What this file is
An API-set contract is a virtual name used by Windows programs and the loader. It does not always represent a standalone physical DLL on the drive. Windows uses its API-set schema to map the contract to the implementation appropriate for the installed build.
On selected Windows 10 and Windows 11 builds, this contract maps to userinitext.dll. Older Windows 8 and Windows 8.1 records also show a small physical API-set stub with the contract’s filename. That historical behavior does not mean every current Windows installation should contain a visible file with this exact name.

What the error actually means
You may see messages such as:
The program can't start because ext-ms-win-session-userinit-l1-1-0.dll is missing from your computer. Try reinstalling the program to fix this problem.
Other reported variants include:
This application failed to start because ext-ms-win-session-userinit-l1-1-0.dll was not found.
or:
Error loading ext-ms-win-session-userinit-l1-1-0.dll. The specified module could not be found.
These messages identify the dependency Windows could not resolve. They do not prove that a physical file with this name has been deleted.
The loader may instead be unable to resolve the API-set schema, load the host implementation, find a dependent module, or run a binary built for a different Windows version or architecture. A “Bad Image” message can also indicate a damaged or incompatible binary:
C:WindowsSystem32<file>.dll is either not designed to run on Windows or it contains an error.
The application that displays the error is not necessarily the owner of the contract. No consistent association with a particular game or third-party program has been established.
Fix 1: Install Windows updates, then restart
A pending update can contain corrected Windows components, loader data, or compatibility fixes.
- Press Windows + I to open Settings.
- Select Windows Update.
- Click Check for updates.
- Install every available update.
- Restart the computer, even if Windows does not immediately require it.
- Open the affected application again.
If the program starts normally, the problem was likely an outdated or inconsistent Windows component. If the same message remains, continue with the component repair commands below.
Fix 2: Repair Windows with DISM and SFC
Microsoft recommends running Deployment Image Servicing and Management before System File Checker. DISM repairs the Windows component store that SFC uses as a repair source.
Run DISM
- Open the Start menu.
- Type Command Prompt.
- Right-click Command Prompt and select Run as administrator.
- Approve the User Account Control prompt.
- Enter this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for the operation to finish. Do not close the window while it is running.
A successful result normally states that the restore operation completed successfully. Restart if Windows requests it.
Run System File Checker
After DISM finishes, use the same elevated Command Prompt and run:

Wait until verification reaches 100 percent. SFC may report that it repaired corrupted files, found corruption but could not repair everything, or found no integrity violations.
Restart Windows and test the affected program.
Repeating SFC without identifying what changed is frustrating when you are troubleshooting several Windows components manually. If DISM cannot find source files
If DISM reports that source files could not be found, run it again with a matching Windows installation source:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows with the actual path to the Windows folder on suitable installation media or a prepared repair source. The source should closely match your installed Windows edition and build. Do not use a random DLL or an unrelated Windows image as the source.

If both commands complete successfully but the application still fails, SFC may not be the relevant solution. The application may be incompatible, damaged, or loading another incompatible DLL.
Fix 3: Repair or reinstall the affected application
If only one program fails, the Windows installation may be healthy and the application may be the real problem.
For a Microsoft Store or supported Windows application:

- Open Settings.
- Select Apps.
- Select Installed apps.
- Find the affected program.
- Click its three-dot menu.
- Choose Advanced options.
- Select Repair.
- Start the program again.
The Repair option attempts to correct the installation without removing its data. If it is unavailable or does not help, return to the same screen and choose Reset if appropriate. Resetting can remove application data and settings.
For a game or launcher:
- Open the official launcher.
- Select the game or application.
- Open its settings or management menu.
- Choose Verify, Scan and repair, or the equivalent file-checking command.
- Let the launcher replace damaged files.
- Restart the launcher and retry the program.
If verification does not help, uninstall the application from Settings > Apps > Installed apps, restart Windows, and reinstall it using the publisher’s official installer or launcher. Do not copy an API-set file into the program’s folder.
Fix 4: Check Windows architecture and compatibility
A 32-bit application and a 64-bit application do not use identical DLL search paths. On 64-bit Windows, 32-bit system components are commonly redirected through %windir%SysWOW64, while 64-bit components use %windir%System32. The names can be confusing because System32 contains 64-bit system files on a 64-bit installation.
To identify your Windows architecture:
- Press Windows + I.
- Select System.
- Select About.
- Look at System type.
To check the application architecture, consult the publisher’s requirements or inspect its installation documentation. Do not select a downloaded DLL based only on a “32-bit” or “64-bit” label.

