“Greenville codes” can mean three different things in Greenville, South Carolina: the City’s general Code of Ordinances, state building codes enforced by the City, or the separate Development Code for zoning and land use. The City’s published information identifies the 2021 South Carolina Building Codes as enforced from January 1, 2023, and says the Development Code took effect July 15, 2023. The City also says its 2014 municipal code is updated periodically, so the published code may not yet include every later ordinance. The available official information does not establish a complete list of changes effective in December 2025.
Which Greenville code applies to your question?
Start with the kind of rule you need. A rule about general municipal matters belongs to the Code of Ordinances; construction standards generally fall under building codes and permitting; zoning, allowed uses and development standards belong to the Development Code. These are separate resources, not interchangeable names for one code.

First confirm that the property is within the City of Greenville. A property outside City limits may be subject to another jurisdiction’s rules and permitting process.
What does the City say about its municipal code?
The City describes the 2014 Code of Ordinances as its current municipal code. It says City Council ordinances and fee or charge changes approved by the City Manager are incorporated through updates two to four times each year. The City says the 2014 code was approved by City Council on June 22, 2015, and identifies Municipal Code Corporation as the codifier.

Codification and legal effective dates are not necessarily the same thing. According to the City’s explanation, ordinances normally take effect when passed unless the ordinance states otherwise; fee and charge changes take effect on the memorandum date unless otherwise noted. Because an ordinance can take effect before it appears in the compiled code, check the ordinance itself and its effective-date clause when timing matters. The City’s description of its code-maintenance process is not a complete index of ordinances effective in December 2025.
Which building codes does Greenville enforce?
The City’s Building & Permit Center identifies the 2021 South Carolina Building Codes as adopted for enforcement beginning January 1, 2023. That is the City’s stated adoption information. For a current project, confirm with the City which edition, state or local amendments, and permit requirements apply; the cited adoption date alone does not establish that no later changes have occurred.

Do you need a building permit?
The City says permit need is “the most commonly asked question” it receives. Its guidance says regulated construction and related work generally require an application and permit. The listed categories include construction, enlargement, alteration, repair, moving, demolition, changes in occupancy, and covered electrical, gas, mechanical or plumbing work.
The City also lists exceptions, but an exception is not always permission to begin work without contacting the City. Some small accessory structures and decks may still require an application and approval before construction. For retaining walls, height alone does not determine permit status when surcharge or backfill conditions are involved. The City’s exception guidance cites the International Building Code; check the current City guidance and ask about your specific project before relying on an exemption.

How do site plans and other approvals fit in?
A building permit may not be the first approval a project needs. The City says a site plan permit is required before other building or construction-related permits for development or redevelopment of a structure or parcel. Grading or land-disturbance permits also have sequencing requirements, and stormwater approval may be required where applicable.
Depending on the work and property, ask whether separate trade, demolition, tree or sign approvals apply. The City’s online permit application page provides applications and public permit-status review; permit holders can also schedule inspections and make payments there. Confirm the required order of approvals with the relevant City office rather than assuming that one permit covers the whole project.

What is the Greenville Development Code?
The City says its Development Code took effect July 15, 2023. It governs land-use and development matters such as permitted uses and development standards, distinct from the general municipal code and building construction requirements.
The City’s Development Code page lists an Adopted Development Code dated October 14, 2024, a zoning map and downtown height map dated April 8, 2024, and a table of uses dated March 11, 2024. Use the materials applicable to the property and verify whether the City has since issued newer versions.

City material also describes proposed refinements discussed at public meetings in January 2025, including change-of-use standards, multi-tenant development improvements, dimensional standards, tree requirements and historic demolition waiting periods. Those discussions are proposal context; they do not by themselves establish that any particular change was adopted or effective in December 2025.
How to check rules for a specific property or project
- Confirm the jurisdiction. Determine whether the property is inside Greenville city limits; do not assume the City’s rules apply based only on a Greenville mailing address.
- Classify the question. Use the municipal code for general ordinances, the Building & Permit Center for construction and permits, and the Development Code materials for zoning and land use.
- Identify all approvals. Ask whether site-plan, grading or land-disturbance, stormwater, trade, demolition, tree or sign approvals are needed, and in what order.
- Check dates and current text. Review the live code and the relevant ordinance’s effective-date clause; for development questions, check the applicable current code, maps and use table.
- Confirm with the City before work begins. The City’s permit and planning resources list the relevant contacts. Ask about the exact property and scope, especially if relying on an exception or if work involves unusual site conditions.
What can be established about December 2025?
The City’s published materials establish the municipal-code maintenance process, the building-code enforcement date stated above, and the Development Code’s effective date and listed document dates. They do not establish a complete December 2025 list of ordinances, effective dates or post-passage codification status. Therefore, a specific claim about what changed that month requires an authoritative ordinance index and review of each relevant ordinance’s effective-date clause.
