Risk of Rain 2: the closest build-driven shooter

Steam says the game can be played solo or with up to three friends, making four total online players. Stages, enemies and items are randomized, so a familiar route does not produce an identical run. Ravenswatch is the natural pick for players who want to stay with a top-down camera but trade Vaultbreakers’ extraction setting for a dark-fantasy world. Passtech Games and Nacon released it on September 26, 2024. Its premise centers on legendary folk-tale heroes fighting a Nightmare invasion, and it is designed for solo play or online co-op.

Ember Knights is the best fit when your group wants direct melee combat and the option to play in the same room. Doom Turtle and Twin Sails Interactive describe it on Steam as “an action rogue-lite for 1-4 players.” The game supports online co-op as well as shared or split-screen co-op, and its co-op description allows up to four players.

Runs are built around fast room-to-room fighting. Your build develops through weapons, skills, modifications and relics, so the interesting decisions are about how those parts reinforce one another. That gives the game a clear mechanical connection to Vaultbreakers’ artifact-and-perk experimentation without copying its extraction premise.

- It is the only recommendation here explicitly supporting both local and online four-player co-op.

You want top-down combat and a darker setting
Choose Ravenswatch. It keeps the overhead view and replaces Vaultbreakers’ extraction context with folk-tale heroes, a Nightmare invasion and coordinated online runs. It is the recommendation for atmosphere and hero identity.
You need local co-op or a four-player couch session
Choose Ember Knights. Shared or split-screen support removes the requirement that everyone play online, while the four-player limit accommodates a full group. Its melee focus rewards players who prefer close-range timing to shooting.
You specifically want extraction and PvPvE
Stay with Vaultbreakers. None of the three alternatives is documented here as combining a persistent Haven, extraction adventures and optional PvPvE.
