In Fallout 76, ordinary armor worn under power armor does not provide its normal benefits while you are inside the suit. The power-armor chassis suppresses bonuses from equipped armor and lower apparel layers, including the protection, armor mods and legendary effects you would normally receive outside the suit.
Power armor is not adding your regular armor to a second defensive layer. It replaces that layer with its own chassis, equipped pieces, resistances and power-armor-specific legendary effects. Your ordinary armor becomes relevant again as soon as you exit the suit. There is one narrow headgear exception: headgear can still function when no power-armor helmet is equipped.

The short answer: armor bonuses are disabled inside the suit
Fallout 76 treats power armor as a separate equipment state rather than as another layer over fully active conventional armor. When you enter a suit, the game disables the bonuses supplied by equipped armor and apparel underneath it. That means your chest, arms, legs and under-armor do not continue contributing their usual defense or special effects while the power armor is active.
This rule applies to the normal advantages of those items, not merely to their displayed armor rating. A conventional armor piece’s protection, a mod installed on that piece, and a legendary effect attached to it should not be assumed to work inside power armor. The same applies to bonuses from lower apparel layers such as under-armor. The practical question is therefore not “Do the two armor sets stack?” but “Which equipment system is active right now?” Inside the suit, power armor’s system is active.

What is active while you are wearing power armor?
The chassis and its equipped pieces
Your protection comes from the power-armor chassis and the individual power-armor parts installed on it. Those pieces have their own damage resistance, energy resistance and radiation protection values, along with any effects supported by power armor. The ordinary armor sitting in your inventory or displayed on your character does not add a second set of those values while you remain inside.
Power-armor legendary effects
Power armor has its own legendary crafting and legendary-attribute system. Bethesda’s Fallout 76: Steel Reign PTS Features and Update Log (2021) explains that the vast majority of legendary attributes available to normal armor could also be applied to power armor, while identifying several exceptions. That is evidence that power armor can carry comparable effects on its own pieces; it is not evidence that normal armor effects continue operating underneath the suit.
The Steel Reign notes specifically list Auto-Revive, Acrobat’s, Improved Sneaking and Diver’s among effects unavailable to power armor at that time. Treat those as power-armor attribute restrictions documented in that update, not as a reason to expect the same effects from conventional armor underneath. If a later patch changes the list, current in-game crafting options and current patch notes take precedence.
What stops working from ordinary armor and under-armor?
Conventional armor protection
The armor rating on your normal chest, arm and leg pieces is part of the apparel system that power armor nullifies while you are inside. Equipping a high-resistance conventional set before entering a frame does not create an additional resistance layer over the suit. Your defensive calculation is based on the active power-armor equipment instead.
Rank #2
Armor mods
Mods attached to ordinary armor pieces are likewise not a way to enhance the suit. A mod that improves a conventional chest, changes its pocket capacity or grants another piece-specific benefit remains associated with that conventional item. It is not converted into a power-armor effect when you climb into the frame.
Legendary effects on normal armor
Legendary effects on conventional armor are suppressed along with the armor piece’s other bonuses. Do not expect a legendary chest, arm or leg effect to stack with the corresponding power-armor part. If you want a legendary benefit while in the suit, it must be available on and installed on the power-armor equipment itself.
Under-armor and other lower apparel layers
Fallout 76’s armor-and-apparel system includes lower layers worn beneath visible armor. Their SPECIAL-stat increases, resistances and other bonuses are useful when you are using normal armor, but the power-armor state nullifies those lower-layer bonuses while you are inside the suit. This is why a character can show different effective statistics after entering or leaving power armor even though the under-armor item never changed.

Power armor references document a limited exception for headgear: if you are wearing power armor but have no power-armor helmet equipped, a headgear item can still provide its applicable effect. This does not restore the rest of your conventional armor set, and it does not make under-armor bonuses active.

