Short answer: ordinary, user-installed GTA V mods are a PC feature. On Windows, players can add or replace vehicles, maps, graphics, scripts and gameplay systems with community tools, provided the files match the installed game build. Standard PlayStation and Xbox versions do not expose the open file and scripting environment those mods require. Consoles can still use Rockstar-delivered updates, creator tools, graphics options and in-game customization, but those are controlled features rather than arbitrary community files.
The most important boundary is GTA Online. Do not load ordinary single-player mod files into the normal online client. Rockstar says online modding, exploits, protected-data manipulation, money lobbies, account boosting and interference with other players can result in suspensions or bans. FiveM is a separate, PC-only multiplayer framework; its separation from the base installation does not make every activity automatically acceptable under Rockstar, Cfx.re or an individual server’s rules.

PC and console modding are fundamentally different
GTA V modding depends on how much control a platform gives the player over the game’s files and runtime. A Windows installation can be inspected and supplemented with third-party loaders, script tools, package installers and replacement assets. PlayStation and Xbox installations are signed, sandboxed products: players receive the files and features approved by Rockstar and the platform holder, but they do not get the open developer environment needed to install arbitrary PC-style mods.

That distinction explains why a tutorial that works on PC cannot simply be copied to a PS5, PS4, Xbox Series console or Xbox One. The console edition does not provide the folders, loaders or script runtime that the tutorial expects.

What you can change on PC
PC single-player modding covers both cosmetic replacements and substantial changes to how the game behaves. A mod must be compatible with your installed build, and many projects depend on other libraries or loaders.
Vehicles, weapons and character assets
Replacement or add-on vehicles can change models, textures, handling data and sounds. Similar packages replace weapons, clothing, pedestrians, player characters and world props. Installation may involve copying files into a mods folder, editing an archive or using a package installer. Read the author’s requirements before changing anything: a vehicle made for one game build can fail on another, and a missing dependency can prevent the game from loading.
Graphics and weather
Visual packages can alter lighting, weather, color grading, textures, vegetation, reflections and post-processing. These changes are often demanding on the graphics card and may conflict with one another. A visual mod that looks correct in one release can produce flicker, missing textures or crashes after a game update changes the files it replaces.
Maps and interiors
PC tools can add buildings, roads, custom interiors and entirely new locations. Map projects usually have several dependencies and may require a particular loader or archive structure. Install one project at a time, test it in single-player, and keep a record of every file added so you can remove the project cleanly.

Scripts, trainers and gameplay systems
Script-based mods can add missions, police behavior, role-playing systems, traffic changes, menus, camera controls and other mechanics. Trainers expose options such as vehicle spawning or changing the weather. These are powerful because they execute code rather than merely replacing a texture, so they are also more likely to conflict with another script or stop working when Rockstar changes the game.
OpenIV and package-based installation
OpenIV documentation describes .oiv modification packages intended to simplify installation of compatible PC mods. A package can place files in the expected locations and, in some cases, create a reversible installation. It is still your responsibility to check the package’s game version, dependencies and scope. A convenient installer does not guarantee that the mod is current or safe for online use.
What console players can change
On PlayStation and Xbox, customization is limited to features delivered through the game and its updates. Depending on the edition, players may be able to select graphics modes, use Rockstar’s creator tools, customize characters and vehicles, build activities, or access other in-game systems. Those options are real customization, but they are not the same as installing an arbitrary community file.
Why PC files do not work on PS5 or Xbox
Console users cannot normally copy a PC archive, script loader or trainer into the game’s installation. The operating system, signing requirements and permissions prevent the open-ended file access that PC mod frameworks rely on. A video showing a modded console may be using an unofficial exploit, a development kit, a private demonstration or misleading footage; it is not evidence that ordinary retail consoles support the PC workflow.

FiveM on console
FiveM’s terms state that the framework relies on the PC platform being open to developers without requiring approval from the platform owner, and that it is not playable on consoles. There is therefore no supported FiveM installation for a retail PlayStation or Xbox. Console players can join the multiplayer experiences Rockstar provides, but they cannot use FiveM servers or its PC mod framework.
Single-player mods versus GTA Online
Treat the normal GTA Online client as a separate, strict boundary. Rockstar’s current enforcement guidance says suspensions can be triggered by modding in online games, exploiting or abusing online mechanics, participating in money lobbies, account boosting or recovery, promoting abuse or glitching methods, manipulating protected game data or code, and interfering with another player’s experience.
Keep ordinary mods out of the online client
A mod that is harmless in an offline story session can become a prohibited modification when it is loaded into an online session. Do not assume that a menu, trainer, script or replacement file is safe merely because it does not give you money or because other players claim to use it. Remove or disable single-player modifications before launching the standard online game, and use a clean installation or profile for online play whenever your setup allows it.

Why an old statement is not a guarantee
Rockstar’s older official Q&A said that, at that time, no one had been banned merely for single-player PC modifications. That historical statement should not be read as a permanent immunity promise. Enforcement guidance changes, detection methods change, and the current online rules are the practical standard to follow.

