Fallout 4 Mayor Bribery Explained: Who You Pay and What It Unlocks

Does bribing the mayor work in Fallout 4? Yes, but the wording is misleading. In Getting a Clue, you pay Geneva, the receptionist in Mayor McDonough’s office, for Kellogg’s house key. In The Big Dig, you can pay a Diamond City security guard to release Mel; that payment is not made to a mayor and does not settle the quest’s final confrontation. The two scenes have different recipients, prices, purposes and consequences.

Two Fallout 4 scenes are commonly called “bribing the mayor”

Fallout 4 does not present one universal “bribe the mayor” interaction. Players usually mean one of two quest moments:

Quest and scene Who receives the caps? Guide-reported cost What the payment does What it does not do
Getting a Clue Geneva, the receptionist in Mayor McDonough’s office 250 Caps, according to Prima Games Provides the key to Kellogg’s house It is not a direct payment to McDonough; his Charisma conversation is a separate route
The Big Dig A Diamond City security guard beside Mel’s cell 300 Caps, according to Wasteland Gamers Gets Mel released so the job can continue It does not decide the later Bobbi-versus-Hancock confrontation

That distinction answers the question more accurately than a simple yes or no. If you are trying to enter Kellogg’s house, go to the mayor’s office and deal with Geneva. If you are trying to recruit Mel for Bobbi’s excavation, deal with the guard in the security office. The guides describe these as separate dialogue paths in separate quests: Prima’s Getting a Clue walkthrough, and the GameFAQs The Big Dig walkthrough.

Getting a Clue: pay Geneva for Kellogg’s house key

This is the scene that most closely resembles “bribing the mayor.” The objective in the main quest Getting a Clue is to continue the search for Kellogg. His house in Diamond City is locked, so the game offers several ways to gain entry.

Available ways into the house

  • Pick the door’s Master-level lock if your character has the required lockpicking ability.
  • Ask for the key at the mayor’s office.
  • Use the receptionist Geneva’s bribe dialogue and pay the cap amount listed in the table above.
  • Use a Charisma conversation with Mayor McDonough. Prima describes this as a cheaper alternative, but the guide does not give a separate cap figure for that route.

The important correction is the recipient: the paid dialogue is with Geneva, not with McDonough. Geneva works at the desk in the mayor’s office, and her conversation can produce the key without forcing you to open the Master lock.

Step-by-step route

  1. Advance Getting a Clue until the investigation sends you to Kellogg’s house in Diamond City.
  2. Enter the mayor’s office and speak with Geneva, the receptionist.
  3. Select the bribe option and confirm the listed payment. If you instead pursue the Charisma dialogue with McDonough, that is a different conversation path.
  4. Take the key to Kellogg’s house and enter it.
  5. Inside, press the button beneath the desk to open the hidden room.
  6. Search the room for the clues, including the cigar, then use the cigar with Dogmeat to continue the trail.

Paying Geneva therefore solves an access problem. It does not skip the investigation, reveal the entire plot or replace the evidence-gathering steps inside the house. The key simply lets you reach the secret room and the next part of the pursuit.

When the payment is not your best option

If your character can open a Master lock, spending caps is unnecessary. If you have enough Charisma for McDonough’s dialogue, Prima identifies that route as cheaper than Geneva’s payment. The guide does not establish the exact discount, so there is no reliable number to substitute for it. Choose based on your build and whether you want to conserve caps rather than on any supposed universal mayor-bribery price.

The Big Dig: pay a guard to free Mel

The Big Dig is the other source of the question. Bobbi recruits you for a job she describes as breaking into a mayor’s strongroom. Before the excavation can proceed, she asks you to get engineer Mel out of the Diamond City security office.

How to use the guard’s bribe

  1. Accept Bobbi’s job and follow the objective that sends you to Diamond City.
  2. Go to the Diamond City security office and find Mel in his cell.
  3. Speak with the guard beside the cell.
  4. Select the bribe dialogue and pay the amount reported by Wasteland Gamers.
  5. Return to the quest flow with Mel available to join the operation.

This is a payment to a guard, not to Mayor McDonough, Mayor Hancock or any other mayor. Its immediate function is administrative: it releases Mel so he can participate in Bobbi’s plan. The Wasteland Gamers guide also lists persuasion and threat checks as alternate dialogue solutions.

Ways to release Mel without paying

  • Pass the available persuasion check with the guard.
  • Use a threat dialogue option if it appears for your character.
  • Steal the jail key from a guard or from a nearby desk.
  • Activate a Protectron to assist with the release.
  • Kill the guards, although the guide warns that doing so makes Diamond City residents hostile.