Do not generalize the helmet exception to a normal chest piece, backpack-like armor mod, under-armor lining or legendary effect. It concerns headgear in the specific case where the power-armor helmet slot is empty. If a power-armor helmet is equipped, ordinary headgear should not be expected to add its normal benefit.
Normal armor versus power armor: the practical comparison
The following comparison describes the two equipment states supported by the Fallout 76 references. It does not claim that every individual item has identical values or that every legendary effect is available on both systems.
| Situation | Active protection | Armor mods and legendary effects | Lower apparel bonuses |
|---|---|---|---|
| Outside power armor | Conventional armor pieces and their normal ratings | Mods and legendary effects on those conventional pieces | Under-armor and other lower-layer bonuses can apply |
| Inside power armor | Power-armor chassis and installed power-armor pieces | Effects on power armor, subject to power-armor availability restrictions | Normal lower-layer bonuses are nullified |
| Inside power armor with no power-armor helmet | Power-armor chassis and installed pieces | Same power-armor rules; a headgear exception may apply | Under-armor bonuses remain nullified |
How to choose what to wear before entering a suit
Keep conventional armor for the moments you leave the frame
Your normal armor is not wasted when it is inactive. It becomes your active protection immediately after you exit power armor, so keep a complete conventional loadout if you regularly switch between the two modes. The suppression rule applies to being inside the suit; it does not erase the armor from your character or inventory.
Use power-armor parts for power-armor goals
If you want a legendary effect, resistance or modded capability during a power-armor run, put it on the relevant power-armor piece where the game allows it. Conventional armor cannot be used as a hidden way to add another effect layer. Check the power-armor crafting interface because some legendary attributes available to normal armor are not available to power armor.

Decide whether a helmet is worthwhile
The headgear exception can matter when you deliberately leave the power-armor helmet slot empty. Compare the benefit of the headgear effect with the protection, radiation handling and other functions of the helmet you would otherwise install. This is a slot-specific choice, not a general stacking strategy.
A reliable in-game way to verify your loadout
Menus can make it easy to confuse an equipped item with an active bonus. Use a controlled check when testing a build, especially after a balance patch or when changing under-armor.
- Record your baseline outside the suit. Open the Pip-Boy and note relevant SPECIAL values, resistances and any effect you are testing while wearing conventional armor and under-armor.
- Enter the power-armor frame. Use the same character, location and equipment, then check the same statistics again. The comparison should be made with no other gear or perk changes.
- Inspect the active power-armor pieces. Confirm which chassis parts are installed and which legendary effects or mods they carry. These are the items that should account for your in-suit protection and effects.
- Test one variable at a time. If you are checking a legendary effect or SPECIAL increase, remove or change only that item, exit and re-enter the suit, and compare the displayed result. This avoids attributing a change to under-armor when it came from a perk, mutation or power-armor part.
- Repeat after updates. Fallout 76 mechanics can change. If a current patch note changes armor, under-armor or power-armor behavior, use the post-update behavior and documentation rather than an old screenshot or build guide.
Why old armor advice can be misleading
Armor and under-armor systems have changed over time
Bethesda’s Fallout 76: The Backwoods Release Notes document changes to ordinary armor damage reduction and under-armor mods, including SPECIAL-stat bonuses and resistances. Those notes are useful context for how conventional armor has been adjusted, but they do not establish that conventional armor bonuses function inside power armor. A change to normal armor outside the suit should not be read as a change to the interaction between the two systems.

Because Bethesda added legendary crafting for power armor, some players infer that every normal legendary effect must still be active underneath it. The opposite conclusion is safer: the feature gives power armor its own eligible effects while the apparel references continue to describe ordinary armor bonuses as disabled in the suit. Availability on power armor and activation on conventional armor are separate questions.

Community references may lag a patch
The specific worn-armor interaction is documented in community-maintained Fallout 76 references, including the power-armor and armor-and-apparel pages. Those pages do not provide a revision date in the available material. Use them to understand the stated mechanic, then check current Bethesda patch notes if a major update has occurred before relying on a niche interaction for a build.
Common mistakes and their fixes
- Mistake: counting both armor ratings. Fix: treat the power-armor chassis as the active armor system while you are inside it.
- Mistake: wearing under-armor for its SPECIAL boost during a power-armor run. Fix: assume the lower-layer bonus is suppressed in the suit; verify any exception in current patch notes rather than building around it.
- Mistake: assuming a conventional legendary effect transfers to power armor. Fix: install an eligible effect on a power-armor part instead.
- Mistake: treating the headgear exception as universal. Fix: limit it to headgear when no power-armor helmet is equipped.
- Mistake: discarding normal armor because it appears inactive. Fix: retain it for combat outside the frame, where its normal bonuses return.
What this means for build planning
Choose your primary defensive platform first. A character who spends nearly all combat time in power armor should prioritize the frame, its installed pieces, power-armor mods and the legendary effects actually available to those pieces. Conventional armor and under-armor can still be maintained as a secondary loadout for locations or activities where you leave the suit.
A character who alternates frequently should avoid judging one platform by statistics from the other. Compare a complete normal-armor setup outside the frame with a complete power-armor setup inside it. Record which perks, mutations and consumables remain constant, because those systems are separate from the armor suppression rule and can otherwise obscure the comparison.

The key operational rule is simple: entering power armor changes which armor and apparel bonuses count. Conventional armor is not an invisible reinforcement layer, while power armor is not merely a cosmetic shell over an unchanged armor calculation.
