Why Multisite uploads fail differently from single-site uploads
A Multisite network does not put every image in one identical folder. WordPress calculates a site-specific upload location, and the correct location depends on the site ID and the network’s age and configuration. An image can therefore upload successfully on the main site while failing on a subsite that uses another directory, another rewrite rule, or another ownership context.

A failure during either operation can produce a message that sounds like a generic permission problem. Treat the exact path, response, and message as evidence rather than immediately changing modes.
Find the directory WordPress is actually using

The modern pattern is normally used for newly configured networks, but an older installation may retain the blogs.dir and /files/ arrangement. Do not create a modern uploads/sites/ folder and assume that will repair a legacy network; the storage path and URL rules must agree.

Record the affected site’s ID and the exact destination path shown in the error or in the site’s upload settings. Compare that path with the directory on disk. A path mismatch is not fixed by changing permissions on a different folder.
Read the symptom before touching the filesystem

Keep the filename, HTTP status, site ID, and time of the failed attempt. Those details let a host administrator match the event to PHP-FPM, Apache, Nginx, or security-policy logs instead of guessing.
A safe repair sequence
1. Reproduce the failure on the affected subsite
Sign in to the subsite that fails and upload a small image whose extension and MIME type are normally allowed by the network. Record the complete message and whether the main site succeeds with the same file. This separates a site-specific path problem from a network-wide file-type or size restriction.
If only one subsite fails, its site ID, directory, ownership, or rewrite mapping deserves priority. If every site fails, inspect network limits, the PHP temporary directory, and the server configuration before changing individual folders.

2. Confirm the configured path and network type
In Network Admin and the affected site’s settings, identify the configured upload location. Match it to the actual directory on the server and determine whether the network uses the modern uploads/sites/<site-number> layout or the legacy blogs.dir//files/ layout.
Check every parent directory as well as the final folder. A destination can have a seemingly correct mode while PHP cannot traverse one parent directory. Also check that the site-number directory was created for the correct subsite and was not copied from another site during a migration.

The PHP/web-server account must be able to traverse the path and write the destination. Depending on the host, that account may be a PHP-FPM pool user, an Apache worker, or a shared service account. Use the hosting panel or server tools to identify the account actually executing PHP; the account that owns your interactive shell or SFTP session may be different.
- Verify that the destination directory exists.
- Verify that the PHP/web-server account, or its permitted group, owns the directory or has the required access.
- Verify execute/traverse access on every parent directory.
- Verify write access on the destination directory, not merely read access to the WordPress installation.
- Check whether a migration, restore, or manual copy left the subsite folder owned by a different account.
Correct ownership first, then apply the narrowest directory and file modes that work in that hosting arrangement. There is no single numeric mode that is safe for every server, because the required group and PHP execution model differ. WordPress Developer Resources explains the consequence directly: “So if you set the permissions too low, then your server won’t be able to access the file and will cause an error.”

Do not use chmod 777 as a blanket repair. WordPress warns that overly broad permissions can allow an attacker to upload malicious files or modify executable code. If a temporary test with broader access appears to prove the cause, revert it immediately and implement a constrained owner/group arrangement instead.
4. Check Network Admin’s upload limits and file types
Open Network Admin’s settings for upload file types and maximum upload size. A network can reject an extension or size before WordPress attempts to move the file, so a writable directory does not override those settings.

Compare the failing file with a small permitted image. If the small test succeeds but the original does not, inspect the extension, detected MIME type, and network size limit. If the displayed limit appears adequate but the request still fails, record the HTTP response and check the PHP or front-end server limits rather than repeatedly changing directory modes.
5. Check the uploader’s role and capability
A subsite administrator is not equivalent to a single-site administrator. Multisite separates site-level administration from network-wide authority, and a user who can manage pages or ordinary media may still be blocked from an upload that requires an additional capability.