The Microsoft File System Redirector documentation explains this redirection. Copying a file into either directory manually can place the wrong architecture in the wrong location and create additional loader errors.
Older Windows releases also matter. The ext- API-set family is version-dependent, so an application built for a newer Windows API contract may not run on Windows 7 or another unsupported release. Installing a standalone DLL cannot add the required operating-system loader support. Update the application, confirm its Windows requirements, or upgrade Windows where necessary.

Fix 5: Check antivirus quarantine
Security software can remove or quarantine a damaged application file or a Windows component after a detection.
- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Review recent actions involving the affected application or Windows files.
- If a file was quarantined, verify its original path and publisher before taking action.
Only restore a quarantined file when its provenance and digital signature are trustworthy. If the file came from an unofficial installer, leave it quarantined and reinstall the application from its official source. Microsoft explains this area in its Protection History guidance.
Run a full Windows Security scan if you suspect malware. A scan is useful for security investigation, but it does not replace DISM, SFC, or application repair.

If the error started immediately after an update, driver installation, cleanup utility, or other system change, use Windows recovery tools.
To remove a recent update:
- Open Settings.
- Select Windows Update.
- Select Update history.
- Choose Uninstall updates.
- Select the recent update.
- Click Uninstall and follow the prompts.
You can also open Settings > System > Recovery and review the available recovery options. System Restore may help if restore points are enabled and the failure began after a known software change. Microsoft lists the available choices in its Recovery options in Windows guide.
Drivers and related runtimes
Driver reinstallation is not a normal fix for this API-set contract unless the error comes from a driver installer or an OEM utility that identifies a driver package as the cause.

- Right-click Start.
- Select Device Manager.
- Expand the relevant device category.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
Guessing which of many installed drivers is stale can create more work than it solves. Do not reinstall Visual C++, DirectX, or .NET as the default response to this filename. Those are separate products. Use them only when the complete error names a relevant runtime file, such as MSVCP140.dll, VCRUNTIME140.dll, or a specific DirectX component. Microsoft maintains separate Visual C++ Redistributable packages.
What not to do
Do not download the DLL from a random website
Unverified DLL download sites can provide malware, an altered file, the wrong Windows build, or the wrong architecture. Even a genuine-looking copy may not repair the API-set schema, its host DLL, or the dependency that actually failed.
There is no official Microsoft standalone download for this filename. Use Windows Update, DISM, SFC, Windows recovery, or the official application installer instead.

Do not copy the file into a game folder
Manual copying can alter DLL search order and cause the program to load an incompatible private copy. It can also hide the original problem until the next update.
Do not use regsvr32 for this contract
regsvr32 is for self-registering DLL and OCX files that provide a DllRegisterServer entry point. API-set contracts and ordinary Windows runtime libraries generally do not work that way. Registering this filename will not restore API-set mapping and may produce another error. Microsoft documents the tool in its Regsvr32 troubleshooting guide.
Last-resort Windows repair
If several programs show DLL failures and DISM and SFC do not resolve them, Windows itself may need a repair reinstall.
Where available, open Settings > System > Recovery, find Fix problems using Windows Update, and select Reinstall now. This option is designed to reinstall the current Windows version while preserving apps, files, and settings. See Microsoft’s current Windows version reinstall instructions.

FAQ
Is ext-ms-win-session-userinit-l1-1-0.dll a real file?
It is a real Microsoft Windows API-set contract. It is not necessarily a physical file that should be visible on every Windows installation.
Should I download it separately?
No. Microsoft does not provide an official standalone download for this filename. Repair Windows or reinstall the affected application from its official source.
Why does the error say the DLL is missing if it is not absent?
The loader may have failed to resolve the contract, its host implementation, the API-set schema, or another dependent module. “Missing” is often a simplified description of a dependency-resolution failure.
Is this a Visual C++ or DirectX problem?
Not by default. Those packages are unrelated unless the full error also names a file belonging to one of those runtimes.
Will SFC always fix the error?
No. SFC can repair corrupted Windows files, but it may report no corruption when the application is incompatible, its private files are damaged, or another dependency is failing.
What information should I collect if the problem remains?
Record the application name, Windows edition and build, full error text, status code, path shown in the dialog, and whether the application is 32-bit or 64-bit. That information distinguishes a Windows component problem from an application-specific failure.
