Chrome Unboxed writer Michael Perrigo argued that this left promising creative work without the sustained backing needed to become a lasting games business. That is an interpretation of the decisions and projects—not proof that every game was objectively excellent or that every developer’s career suffered.
What Google actually shut down—and when
The internal-studio decision and the consumer-service shutdown are often treated as one event, but Google gave different reasons for each.

Phil Harrison, then Stadia’s vice president and general manager, described the service as having “a strong technology foundation” but said it had not gained the expected traction. That explanation addressed the streaming business, not the quality of SG&E’s games or the fate of its developers.
Why Perrigo saw wasted potential
Perrigo’s October 12, 2022 Chrome Unboxed column used Google’s projects as evidence of a recurring pattern: the company could produce inventive game experiments, but did not maintain the organizational commitment, funding or distribution needed to build continuity around them. Calling the developers “fantastic,” the headline expresses Perrigo’s judgment; the available sources establish what Google launched and discontinued, not an independent ranking of the teams’ talent.

Outcasters: a supported launch without a durable runway
Perrigo presented Outcasters as a well-executed Stadia title that appeared to be “going nowhere” because the platform did not give it enough ongoing support. That assessment belongs to the column. The documented history does show the larger structural problem: when Google ended new SG&E investment and later closed Stadia, any plan for a long-lived first-party audience disappeared with it.
The Descent of the Serpent: a real Google game, but not a studio strategy
On September 22, 2022, Google Arts & Culture announced The Descent of the Serpent, made with Mexico’s National Museum of Anthropology. The web-based maze and adventure asks players to recover objects while presenting educational material about Mesoamerica. It was described as Google Arts & Culture’s first platform video game.

The project matters because it demonstrates Google-branded game-making outside the Stadia studio. It does not, by itself, show a renewed plan for a conventional first-party games organization: the announcement identifies a cultural-platform project and museum partnership, not a continuing slate of internally funded commercial exclusives.
The strategic trade-off Google chose
Google’s 2021 statement was explicit about priorities. Rather than spend the time and money required to build an internal publishing pipeline, it would invest in platform technology and partnerships with outside game makers. That can be a rational allocation of resources, especially for a company whose advantage was cloud infrastructure. It also means Google surrendered control over the steady flow of exclusive software that can give a platform identity and keep players engaged.

These are different measures of success:
- Creative output: projects such as Outcasters and The Descent of the Serpent show that Google teams and collaborators could make distinctive experiences.
- Organizational backing: SG&E’s exclusive-game investment ended before a mature first-party catalog could form.
- Platform strategy: Google favored technology and third-party relationships over owning a sustained games pipeline.
- Continuity: Stadia’s closure removed the service through which many of the company’s experiments reached players.
The evidence supports that sequence. It does not establish how many developers found new roles, whether particular teams were underfunded internally, or how these games performed with players.
What happened to Stadia’s developers?
Google said in February 2021 that most SG&E employees would transition to other roles. The announcement also confirmed Raymond’s departure. No source in this record provides a complete accounting of subsequent team assignments, layoffs or individual outcomes, so claims that all of the developers’ careers were damaged—or that all were seamlessly redeployed—would go beyond the evidence.

For readers asking whether Google still operates Stadia game development, the practical answer is no: the internal exclusive-game program was wound down in 2021, and the consumer Stadia service ended on January 18, 2023. Google’s later Arts & Culture game is evidence of a project, not evidence of a resurrected SG&E-style studio.

As a headline, “going to waste” captures Perrigo’s frustration with lost continuity: a company can demonstrate capable game design, then withdraw before those teams build sequels, communities or a recognizable catalog. As a factual conclusion about every employee or every project, it is too broad. Google’s own rationale was that the economics and time horizon of first-party development did not justify continuing the investment, while its platform technology and partnerships offered a different route to market.

The defensible conclusion is narrower and more useful: Google repeatedly showed that it could make or sponsor interesting game experiences, but its strategic decisions prevented those efforts from becoming a durable first-party business. That is why the creative work feels unfinished in retrospect, even though the company’s stated priorities were clear.