The last option carries a much larger social cost than the bribe. The key, Protectron and dialogue routes avoid paying, while violence can turn the settlement against you. The guides do not describe the guard payment as changing the final outcome of the quest; it only gets Mel out of custody.

The mayor’s strongroom twist in The Big Dig

The phrase “bribe the mayor” becomes especially confusing because Bobbi’s story about the target is false. She says the crew will reach a strongroom beneath Diamond City. Once the tunnel is completed, the route actually reaches Mayor Hancock’s strongroom in Goodneighbor, as described by the GameFAQs walkthrough.

What the reveal means

The earlier guard interaction and the later strongroom discovery are separate stages. Freeing Mel does not grant permission to enter Hancock’s strongroom, make Hancock an ally, or determine which side you will support. It merely allows the excavation team to continue toward the location Bobbi concealed from you.

Your later choices

At the strongroom, the quest reaches its real decision point. The walkthroughs describe three broad routes:

  • Talk Bobbi into leaving.
  • Kill Bobbi.
  • Fight Fahrenheit and her people alongside Bobbi.

Because the guard’s bribe occurs earlier, paying it does not lock in any of these outcomes. A player who paid to release Mel can still choose any of the listed resolutions when the deception is exposed. Conversely, avoiding the payment through persuasion, theft, a Protectron or violence does not remove the later choice.

Which option should you use?

Your immediate goal Go to Best documented shortcut Key caution
Enter Kellogg’s house during Getting a Clue Mayor’s office in Diamond City Ask Geneva for the key and use her bribe dialogue, or use McDonough’s separate Charisma route Geneva is the person you pay; the mayor is not directly paid in the documented route
Get Mel out during The Big Dig Diamond City security office Pay the guard, or use persuasion, threat, theft, a Protectron or another listed alternative Mel’s release does not resolve the Bobbi/Fahrenheit choice
Reach the supposed mayor’s strongroom Bobbi’s excavation route Continue the quest after Mel is released The destination is Hancock’s strongroom in Goodneighbor, not a Diamond City mayor’s vault

Use the first row if your objective mentions Kellogg, his house or Dogmeat’s trail. Use the second row if Bobbi has sent you to free Mel. If the objective is about the strongroom itself, remember that the identity of the mayor changes: the destination revealed by the tunnel is Hancock’s in Goodneighbor.

Common mistakes and how to avoid them

“I paid the mayor, but nothing happened.”

The documented payment for the house key is made to Geneva. Return to the receptionist’s desk in McDonough’s office rather than expecting a cap prompt from the mayor. If you are playing The Big Dig, the relevant person is the security guard beside Mel’s cell, not anyone in the mayor’s office.

“I paid for Mel, so I should own the strongroom.”

The guard’s payment only releases Mel. Bobbi’s objective continues, and the destination is later revealed to be Hancock’s strongroom in Goodneighbor. The bribe is not a key, deed or diplomatic agreement with a mayor.

“Can I avoid spending caps?”

Yes. For Kellogg’s house, the documented alternatives are the Master lock and McDonough’s Charisma conversation. For Mel, the documented alternatives are persuasion, threat, stealing a key, activating a Protectron or attacking the guards. Violence is the risky route because the guide warns that Diamond City residents become hostile.

“Does the bribe change the ending?”

Not according to the walkthroughs. The later The Big Dig resolution is decided by what you do when Bobbi’s deception and Fahrenheit’s involvement are revealed. The earlier release method is not presented as a determinant of that choice.

Platform and guide caveat

The GameFAQs page cited here identifies a PS4 version in its URL. The supplied walkthroughs are guide information rather than an examination of the game’s scripts, and they do not establish platform-specific differences. The cap amounts and dialogue paths above should therefore be read as the routes reported by those guides for the listed quest scenes, not as a claim that every edition has been independently tested.

Bottom line for Fallout 4’s “bribe the mayor” question

Bribery works, but you need to identify the quest. In Getting a Clue, Geneva can sell you Kellogg’s house key for the guide-reported payment, while McDonough offers a separate Charisma route. In The Big Dig, the guide-reported payment goes to a Diamond City guard to free Mel; it does not go to a mayor and does not choose the quest’s finale. The supposed Diamond City vault is ultimately Hancock’s strongroom in Goodneighbor, so keep the bribe, the recipient and the later decision separate.
