What are a gacha banner and pity?
A banner is the current pool and presentation of randomized rewards, often with particular characters or items featured. A pull, also called a wish or warp in some games, is one attempt to receive a reward from that pool.
Pity is a game-specific counter or guarantee that limits the number of pulls that can pass before a reward of a stated rarity is awarded. It does not necessarily guarantee the featured reward: a game may guarantee a high-rarity item while giving you a chance of receiving a different item of that rarity.
“Hard pity” and “soft pity” are common player terms, but there is no universal threshold or definition that applies across games. Use the specific game’s published rules rather than assuming a familiar term means the same thing everywhere.

HoYoverse’s published examples illustrate why the banner type matters. These figures come from its Help Center articles dated September 17 and 23, 2025; they are examples for the named games, not general gacha rules.

Do not confuse a base rate with a consolidated rate. In the Honkai: Star Rail example, the base five-star rate is 0.600%; the 1.600% consolidated rate includes the guarantee. Neither figure describes every individual pull as having that higher chance, and neither should be applied to another game or banner.
What to check before spending pulls
Before spending saved currency or buying more, open the details for the specific banner you plan to use. HoYoverse advises Honkai: Star Rail players: “For the most accurate and specific information, including featured items and drop rates, tap the View Details button on the respective Warp screen in-game.” Genshin Impact likewise provides Wish details in-game. A published example may not describe a live banner, rerun, or current pool.
- Guarantee: What rarity is guaranteed, and after how many pulls?
- Counter: Is pity separate by banner type, shared between concurrent banners, or carried over to a later banner or rerun?
- Featured chance: On the first high-rarity reward, what chance does the game give of receiving the featured item?
- Next guarantee: If that reward is not featured, what does the next guarantee cover, and does that status persist when the banner changes?
- Rates and pool: What are the base and consolidated rates, and which rewards are actually included?
- Cost: What is the worst-case cost of reaching the guarantee you want, given your current counter and guarantee status?
Banner rules can differ even within one game. For example, the cited Genshin Impact rules distinguish Character Event Wish from Weapon Event Wish, while the two concurrent Character Event Wish banners share pity and guarantee status. Do not assume one banner’s counter or guarantee applies to another.

- Choose a real-money maximum before opening the banner. Set an amount you can afford to spend without receiving the character or item you want. Treat the cap as a limit, not a target.
- Check your current pity and guarantee status. Use the game’s own banner records and details. Your starting point can change how many additional pulls you need, but it does not change the published rules.
- Translate the cap into pulls. Use the purchase options, currency bundles, and prices actually shown for your region and platform. Include applicable taxes and account for any bundle bonuses rather than relying on a generic price-per-pull estimate.
- Compare the cap with the worst case. Work out whether the remaining pulls needed for the relevant rarity and featured guarantee fit within your cap. A rarity guarantee alone may not deliver the featured reward on the first high-rarity result.
- Stop when you reach the cap. A personal spending limit cannot improve the odds. Do not increase it because a banner is ending or because you have already spent money.
There is no universal real-money cost for a guarantee: it depends on the game, region, platform, currency bundles, bonuses, and your existing pity and guarantee status. Check the actual purchase screen and banner rules before deciding.
What the U.S. FTC action does—and does not—mean
On January 17, 2025, the U.S. Federal Trade Commission announced that HoYoverse had agreed to a settlement that included a $20 million payment and a restriction on in-game purchases by children under 16 without parental consent. The FTC described the settlement order as proposed and subject to judicial approval at the time of its announcement. This is U.S.-specific context, not a global age rule or legal advice. The announcement also set out the agency’s allegations about disclosures of odds and transaction costs.

Samuel Levine, then Director of the FTC’s Bureau of Consumer Protection, characterized the agency’s case this way: “Genshin Impact deceived children, teens, and other players into spending hundreds of dollars on prizes they stood little chance of winning.” That is Levine’s statement in the context of the FTC’s settlement announcement, not a substitute for checking the odds and costs displayed for a particular banner.
