“The program can’t start because ext-ms-win-shell32-shellcom-l1-1-0.dll is missing from your computer.”
If ext-ms-win-shell32-shellcom-l1-1-0.dll was not found or could not be loaded, do not download a replacement DLL yet.
The 60-second answer
This filename is real, but it is usually an API-set contract, not a standalone DLL that you should copy into System32, SysWOW64, or an application folder. Windows uses API-set schema data to map the contract to a host component such as shell32.dll or windows.storage.dll, depending on the Windows release and architecture.

The safest repair path is:
- Identify the program that fails.
- Update, repair, verify, or reinstall that program from its official publisher.
- Install pending Windows updates and restart.
- If several unrelated programs fail, repair Windows with DISM and SFC.
- Do not register or replace this name with
regsvr32.
A dependency scanner can label this API-set as “missing” even when Windows is functioning normally. If the program still runs, the scanner warning is not a repair task.

You may see one of these messages:
- “The program can’t start because

ext-ms-win-shell32-shellcom-l1-1-0.dllwas not found.” - “There was a problem starting

ext-ms-win-shell32-shellcom-l1-1-0.dllis either not designed to run on Windows or it contains an error.” - An application error such as
0xc0000142.
The .dll ending is misleading here. Microsoft explains that API-set names ending in .dll can represent virtual loader contracts rather than files stored under a matching name. The Windows loader resolves the contract through its API-set schema and selects an appropriate host DLL.

That means you should not assume that a file named exactly ext-ms-win-shell32-shellcom-l1-1-0.dll belongs in C:WindowsSystem32 or C:WindowsSysWOW64. The physical implementation can vary by Windows version and by 32-bit or 64-bit process.
Causes, from most likely to least likely
| What you observe | Most likely cause | Correct response |
|---|---|---|
| Only one game or application fails | Broken installation or bad dependency declaration | Repair, verify, update, or reinstall that program |
| A dependency tool reports the name, but programs run | Scanner limitation with API-set contracts | Ignore the warning unless a real program fails |
| The failure began after an application update | Incomplete or incompatible application update | Reinstall or roll back through the publisher’s supported process |
| Several unrelated programs fail | Damaged Windows components | Run DISM, then SFC |
| The error appears only on an older Windows release | Unsupported API surface or obsolete application | Update Windows or use a compatible application version |
| Files disappeared after security software activity | Quarantine or blocked file | Check Protection History before restoring anything |
| Repairs repeatedly fail or files vanish again | Disk, profile, or broader system corruption | Test another profile, back up data, and investigate storage health |
Fix 1: Repair the program that actually fails
This is the first fix when one application or game reports the error.
For a normal desktop application
- Press Windows + I to open Settings.
- Select Apps.
- Select Installed apps.
- Find the affected application.
- Select the three-dot menu beside it.
- Choose Advanced options, if available.
- Select Repair and wait for it to finish.
- Restart Windows and test the application.
If Repair is not available or does not help:
- Return to Installed apps.
- Select the application’s three-dot menu.
- Choose Uninstall.
- Restart Windows.
- Download the installer from the application publisher’s official website or use the installer supplied with your organization’s software.
- Install the program again.
- Restart once more before testing.
Do not copy a DLL from another computer into the program directory. A copied file can be the wrong architecture, the wrong Windows version, or an application-local DLL that creates a new loading conflict.
For a game
Open the game launcher and look for a command named Verify files, Verify integrity, Repair, or Scan and repair. Run that operation before uninstalling the game. It can restore incomplete application files without removing user data.
If verification reports errors and the game still fails:
- Exit the launcher completely.
- Restart Windows.
- Run verification again.
- Install any pending game update.
- Reinstall the game from the launcher if the error remains.
If the launcher itself fails, reinstall the launcher from its official source, then reinstall or verify the game through it.
How to tell whether this worked
The repair succeeded if the application opens without the missing-file message and reaches its normal sign-in screen, menu, or main window. If only this program continues to fail while other programs work, keep treating it as an application installation, compatibility, or packaging problem rather than replacing a Windows DLL.

Fix 2: Install Windows updates and restart
An application built for a newer Windows API surface may not work correctly on an obsolete or incompletely updated installation.
- Press Windows + I.
- Select Windows Update.
- Select Check for updates.
- Install every available update.
- Restart when Windows requests it.
- Return to Windows Update and check again.
- Test the affected application.
If the computer is running an edition or release that no longer receives updates, use an application version compatible with that Windows release or move to a supported Windows installation. Do not substitute a file taken from a different Windows version.
Fix 3: Repair Windows with DISM and SFC
Use this fix when several unrelated programs fail, Windows Shell features behave incorrectly, or the problem started after an interrupted Windows update.

- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish. Do not close the window just because progress appears to pause.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Run Windows Update again and test the affected program.
Microsoft documents this DISM and SFC sequence for repairing the Windows image and protected system files.

If DISM says the source cannot be found
DISM normally obtains repair files through Windows Update. If Windows Update is itself damaged, Microsoft documents using a matching Windows installation as a /Source.
Use a source that matches the installed Windows edition, release, and architecture. Do not point DISM at a random downloaded DLL or files copied from another PC.
If SFC reports that it could not repair some files:

- Run SFC again.

