installers offered through unofficial download pages.
Verify a game through its launcher
For Steam:
- Open Steam and select Library.
- Right-click the game and select Properties.
- Select Installed Files.
- Select Verify integrity of game files.
- Wait for verification to finish, then launch the game.
For Epic Games:
- Open the Epic Games Launcher and select Library.
- Select the three dots beside the game.
- Select Manage.
- Select Verify.
- Wait for the process to complete and test the game.
If verification reports damaged files, the launcher should replace them. If the same error returns, update or reinstall the game and check whether its current release supports your Windows version.
Fix 3: Check architecture and application compatibility
A 32-bit application and a 64-bit application do not use Windows system paths identically. On 64-bit Windows, System32 contains 64-bit system files, while 32-bit applications are commonly redirected through SysWOW64.

A mismatched architecture can cause another load failure or a “Bad Image” message.
If only an older application fails:
- Right-click its shortcut.
- Select Properties.
- Open the Compatibility tab.
- Try Run this program in compatibility mode for an appropriate older Windows version.
- Select Apply, then OK.
- Test the application.
Compatibility mode cannot add a Windows API that the operating system does not implement. If the application requires a Windows 8-or-later API set and the computer runs Windows 7, use a compatible application release or upgrade Windows.
Fix 4: Check antivirus quarantine
Antivirus software can quarantine a Windows or application file after an update, cleanup operation, or detection event.
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Review recent actions involving Windows components or the affected application.
Do not restore a quarantined file merely because its filename looks familiar. Restore it only after its authenticity and safety have been independently established. If malware is suspected:
- Save your work.
- Open Windows Security > Virus & threat protection.
- Select Scan options.
- Select Microsoft Defender Offline scan.
- Select Scan now.
After the scan, repair Windows with DISM and SFC, or reinstall the affected application from its official source.
Fix 5: Update drivers only when the evidence points there
A display, input, or chipset driver can contribute to application launch failures, but this filename is not itself a driver file. Update drivers when the error began after hardware changes, Device Manager reports a problem, or the application also shows graphics or device errors.
To check Device Manager:
- Right-click Start.
- Select Device Manager.
- Expand categories such as Display adapters, Human Interface Devices, and System devices.
- Look for a warning icon.
- Right-click the affected device and select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
You can also obtain drivers from the computer or hardware manufacturer’s official support page. Do not replace Windows API-set files with driver downloads.

regsvr32 registers compatible COM DLLs that expose registration entry points such as DllRegisterServer. An API-set contract is a loader alias, not a normal COM server.
Running a command such as this is not a repair:
regsvr32 ext-ms-win-ntuser-synch-l1-1-0.dll
It may return an entry-point error and will not restore a missing Windows API implementation. Do not register user32.dll either.

Why manual DLL downloads are unsafe
Avoid DLL download repositories and random copies supplied in forums or video descriptions. The file may contain malware, target the wrong Windows build, use the wrong 32-bit or 64-bit architecture, or fail because the actual problem is a damaged component store or unsupported operating system.
Manual placement also changes the DLL search environment. An unsafe DLL beside an application can be loaded before the intended system component. Use Windows Update, Microsoft’s built-in repair commands, the application developer’s official installer, or the game launcher’s verification feature instead.

If DISM and SFC cannot repair Windows
Try System Restore
Use this when the error began immediately after an update, driver installation, or program installation.
- Press
Win+R. - Enter:
rstrui.exe
- Press Enter.
- Select a restore point from before the failure.
- Follow the wizard and restart.
System Restore rolls back system files, settings, and installed programs but does not remove personal files. It may not be available if protection was disabled or no restore point exists.
Reinstall Windows components without removing applications
On Windows 11 version 22H2 or later, the supported repair reinstall is available on qualifying systems:
- Open Start > Settings > System > Recovery.
- Find Fix problems using Windows Update.
- Select Reinstall now.
- Follow the prompts.
This reinstalls the current Windows version while preserving applications, files, and settings.
If that option is unavailable, use matching official Windows installation media and perform an in-place installation. Back up important files first. A clean installation should be the last resort because it removes applications and may remove personal data depending on the chosen method.

Is ext-ms-win-ntuser-synch-l1-1-0.dll a genuine Windows file?
