There is no reliable like-for-like evidence that Facebook, Instagram, or TikTok collects the least data. Their disclosures list overlapping categories—such as information you provide, app activity, device signals, and information from partners—but do not measure collection on the same basis or under matched settings. The practical differences are in the controls each service offers, how those controls work, and what they do not cover.
What each platform says it collects
Collection categories describe what a service may receive or generate; they do not mean every item is collected from every user. The policies cited here are US-specific, and details may differ by region, account, app version, or setting.
| Service | Information described in its disclosures | Off-platform information |
|---|---|---|
| Meta’s US privacy notice describes information users provide and activity on Meta products, alongside device and service-use information. | Meta says businesses can send information about activity on other apps and sites through tools such as the Meta Pixel, APIs, and SDKs. | |
| Instagram is a Meta service and shares Meta’s privacy infrastructure. Meta’s US notice describes information users provide and activity on Meta products. | As with Facebook, Meta describes receiving information from businesses about activity outside Meta products through business tools. | |
| TikTok | TikTok’s US policy describes information people provide—such as profile details, content, messages, and purchase information—plus app use, device signals, browsing and search activity, cookies, and content-related information. | TikTok says advertisers and other partners may provide information about activity outside TikTok. |
The table summarizes categories in company disclosures, not a measured comparison of how much data each service collects. A category being listed does not establish that it applies to every user or circumstance.
Location needs careful qualification
TikTok’s US Privacy Policy says that current versions of its app do not collect precise or approximate GPS information from US users. The same policy describes approximate location inferred from a SIM card or IP address, as well as location a user attaches to content. Those are distinct sources and should not be mistaken for GPS collection.

How the information may be used
Collection and use are separate questions. Services may use information to operate features, support safety, personalize recommendations, or deliver and measure advertising. A control that limits advertising personalization does not necessarily stop service-related processing or prevent another company from collecting information in the first place.
Meta announced on June 9, 2026 that it would use information businesses already share with Meta—examples it gave included games played and purchases made elsewhere—to personalize Feed and AI responses as well as ads. Meta said this was not new data collection; the change it described was broader use of information it already received and a consolidation of related controls. The announcement said the changes would take effect the following month in the US and some other countries, with other countries to follow. Because rollout and labels can vary by country and timing, check the controls available on your own account.

TikTok’s US disclosures likewise describe partner-supplied off-platform activity and advertising-related uses. The presence of an off-TikTok or ad setting should not be read as a guarantee that partners stop collecting information or that all partner-held records are erased.
Privacy controls: what they affect

Meta’s June 2026 announcement said it would expand the control then called “Activity information from ad partners” as “Activity from other businesses,” and discontinue the separate “Your activity off Meta technologies” setting. Older instructions that direct users to the discontinued setting may become stale as rollout proceeds. Look for the current label in your account rather than relying on a menu path that may not yet match your region.
TikTok
TikTok’s privacy and advertising/data settings address different concerns. Account visibility and interaction settings govern who can see or reuse content and how others can engage; advertising and off-TikTok activity controls address other data uses. A private account is not a complete opt-out from TikTok’s collection or processing.

Controls that apply beyond the apps
App settings are only part of the picture. Operating-system permissions, browser cookies, partner websites, and privacy rights under applicable law can also matter. A platform setting does not necessarily control data held by a partner, and the cited disclosures do not establish that uninstalling an app erases previously collected platform data or partner-held information.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to review your settings and account data
- For Facebook or Instagram, open Accounts Center. Review connected experiences and the privacy and ad controls available for your account. Use Meta’s Privacy Checkup to work through relevant settings.
- Check Meta’s current off-platform activity control. Look for “Activity from other businesses” or the label currently shown to you. The June 2026 change makes older “Your activity off Meta technologies” instructions unreliable during rollout.
- For TikTok, review privacy and ads/data settings separately. Set audience and interaction preferences, then review advertising and off-TikTok activity controls. Do not treat a private account as a data-collection setting.
- Request or inspect account information if you need a record. Meta offers account information access and download tools. TikTok lets users request a data download in the app; its support information says preparation can take days and the download is available for a limited period.
- Interpret exports as partial records, not live audits. TikTok says an export may include watch history, comment history, and privacy settings, but some data may be unavailable. Some categories may omit the most recent 24–48 hours while processing catches up.
Which app has the best privacy settings?
That depends on what you want to limit. Meta offers shared tools across Facebook and Instagram, while TikTok has its own account, advertising, and data controls. Neither set of controls is evidence that a service collects less overall, and the available disclosures do not provide a matched basis for ranking them by total collection.

For limiting who can see your posts, use audience, account-visibility, and interaction controls. For reducing ad personalization based on activity elsewhere, inspect the distinct off-platform and advertising controls. For understanding what an account export contains, request one—but treat it as a useful snapshot rather than a complete account of inferences, partner data, or every recent event.
