To keep people from freezing, make sure your fuel supply can meet the city’s heat demand—and reduce that demand with district placement, Heating Hubs, and relevant research.
How heat production works
The Generator is the city’s heat source: it burns fuel to meet heat demand. Which fuel you use depends on the scenario and stage of the game. The publisher describes oil as a major energy source in the sequel, while a gameplay guide discusses coal in a later chapter and oil in the prologue. Those examples are not a universal fuel list for every situation. The publisher’s overview and a gameplay guide provide those context-specific examples.

It helps to separate two problems that can look similar. Producing more heat means having the Generator burn enough fuel. Lowering heat demand means arranging the city or using upgrades so the Generator has less work to do. If demand exceeds what available fuel can sustain, residents may freeze. A Steam Community guide to heat describes this relationship; check the current in-game figures for your city.
What to check when people are freezing
- Check total heat demand and fuel. Look at the city’s heat demand and available fuel, then assess whether the Generator can sustain that demand. New districts add demand, so consider their effect before expanding. The community guide explains the demand relationship, and the gameplay guide discusses fuel by game stage.
- Cluster districts where practical. Adjacency can reduce district heat demand, according to the community guide. Use the in-game display to see whether your particular layout is receiving a benefit.
- Use a Heating Hub where clustering is not practical. Hubs can reduce demand for districts within their range. Place one so the relevant district area is covered, and check the current display for its effect and any overlap behavior rather than relying on an assumed radius or reduction.
- Research reductions and plan fuel supply. Where available, research upgrades that reduce heat demand, and plan sustainable fuel production or supply. The guides support these as strategies, but do not establish a complete current technology tree.
- Recheck hub indicators after loading a save. If a hub appears not to cover the expected area or its tooltip seems inconsistent, inspect the current in-game tooltip and patch state. An official 2025 hotfix fixed a Heating Hub range calculation issue after loading a save and an issue with the displayed heat-demand reduction tooltip.
District adjacency or Heating Hub?
Both can reduce the burden on the Generator, but the better fit depends on your map and city. Consider whether districts can be clustered, how much area a hub covers, whether hubs overlap, and the material or operating costs shown in your current game. Then check whether the district still has unmet heat demand after the displayed bonuses. The available sources do not establish current comparative cost figures or a universal efficiency ranking, so use the in-game values rather than assuming one option is always better.

Why a district can still be cold
A district’s presence does not mean the Generator has enough fuel to meet the city’s total demand. First distinguish a citywide supply shortfall from demand that could be reduced with layout, a hub, or research. If a Heating Hub’s apparent coverage or tooltip does not match its effect, verify the current display—especially after loading a save—because the issue has appeared in patch notes.
Do not assume the original Frostpunk heat model applies unchanged: Frostpunk 2 uses the Generator, fuel, district demand, and Heating Hubs described here. The exact overlap values in the community guide should be treated cautiously unless confirmed in the current game.
