Fallout 76 Leveling Guide: SPECIAL, Perk Cards and Respecs

Fallout 76 gives you 49 assignable SPECIAL points through level 50, while Perk Cards and build flexibility continue as you level.

In Fallout 76, leveling gives you Perk Card choices and—through level 50—points to allocate across seven SPECIAL attributes. Your SPECIAL allocation both affects your character and limits how many card ranks you can equip under each attribute. From level 25, you can save different setups and reconfigure your build at a Punch Card Machine; after level 50, perk progression continues even though automatic SPECIAL point gains stop.

How leveling works in Fallout 76

You gain character levels by earning XP. Each level-up gives you a Perk Card choice. Bethesda recommends joining groups and taking part in public events; its newcomer guide also suggests stacking eligible XP boosts from items, perks and a Casual Public Team. These are general ways to support XP gains, not proof that one activity is always the fastest.

Perk Card packs arrive at levels 4, 6, 8 and 10, then every five levels. That schedule continues beyond level 50. Packs provide additional cards to choose from, while level-ups remain the main opportunity to select cards for your collection.

What SPECIAL does

SPECIAL is the name for your seven attributes: Strength, Perception, Endurance, Charisma, Intelligence, Agility and Luck. Bethesda Support says characters begin with one point in each attribute and receive 49 assignable points from level 2 through level 50. You can assign no more than 15 points to any one attribute.

The attribute and its cards are related, but they are not the same thing: SPECIAL points are not cards. Your assigned points provide attribute effects and set the capacity for cards associated with that attribute. Each card rank uses part of that capacity, so higher-rank cards take more room. The practical tradeoff is limited points: favor the weapon types and activities you actually use, rather than trying to equip every useful card at once.

How Perk Cards work

Cards support different needs, including damage, carrying weight, aid, resources and crafting. You can choose cards to fit your current character, then change your selection as your needs shift. For example, a card useful for a particular activity does not have to occupy a combat setup all the time.

Ranking up duplicates

Combining two copies of the same card creates a higher-rank version and consumes both copies. A higher rank generally costs more SPECIAL capacity to equip, so ranking up a card can make it stronger while reducing how many other cards fit in that attribute.

Scrapping cards

If you have an unused regular card, you can scrap it for Perk Coins rather than keeping it in your collection. Bethesda Support says scrapping yields two Perk Coins per rank. Treat the choice as a tradeoff: a card you scrap will no longer be available to equip or combine.

What changes at levels 25 and 50?

Level 25: save and switch builds

At level 25, SPECIAL loadouts and Punch Card Machine respec become available. Use a machine to reconfigure your attribute allocation, change equipped cards and save selections as loadouts. Machines are available at train stations, The Crater, Foundation and player C.A.M.P.s. This makes it possible to maintain different setups—for example, one for combat and another for utility or crafting—rather than treating your first allocation as permanent.

Level 50 and beyond: perks continue

Through level 50, you receive the ordinary assignable SPECIAL points described above. After level 50, automatic SPECIAL point gains stop, but you continue to earn perks. Bethesda Support says each later level lets you choose a new card or reallocate a SPECIAL point. The 15-point assigned maximum for an individual attribute still applies.

Legendary Perk slots unlock at character levels 50, 75, 100, 150, 200 and 300. Bethesda Support says the slots are account-wide, while Legendary Perk selections and upgrades are separate for each character. Its support guidance lists upgrade costs of 50 Perk Coins for rank 2, 100 for rank 3 and 150 for rank 4; these are Bethesda’s stated costs, accessed in 2026.

How to choose a build without locking into one playstyle

  1. Pick the activity or weapon first. Decide whether you mainly want to use automatic rifles, two-handed melee, non-automatic pistols, shotguns, or another preferred approach.
  2. Allocate SPECIAL to support it. Put points in attributes that provide effects you value and enough capacity for the cards you want to equip.
  3. Choose cards for the job. Prioritize the relevant damage or utility cards, while leaving room for survivability and convenience where those matter to you.
  4. Keep situational cards available. Swap in cards for occasional tasks such as lockpicking or hacking instead of permanently building around them if you only need them sometimes.
  5. Use loadouts when your routine changes. Save distinct configurations so a crafting or utility setup need not displace your usual combat arrangement.

Bethesda’s April 1, 2024 level 20 guide presents Commando (automatic rifles), Slugger (two-handed melee), Gunslinger (non-automatic pistols) and Shotgunner as starter archetypes. These are examples to help you connect weapon choice with cards, not a ranking of current endgame builds. That guide gives sample card effects such as 20% more rifle damage for Commando, 30% faster reload for Ground Pounder and 20% more damage for Slugger; they are examples from that guide, not a complete or guaranteed-current balance reference.

Practical ways to earn XP

  • Join a Casual Public Team: Bethesda’s newcomer advice identifies this as one source of an XP bonus.
  • Attend public events and play with groups: Bethesda recommends both as broad progression advice.
  • Combine eligible boosts: The newcomer guide points to boosts from consumables and perks alongside a Casual Public Team.
  • Check current event timing in game or on the community calendar: Bethesda’s 2021 guide mentions recurring Double XP weekends, but the schedule can change.

There is no established XP-per-hour comparison here that proves a single route is objectively fastest. Choose group and event activities that fit your play, and check current in-game details for event timing and available bonuses.