For workflows that require unfiltered uploads, review the capability policy rather than weakening filesystem permissions. WordPress documents that, when its unfiltered-upload constant is defined, all roles on a single-site installation can be granted that capability, but on Multisite only Super Admins can be granted it. The practical question is whether the uploader should be a Super Admin or whether the file should be converted to an allowed type; granting broad network authority solely to bypass one upload restriction increases the network’s risk.
6. Validate Apache or Nginx Multisite routing
Apache
Apache networks require mod_rewrite and override settings that allow the Multisite rewrite rules to operate. The relevant directory must permit the network’s rewrite configuration through its AllowOverride policy. If those rules are ignored, media URLs can return 403 or 404 responses even when files exist and the directory is writable.
Check the active virtual host, not only a template file. A host may have mod_rewrite enabled globally while the specific virtual host blocks overrides or points requests at the wrong document root.
Nginx
Nginx does not read .htaccess. It therefore needs explicit Multisite rules in the server configuration. The rules must match the network type and the storage arrangement, including modern uploads or legacy /files/ and blogs.dir handling. A copied single-site configuration can serve the front page correctly while failing only when WordPress generates a subsite media URL.

After changing server configuration, reload it using the host’s normal, validated procedure and test both the upload and the resulting media URL. A successful write with a broken URL indicates routing, not directory ownership.
7. Retest, then use logs for the remaining branch
Retest with the same small permitted image after each meaningful change. If it succeeds, test a representative image from the site’s normal workflow and confirm that the attachment appears in Media and that its URL loads.

If the move still fails, inspect the PHP and web-server error logs at the recorded time. The remaining causes require evidence from the environment, including a plugin conflict, SELinux or AppArmor policy, a full or restricted temporary-upload directory, and host-specific PHP settings. These conditions are not reliably resolved by assuming a universal permission value. Temporarily isolating a suspected plugin, checking the security-policy denial, or asking the host to verify the PHP temporary directory is safer than repeatedly broadening access.

Legacy Multisite installations may store files under wp-content/blogs.dir and expose them through /files/ URLs. WordPress’s permissions guidance specifically notes that a Multisite installation may need the same writable treatment for wp-content/blogs.dir/ as for wp-content/uploads/.
For these networks, check three things together: the directory exists, the PHP account can write it, and Apache or Nginx has the legacy rewrite or alias rule that maps /files/ to the stored file. Fixing only one side produces confusing results: the upload may be saved but inaccessible, or the URL may route correctly while the move operation fails.
Do not “modernize” the path by hand during an incident. First establish which layout the network is using, then plan any migration separately with a complete file and database backup and a tested URL strategy.

Common mistakes that make the outage worse
- Changing the main site’s folder: The failing subsite may use a site-number directory or legacy location, so the change has no effect.
- Changing modes before ownership: A directory owned by the wrong account can remain unusable even after a mode change.
- Granting Super Admin to every uploader: This solves a capability mismatch by creating a much larger administrative risk.
- Allowing every MIME type: Network file-type restrictions are a security boundary; loosen them only for a justified workflow.
- Editing only
.htaccesson Nginx: Nginx ignores that file, so its server block must contain the required rules. - Assuming a 403 always means Unix permissions: A rewrite rule, WAF, SELinux/AppArmor policy, or host restriction can also generate an access-denied response.
- Leaving a diagnostic 777 change in place: Restore the least-privileged working configuration immediately after testing.
Prevent the next Multisite upload failure
- Document each site’s ID and actual media path, including whether the network is modern or legacy.
- After migrations or restores, verify ownership for the PHP execution account before testing media.
- Keep Network Admin’s maximum size and allowed file types aligned with the editorial workflow.
- Give unfiltered-upload capability only where the network’s security policy explicitly permits it.
- Keep Apache rewrite/override settings or Nginx Multisite rules under configuration management so a server rebuild does not silently revert to single-site routing.
- When an upload fails, retain the exact message, status, filename, site ID, and timestamp for log correlation.
The reliable fix is therefore diagnostic rather than a universal chmod command: identify the site-specific destination, make that destination writable by the account that runs PHP, confirm network policy and user capability, and then verify the web-server rules that deliver the saved file.
