4. Skyrim Special Edition: choose it for freedom, not hacking
Why it belongs on the list
Skyrim Special Edition does not reproduce Watch Dogs 2‘s modern-city hacking fantasy. It belongs here because many players use “games like Watch Dogs 2” to mean open-ended exploration, self-directed builds and missions that can develop in unexpected ways.

Mod support can further change how the game looks and plays, provided your platform and edition support the desired mods. You lose the contemporary technology theme, connected infrastructure and the specific thrill of turning a city network into a weapon.

- Choose it if you enjoy emergent quests rather than a tightly directed hacker narrative.