A repair installation or System Restore may be appropriate when protected files remain damaged.
Fix 4: Check antivirus Protection History
Antivirus quarantine is a possible cause when the error began immediately after a security scan, application update, or cleanup operation. It is not proof that Microsoft normally distributes this API-set as a removable standalone file.
- Open Start.
- Type Windows Security and open it.
- Select Virus & threat protection.
- Select Protection history.
- Review recent detections.
- Expand an entry to see its path, detection name, and action.
- Restore an item only when its origin and digital signature are verified.
- If the item belongs to the affected application, reinstall that application instead of restoring an unknown DLL.
- Run a fresh scan after reinstalling.
Restoring a quarantined threat can cause Defender to detect it again. Do not disable antivirus protection merely to force an application to start.
Fix 5: Check architecture and application prerequisites
Windows uses different system locations for different process architectures:
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →- On 64-bit Windows,
System32contains 64-bit system binaries. - On 64-bit Windows,
SysWOW64contains 32-bit system binaries. - A 32-bit application and a 64-bit application can require different runtime packages.
This naming convention does not mean that you should manually place this API-set contract in either folder.
If the application separately reports a missing Microsoft C or C++ runtime, install the required official package from Microsoft. Microsoft provides supported Visual C++ Redistributable downloads for x86 and x64 applications. The current v14 packages support applications built with supported Visual Studio toolsets, subject to Microsoft’s operating-system requirements.

The Visual C++ Redistributable does not install this Windows API-set contract or recreate API-set schema mappings. Installing both x86 and x64 packages is reasonable only when the affected applications genuinely require them.
Fix 6: Check Windows Features only for a documented prerequisite
Turning Windows Features on and off is not a general repair for ext-ms-win-shell32-shellcom-l1-1-0.dll.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Use it only when the application’s documentation identifies a specific optional component:
- Press Windows + R.
- Type
optionalfeatures. - Press Enter.
- Review the listed Windows features.
- Enable only the documented prerequisite.
- Select OK.
- Restart if Windows requests it.
Do not enable random features in the hope that one contains the missing name. API-set contracts are resolved by Windows loader infrastructure, not installed through an arbitrary optional-feature checkbox.
Fix 7: Update a relevant driver, but do not expect it to install this API set
A graphics, storage, chipset, or peripheral driver can cause a program to crash during startup, but drivers do not normally provide this API-set contract.
If the application’s own documentation or Event Viewer points to a driver:
- Right-click Start.
- Select Device Manager.
- Expand the relevant category.
- Right-click the device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows.
- Test the application.
For a known device, download the driver from the computer or device manufacturer’s official support page. Do not use a driver package intended for a different architecture or Windows release.
Outbyte Driver Updater can show which drivers its free scan identifies as outdated, while driver installation is handled by the full version; it is optional, and it will not replace the application repair this error usually requires.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why regsvr32 is the wrong fix
regsvr32 registers ordinary self-registering DLLs by calling their DllRegisterServer entry point. An API-set contract is a loader namespace, not an ordinary COM DLL waiting to be registered.
Running commands such as these will not repair the mapping:
regsvr32 ext-ms-win-shell32-shellcom-l1-1-0.dll
It may produce another error or create the impression that Windows itself is missing a registration entry. Do not register shell32.dll or windows.storage.dll manually either.

Should you download this DLL
No. Random DLL download sites pages can provide malware, the wrong architecture, an incompatible Windows version, or a file that does not fix the actual application problem. A manually copied DLL can also create version mismatches or application-local DLL hijacking risks.
Use these safe sources instead:
- The affected program’s official installer or launcher repair function.
- Windows Update.
- Microsoft’s documented DISM and SFC repair procedure.
- Microsoft’s official Visual C++ Redistributable packages when a separate MSVC error exists.
- The computer or device manufacturer’s official driver support page.
Do not replace shell32.dll or windows.storage.dll with files copied from another computer.
If nothing has worked
Collect the information below before seeking further support:
- The exact executable name that fails.
- The application or game name and its publisher.
- Your Windows edition, version, build, and system architecture.
- Whether one program or several programs fail.
- The complete error text and any error code.
- The result shown by DISM and SFC.
- Recent Windows, application, antivirus, or driver changes.
- Relevant entries in Event Viewer.
If the problem is limited to one Windows profile, test another user profile. Back up important files and use the storage manufacturer’s diagnostic tools if files continue disappearing. System Restore can revert system files, registry settings, and installed programs to an earlier state while generally leaving personal files untouched, but review the restore point carefully before proceeding.
FAQ
Is ext-ms-win-shell32-shellcom-l1-1-0.dll a real file?
It is a real Windows API-set name. It does not necessarily represent a physical file with that exact name on disk.
Should I search for it in System32?
No. The host implementation can vary by Windows release and architecture. Searching for an exact standalone file can lead to the wrong repair.
Will Visual C++ Redistributable fix this error?
Usually not. It supplies MSVC runtime libraries, while this name belongs to Windows API-set resolution. Install Visual C++ only when the application also reports a genuine MSVC runtime dependency.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsWhy does a dependency scanner say it is missing?
Some scanners treat every .dll-suffixed import as a physical file. A scanner warning alone does not prove that Windows is damaged.
Is 0xc0000142 proof that this API set is faulty?
No. That code can involve broader application initialization, architecture, or dependency problems.
What if only one game reports the error?
Verify the game files, update its launcher, repair it if supported, and reinstall it from the official publisher if necessary. Do not copy a replacement DLL beside the game executable.
What if every repair fails?
Check Windows Update, review antivirus Protection History, investigate disk or profile corruption, and collect the exact executable, Windows build, architecture, and repair results. The filename alone is not enough to identify the faulty component.
