If Windows says, “The program can’t start because ext-ms-win-ntuser-touch-hittest-l1-1-0.dll is missing from your computer,” do not download that filename immediately. ext-ms-win-ntuser-touch-hittest-l1-1-0.dll is a Windows API-set contract associated with touch hit-testing, not necessarily a physical DLL that should be copied into a folder.
Which fix applies to you
- One game or application fails: Repair, verify, update, or reinstall that program.
- Several applications fail: Repair Windows with Windows Update, DISM, and SFC.
- The problem began after an update or driver change: Use System Restore or reverse that change.
- Only touch, tablet, HID, or display functions changed: Investigate the related driver.
- The message appears on an older Windows installation: Check the application’s minimum Windows version.
- Windows Security removed a related file: Review Protection history before restoring anything.
- DISM and SFC repeatedly fail: Check the component store, disk health, and Windows recovery options.
What this filename actually means
The ext- prefix identifies a Windows API-set contract. Microsoft describes API sets as virtual aliases used by the Windows loader. There may not be a same-named file anywhere on the computer. See Microsoft’s explanation of Windows API sets.

The ntuser-touch-hittest portion refers to NT User touch hit-testing functionality. This is part of the Windows User32 API family, which includes touch and pointer behavior such as RegisterTouchHitTestingWindow.

This is not established as a Visual C++ Redistributable, DirectX, .NET, or vendor-specific runtime file. No standalone official Microsoft download for this contract is available.
Fix 1: Update Windows, then repair system components
This is the safest general fix when more than one application reports the error or when Windows components may be damaged.
Install pending Windows updates
- Press Windows + I.
- Select Windows Update.
- Click Check for updates.
- Install every available update.
- Restart the computer, even if Windows does not insist on a restart.
- Try the affected application again.
If the application now starts, the problem was likely related to an incomplete update, an older Windows build, or component servicing.
Run DISM and SFC
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt and choose Run as administrator.
- Select Yes if User Account Control appears.
- Enter this command and press Enter:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window if progress pauses.
- Run the second command:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the program.
Microsoft documents this DISM and System File Checker procedure.
SFC can repair protected Windows files when the component store and repair source are usable. It cannot make an application compatible with a Windows version that lacks an API it requires.
When Windows repeatedly requires manual DISM and SFC checks, Outbyte PC Repair can scan for issues and show what needs attention instead of making you repeat repairs without knowing what changed; its free scan identifies problems, while repair is handled by the full version. It is optional, and reinstalling the affected application remains the definitive fix when only that program fails.
If DISM cannot find repair files
DISM may need a matching Windows installation source when Windows Update cannot supply the required files. Follow Microsoft’s Windows image repair guidance rather than copying a DLL from another computer.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
If system corruption remains after repair attempts, back up your files and review Microsoft’s Windows recovery options.
Fix 2: Repair or reinstall the affected application
If only one program displays the message, the application installation or one of its dependencies may be damaged. The filename in the error does not prove that the application directory should contain a file with that exact name.

Repair a Windows application
On Windows 11:
- Press Windows + I.
- Select Apps.
- Select Installed apps.
- Find the affected application.
- Click the three-dot menu beside it.
- Choose Advanced options.
- Select Repair.
- Start the application again.
If Repair does not help, try Reset if the option is available. Reset can remove the application’s local settings or stored data, so check the publisher’s instructions first. Microsoft provides additional application repair steps.
For a traditional desktop application, open Settings > Apps > Installed apps, uninstall the program, restart Windows, and download the installer from the publisher’s official site. Install the current version and test it before adding modifications, overlays, or third-party plug-ins.
Repair a game installation
Use the launcher’s own file-repair feature:
- Open the game launcher.
- Open the game’s properties, settings, or manage menu.
- Choose Verify, Repair, or Verify integrity of game files.
- Let the scan replace damaged files.
- Restart the launcher and try the game.
If verification reports repeated corruption, uninstall and reinstall the game from its official launcher. Do not place an internet-downloaded copy of the API-set filename in the game folder.
Fix 3: Check Windows compatibility
A program may import an API-set contract that is unavailable or handled differently on the installed Windows edition or build.
- Press Windows + I.
- Open Windows Update and install all updates.
- Visit the application publisher’s official support page.
- Check the program’s minimum Windows version and architecture requirements.
- Install the latest compatible application release.
Compatibility mode can help with some older programs, but it cannot add an API that the operating system does not provide.
To try it:
- Right-click the application shortcut or executable.
- Select Properties.
- Open the Compatibility tab.
- Select Run this program in compatibility mode for.
- Choose the Windows version recommended by the publisher.
- Click Apply, then OK.
- Launch the program.
If the application requires a newer Windows build, the publisher’s compatibility requirements are more reliable than forcing compatibility mode.
Crashes, No Sound, or Screen Glitches?

