First confirm your channel can livestream and that you have the rights to the specific recordings and compositions; “classical” does not automatically mean the recording is free to broadcast.
What you need before starting
- A YouTube channel eligible to livestream. YouTube says the channel must be verified and must not have had live-streaming restrictions in the previous 90 days. First-time activation can take up to 24 hours, and YouTube states that live streamers must be at least 16 years old. Check the current requirements at YouTube’s live-streaming eligibility and setup guidance.
- A software encoder running on a computer, or standalone hardware encoder. The encoder combines the still image and audio and sends the resulting stream to YouTube.
- Music cleared for the broadcast in the territories where you intend to make it available. Keep documentation of the permissions.
- A stable operating setup for the encoder, including power and network access. A dedicated computer or mini PC is optional; YouTube does not specify a minimum computer specification for this workflow.
YouTube documents encoder streaming and stream setup, but not a dedicated preset for 24/7 classical radio with a static image. Treat the still-image-plus-audio arrangement below as a practical use of the encoder workflow, not an officially endorsed preset. See YouTube’s encoder setup instructions.
Clear the music before building the stream
YouTube’s livestream terms require creators to have the necessary rights for worldwide exploitation of live content on Google services, including applicable music rights from artists, record labels, publishers, and other rights participants. The exact clearance depends on the material and territories involved; YouTube’s terms are not a determination that any particular track is cleared. Read the YouTube Terms of Service and obtain permissions for the actual program.
Check the composition and the recording
An old composition does not automatically make a modern performance or recording free to use. Check the rights in the composition, the particular performance and recording, and any arrangement you plan to broadcast. Confirm that the permission covers continuous livestreaming and the intended territories and uses.

Prepare for live Content ID matching
YouTube scans live streams for third-party content. A match can trigger a warning; if the content remains, YouTube may replace the broadcast with a placeholder image, temporarily interrupt the stream, or terminate it. If you have licensed material, YouTube advises asking the rights holder to allowlist your channel. Archived streams can also receive Content ID claims after the broadcast ends. Set up the still-image radio stream
- Verify the channel and enable livestreaming. Check channel verification and restrictions, then enable live streaming in YouTube Studio early enough to allow for possible first-time activation time. Confirm that the account meets YouTube’s stated age requirement.
- Assemble a cleared program. Choose recordings and compositions whose rights cover the broadcast. Keep licenses and permissions available, and arrange a Content ID allowlist with the rightsholder if needed.
- Prepare the media in your encoder. Use the chosen encoder to pair the audio program with a still-image video source. The exact controls vary by application, so consult that encoder’s documentation for adding an image and audio source; YouTube’s setup pages do not give application-specific steps for this composition.
- Create the YouTube stream. In YouTube Studio, open the Live Control Room and create or schedule a stream. Copy the stream URL and stream key into the corresponding fields in your encoder, as described in YouTube’s encoder setup guide. Treat the key like a password: anyone with it may be able to broadcast to your stream.
- Set compatible encoder output. YouTube’s general guidance lists AAC or MP3 audio, constant bitrate (CBR), and a recommended keyframe interval of 2 seconds, not over 4 seconds. Its advanced settings recommend stereo audio at 44.1 kHz and 128 kbps. Match the options available in your encoder and check YouTube’s current live encoder settings; these recommendations do not guarantee that every encoder preset will work unchanged.
- Test before going public. Run a test or unlisted stream, inspect the YouTube preview, listen for clean audio, verify that the still image appears as intended, and review stream health. YouTube recommends testing and monitoring encoder output; this does not guarantee uninterrupted operation. See YouTube’s live-streaming tips.
- Monitor continuous operation. Plan how you will respond to encoder, network, and power interruptions. A software encoder needs the computer running, and the broadcast depends on its network and power; YouTube’s technical recommendations are not an uptime guarantee.
Choose how to keep the stream running
YouTube describes both software encoding on a computer and standalone hardware encoding. The right choice depends on your equipment, familiarity with the encoder, how you will keep it powered and connected, and how you plan to recover from interruptions. YouTube does not publish a comparative cost or reliability study for these approaches.

Troubleshoot common problems
- You cannot start a live stream: Check that the channel is verified, that it has no live-stream restriction in the preceding 90 days, and that first-time activation has completed. YouTube says activation may take up to 24 hours.
- The encoder will not connect: Recheck that you copied the correct stream URL and key from the Live Control Room into the encoder. If necessary, generate or select the intended stream credentials in YouTube Studio and update the encoder. Keep the key private.
- The still image appears but there is no audio, or vice versa: Check that both sources are enabled in the encoder, that the audio device or file is producing output, and that the stream preview shows the intended feed. Test with an unlisted stream before relying on the setup continuously.
- YouTube interrupts the stream or shows a placeholder: A Content ID match may be responsible. Review the Live Control Room warning, confirm that the matched material is covered by your rights, and ask the rights holder to allowlist your channel if you have a license. A license does not necessarily prevent an interruption without allowlisting.
- The audio or video quality is poor: Check encoder output against YouTube’s current settings guidance, including the recommended stereo audio settings and keyframe interval. Inspect stream health and test changes before returning to a public broadcast.
- The stream stops after a local outage: Check computer or encoder power and network access, then reconnect the encoder to the intended YouTube stream. For a continuous channel, decide in advance who will monitor and restart a local setup after an interruption.
