Third-party file indexes have reported an older Windows 8.1 “ApiSet Stub DLL” entry for this name, but that information is not a universal specification for Windows 10 or Windows 11. Do not use an old reported size, architecture, or version as a replacement target.

Common loader messages include:
- “The program can’t start because ext-ms-win-ntuser-windowclass-l1-1-1.dll is missing from your computer.”
- “There was a problem starting ext-ms-win-ntuser-windowclass-l1-1-1.dll.”
- “Error loading ext-ms-win-ntuser-windowclass-l1-1-1.dll.”
- “The code execution cannot proceed because ext-ms-win-ntuser-windowclass-l1-1-1.dll was not found.”
- “The specified module could not be found.”
The displayed filename does not necessarily identify the defective file. In Windows loader messages, “the specified module” can also mean a dependency required by the application.
Fix 1: Install Windows updates and restart
Start with Windows Update because an incomplete or damaged servicing operation can affect system components.

- Select Windows Update.
- On Windows 10, select Update & Security, then Windows Update.
- Select Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not immediately require it.
- Try the affected application again.
If the same error appears in several applications, continue with the repair commands below. Reinstalling one application will not correct a Windows component problem affecting the whole system.
Fix 2: Repair Windows with DISM and SFC
Microsoft’s recommended sequence is DISM followed by System File Checker. DISM repairs the Windows component store, while SFC checks and repairs protected system files.
Run DISM
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt and select Run as administrator.
- Select Yes if User Account Control appears.
- Enter this command:
DISM.exe /Online /Cleanup-image /Restorehealth
- Press Enter.
- Wait for the operation to finish. Do not close the window if progress appears to pause.
- Restart Windows after DISM completes.
Then run SFC:
sfc /scannow
Wait until verification reaches 100 percent. The result may say that Windows Resource Protection found no integrity violations, repaired corrupted files, or could not repair some files.
Restart again and test the application.
If SFC repaired files and the error disappears, the Windows component store or protected files were probably damaged. If SFC could not repair everything, run DISM again, restart, and repeat sfc /scannow.

If DISM cannot find repair files
DISM normally obtains files through Windows Update. If it reports that source files could not be found, use a matching Windows installation source with the /Source and /LimitAccess options.
The source must correspond to the same Windows version and edition. An incorrect source can produce more repair failures, so do not guess at a source path. Microsoft’s Windows image repair documentation explains how to identify and use a suitable installation source.
Fix 3: Repair or reinstall the affected application
If only one program or game shows the error, the application is a stronger suspect than Windows itself. It may be outdated, incompatible with the installed Windows release, damaged, or missing another dependency.
First update it from the developer’s official installer or launcher. For a Microsoft Store application:
- Open Microsoft Store.
- Select Library.
- Select Get updates.
- Install updates for the affected application.
- Start the application again.
For a traditional desktop program:
- Open Settings.
- Select Apps, then Installed apps.
- Select the application’s three-dot menu.
- Choose Advanced options if available.
- Select Repair.
- Test the program.
- If Repair does not help, select Reset only if you understand that it may remove application data.
Some programs provide their own repair option in Control Panel:
- Press Windows + R.
- Enter
appwiz.cpl. - Press Enter.
- Select the affected program.
- Choose Change, Repair, or Uninstall, depending on what the installer provides.
For a game, open its official launcher and use Verify files, Repair, or the equivalent option. If no repair option exists, uninstall the application, restart Windows, and reinstall it from the original developer or launcher.

Do not assume the application needs a downloaded copy of this API-set name. Reinstalling the program is useful when its installation or dependencies are damaged, but it cannot replace missing Windows components.
Fix 4: Check antivirus quarantine
If the message appeared immediately after a security scan, cleanup operation, or antivirus update, inspect the security product’s quarantine history.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Look for an event involving the affected application or a Windows component.
- Check the reported path, detection name, and action taken.
Do not restore an item solely because its filename resembles the error message. An API-set contract may not be a normal physical file, and restoring a downloaded replacement is not an appropriate repair.
Only consider restoring a quarantined item when its original path, digital signature, and Windows installation context are trustworthy. After handling the event, run Virus & threat protection > Scan options > Full scan. If the security product belongs to another vendor, use its own quarantine and scan controls.
There is no established evidence that this exact API-set name is commonly falsely detected, so treat an antivirus event as a possibility rather than an automatic explanation.

Fix 5: Check application architecture and compatibility
A 32-bit application can fail on 64-bit Windows because another dependency is missing. The displayed API-set name does not prove that the named contract itself is absent.
To check the Windows architecture:
- Open Settings.
- Select System, then About.
- Read System type.
To check an application’s compatibility settings:
- Right-click the application shortcut.
- Select Properties.
- Open the Compatibility tab.
- Select Run this program in compatibility mode for only if the developer recommends it.
- Select Apply, then OK.
- Test the application.
Do not choose a Windows folder based only on the filename. On 64-bit Windows, System32 contains native 64-bit system components, while 32-bit applications generally use the compatibility layer and SysWOW64.
If the application is old, check the developer’s system requirements and obtain a current build. If only that application fails while modern Windows programs work normally, compatibility or an application dependency is more likely than global Windows corruption.
Fix 6: Do not install unrelated runtimes automatically
Visual C++ Redistributables, DirectX components, and .NET can be legitimate requirements for particular applications, but this filename alone does not identify any of them as the cause.
Install a runtime only when:
- The application’s official documentation requires it
- The application displays a separate runtime error
- The official installer includes or requests that component
Use the architecture requested by the application. A 32-bit program may require an x86 runtime even on 64-bit Windows. Do not install random runtime packages from unofficial download pages.
Fix 7: Do not use regsvr32 for this error
regsvr32 is used for DLLs that provide a registration entry point, commonly ActiveX or COM components. It is not a general-purpose DLL repair command.
This API-set contract is not an ordinary ActiveX control. Running commands such as these will not normally repair the problem:

A display, input, or hardware driver can cause an application to fail, but the API-set filename alone does not establish a driver problem. Consider this step when the failure began after a driver update, a device change, or a graphics-intensive application crash.
- Right-click Start.
- Select Device Manager.
- Expand the relevant category, such as Display adapters.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
For a rollback:
- In Device Manager, right-click the device.
- Select Properties.
- Open the Driver tab.
- Select Roll Back Driver if available.
- Restart and test.

Fix 9: Use System Restore or Windows repair
If the problem began after a failed update, cleanup, driver installation, or system change, System Restore may help when a suitable restore point exists.

- Choose a restore point dated before the problem began.
- Select Scan for affected programs.
- Review the changes.
- Start the restore if the result is acceptable.
Applications and drivers installed after the selected restore point may be removed. Personal files are not normally the target of System Restore, but back up important data first.
If DISM and SFC cannot repair Windows and multiple applications continue failing, consider an official in-place repair installation. A reset or clean reinstall should be a last resort after backing up files and confirming that hardware or malware is not the underlying cause.
Microsoft identifies %windir%LogsCBSCBS.log as a useful repair log. DISM also records servicing details in its logs. If a disk failure is suspected, check drive health and back up important files before continuing.
Should you download this DLL?
No. Random DLL download sites can provide the wrong architecture, an incompatible version, an altered file, or malware. Copying a file into System32, SysWOW64, or the application folder can also hide the real dependency problem and create new failures.