A 32-bit application and a 64-bit application use different Windows system environments. System32 is not simply “the 32-bit folder,” and SysWOW64 is not a universal repair location. Copying a file between those folders can create architecture, signature, build, and servicing problems.

The Windows loader should resolve an API-set contract through the operating system. If the application is incompatible with the installed architecture, obtain the correct application build from its publisher.
Fix 5: Check antivirus quarantine
Security software can quarantine application files or system components, although quarantine is only one possible explanation.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Click Protection history.
- Review recent detections.
- Restore an item only when its origin is trusted and the detection is clearly a false positive.
- Update Windows Security.
- Run a Full scan if files are repeatedly disappearing or suspicious behavior is present.
Do not disable protection merely to install a DLL from an untrusted source. If malware damage is suspected, run a Microsoft Defender Offline scan and repair Windows after the scan completes.
Fix 6: Investigate a related driver only when the timing fits
This contract relates to touch and pointer hit-testing, but a generic driver update is not the primary fix for this error. Investigate drivers when the problem began immediately after changing a touch, tablet, HID, display, or OEM driver, especially if the device itself also stopped working.
- Right-click Start.
- Select Device Manager.
- Expand Human Interface Devices.
- Check touch-screen, HID, and tablet entries for warning icons.
- Right-click the affected device and choose Update driver.
- Select Search automatically for drivers.
- Restart Windows.
For an OEM device, compare the installed driver with the support page for the exact computer model. If the issue began after an update:
- In Device Manager, right-click the affected device.
- Select Properties.
- Open the Driver tab.
- Choose Roll Back Driver if available.
- Restart Windows.
When manually identifying outdated touch, HID, display, or OEM drivers is taking time, Outbyte Driver Updater can scan and identify driver problems; its free scan shows what it found, while driver installation is handled by the full version. It is optional, and a driver change should be reversed or replaced only when the timing and device symptoms support that diagnosis.
Fix 7: Use System Restore after a recent change
System Restore is useful when the error started after a Windows update, driver installation, or system-setting change.
- Press Windows + R.
- Enter
rstrui.exe. - Press Enter.
- Select Next.
- Choose a restore point dated before the problem began.
- Click Scan for affected programs if available.
- Review the changes.
- Select Next, then Finish.
- Allow Windows to restart.
System Restore normally preserves personal files but rolls back system files, registry settings, and installed programs. It may not be available if System Protection was disabled or no restore point exists. Microsoft explains the process in its System Restore documentation.
Do not register or download this contract
Do not run:
regsvr32 ext-ms-win-ntuser-touch-hittest-l1-1-0.dll
regsvr32 is for DLLs that provide COM registration entry points such as DllRegisterServer. API-set resolution is handled by the Windows loader, not by COM registration. Microsoft documents the command’s purpose in its regsvr32 reference.

Random DLL download sites are unsafe because the file may contain malware, have the wrong architecture, be built for a different Windows version, or fail to repair the actual dependency. A “not found” message can also mean that another dependent module is missing.

FAQ
Is ext-ms-win-ntuser-touch-hittest-l1-1-0.dll a genuine DLL?
It is a genuine Windows API-set contract name. It is not necessarily a physical DLL, so its absence as a same-named file is not automatically a Windows fault.
Should it be in System32 or SysWOW64?
Not necessarily. API-set contracts can be resolved without a same-named file being present. The correct host and system environment depend on Windows and the calling application.
Is it part of Visual C++, DirectX, or .NET?
There is no verified evidence that it belongs to any of those redistributable packages. Installing every runtime version is not a justified first response unless the error also names a runtime such as VCRUNTIME140.dll or MSVCP140.dll.

That program may have a damaged installation, an incompatible executable dependency, or a requirement for a newer Windows build. Repair or reinstall it from the official publisher after updating Windows.
What if every application fails?
Treat the problem as broader Windows damage, an incompatible build, security-software interference, or possible disk and file-system corruption. Run Windows Update, DISM, and SFC, then investigate Event Viewer and drive health if repairs repeatedly fail.
