Can you play the GOG version offline?
GOG says you can install and play the game without an internet connection. Its listing also says a fully offline installer is available. Galaxy is not required to install or play, though GOG says its optional Galaxy client can synchronize achievements and cloud saves.
What does the GOG edition include—and what is missing?
The listing identifies the product as Fallout 4: Game of the Year Edition, from Bethesda Game Studios and Bethesda Softworks LLC, for Windows. Check the listing before buying if you need a particular update or platform feature: GOG explicitly says the DRM-free version currently does not include either of the following.

“Game of the Year Edition” in the product name therefore should not be read as a promise that this GOG build has feature parity with other platform versions.
What is known about the Next Gen update for GOG?
In a forum post dated June 11, 2024, the GOG.com Team said: “The update proved to be more difficult than expected but we’re determined to make it happen. We’re actively working with Bethesda to bring it here. No ETA to give you though :/” That is a historical status update, not a current release date or confirmation that the update has since arrived. The product listing still identifies the Next Gen update as absent from the DRM-free version.

GOG describes Fallout: London as a total conversion mod for Fallout 4: Game of the Year Edition and says the base game is required. Its page describes the GOG version as directly compatible and provides a GOG Galaxy installation route. Galaxy is optional for playing the base game, but follow the mod page’s installation directions if you choose to install the mod.