FiveM is separate from a modified GTA V installation
FiveM is a PC multiplayer modification framework rather than a collection of files injected into the ordinary GTA Online client. Its terms say it does not modify the GTAV installation, allowing users to switch between FiveM and GTA Online without the framework changing the base installation. FiveM remains a separate service with its own terms, and each server can impose additional rules.
What the separation does and does not mean
- It means FiveM uses a separate framework and server environment instead of turning the normal GTA Online client into a modded client.
- It does not mean every script, asset, server activity or monetization method is approved by Rockstar.
- It does not make console installation possible; FiveM remains PC-only.
- It does not remove the need to follow Cfx.re terms, Rockstar requirements, server rules and applicable platform or intellectual-property restrictions.
Before joining or publishing a server, read the current rules for that service. A technically isolated tool can still be used in a way that violates a service agreement or harms other players.
How to set up PC single-player mods safely
The exact buttons and folders differ by mod, but a disciplined workflow prevents most avoidable failures.

- Confirm the platform and edition. Use the PC version and identify whether your installation is managed through the Rockstar Games Launcher or another authorized PC storefront. A console copy cannot be converted into a PC mod installation.
- Record the game build. Check the current executable or launcher information and compare it with the mod’s stated compatibility. Do not assume that a mod made for an older build will work after a title update.
- Back up a clean installation. Keep an unmodified copy or a separate profile for normal play. Preserve your saves before installing scripts or large replacement packs.
- Read every requirement. Note required loaders, libraries, game configurations, installation paths and known conflicts. Install dependencies in the order the author specifies.
- Use the recommended structure. If the instructions call for a mods folder, an archive editor or an
.oivpackage, follow that method rather than improvising paths. Make a list of files changed. - Test offline first. Start story mode, load a save, and test the affected feature before adding another mod. Check textures, animations, missions, vehicle behavior and frame rate.
- Separate online play. Disable or remove ordinary modifications before launching GTA Online. When possible, use distinct profiles or installations so a launcher cannot accidentally start online with altered files.
- Update deliberately. After a Rockstar patch, expect loaders and scripts to need updates. Do not repeatedly launch a broken setup while adding more files; revert to the clean profile and reintroduce compatible components one at a time.
Maintenance and troubleshooting after updates
Rockstar warns that unauthorized modifications may be broken by technical updates, cause instability or produce other unforeseen effects. Its PC support guidance for installation, crashes, freezes and performance problems includes checking the Rockstar Games Launcher, verifying game files, updating drivers, and reviewing DirectX, Visual C++ and system requirements.

Game will not launch
- Disable recently installed scripts and loaders, then try the clean profile.
- Verify the game files through the launcher so missing or damaged original files can be restored.
- Check that the mod and every dependency supports the installed game build.
- Update graphics drivers and confirm that required DirectX and Visual C++ components are present.
Crashes or freezes after loading a save
- Remove the newest mod first and retest; changing several files at once makes the cause difficult to identify.
- Check for conflicts between two scripts that alter the same mission, vehicle, map or memory address.
- Test a new story session to distinguish a damaged save from a general installation problem.
- Restore the clean profile if the crash persists, then reinstall only components that list support for your build.
Low frame rate or visual corruption
- Temporarily remove high-resolution textures, extensive traffic packs and post-processing changes.
- Lower graphics settings to determine whether the issue is load or a broken asset.
- Check the mod’s performance notes and memory requirements; a package can be functional but exceed your hardware’s available resources.
Policy, branding and distribution limits
Rockstar’s current modification guidelines say creators must not use Rockstar logos or intellectual property in a way that implies a mod or custom server is endorsed by or affiliated with Rockstar. The guidelines also restrict prohibited or harmful content and direct creators to applicable terms and platform licenses.
That makes policy a separate question from technical possibility. A creator may be able to build a custom map or server while still violating a service rule, a platform agreement or intellectual-property restrictions. If you publish, monetize or distribute a project, check the current Rockstar and FiveM terms at the time of release, describe it accurately, and avoid language that suggests official approval.
Common misconceptions
“A PS5 version should support the same mods as PC.”
It does not. The console edition can receive the same broad game updates, but it does not expose the file and script access used by PC mod frameworks.
“FiveM is just another GTA Online menu.”
It is a separate PC multiplayer framework and server ecosystem. Its operation and rules differ from the ordinary GTA Online client.
“Single-player mods can never lead to enforcement.”
No current guidance should be treated as a blanket promise. Keep modifications out of online play and follow the latest rules.
“If a mod worked last month, it is still safe today.”
Game updates can invalidate loaders, scripts and replacement files. Recheck compatibility after every technical update.
Choosing the right platform

Choose PC when user control over files and scripts is the priority. Choose a console when you want the controlled, update-managed experience and do not need arbitrary community modifications. Whichever platform you use, keep the distinction between built-in customization, offline PC modding, FiveM and standard GTA Online clear.
