Install the newest update your platform offers, restart the game and system, then match the symptom to its timing. Rockstar’s 1.02, 1.03, and 1.04 notes document fixes for crashes, audio playback, texture corruption, and controller/UI states.
A song that was removed because its music license expired cannot be restored by resetting settings. A radio pause, skipped line, repeated scanner sound, or a controller that cannot highlight a button is different: those are runtime defects that updates and the steps below can address.

Start with this triage
Before changing launch options, replacing a controller, or reinstalling anything, identify when the failure occurs. Timing separates a title-update problem from a platform configuration problem and from content that is no longer licensed.

Update the game before troubleshooting
Rockstar published 1.02, 1.03, and 1.04 title-update notes for the Definitive Edition. The notes cover PC and console behavior, with some fixes applying only to particular platforms or situations. Your launcher or console may display a newer cumulative build or a different numbering presentation, so install the newest update it offers rather than trying to force a specific older package.

- Close Vice City Definitive Edition completely. Do not leave it suspended in a console quick-resume state or running in the background on PC.
- Open the platform’s game library and check for an available title update. Let the download and installation finish before launching.
- Restart the game. If the symptom involved a crash or an input device, restart the system as well so the title and controller driver begin in a clean state.
- Reproduce the original trigger once: use the same mission, loading transition, radio station, menu, or launch path. Changing several settings at once makes it impossible to tell which change mattered.
Updating is not just a general recommendation. Rockstar’s notes tie specific Vice City failures to these versions:

The notes do not establish one universal build number for every platform. If a console or PC launcher reports a cumulative version, use that platform’s newest official release. A title update can fix a defect without restoring music that the edition is no longer licensed to play.
Crash fixes by trigger
Crash at the end of Checkpoint Charlie
Rockstar’s 1.03 notes specifically list a crash at the end of the Checkpoint Charlie mission. Install 1.03 or a later build, reboot, and replay the ending. If the crash disappears after the update, no save-file or hardware diagnosis is needed. If it remains, record whether the game closes during the final objective, the results screen, or the transition afterward; that timing distinguishes this documented case from a different failure.

Crash during the Bloodring Arena event
A crash during Bloodring Arena is another 1.03-specific fix. Apply the newest update available, then retry the event from the same save. Avoid judging the result from a single launch immediately after an interrupted patch installation; restart the game and system first so the updated executable and content are loaded together.
Crash when changing TV mode to table mode during loading
Version 1.02 fixed a Vice City crash caused by switching from TV mode to table mode during a loading screen. The important detail is the transition: this is not the same as a crash that occurs while driving, entering a building, or opening a menu. Update first, then avoid interrupting the loading transition while you test. If the title still closes, note whether the crash occurs before the load completes or only after control returns.

Texture corruption after a long session
Rockstar’s 1.03 notes also mention texture corruption after extended play sessions. Corrupted textures that develop only after prolonged play are different from an immediate launch crash. Update, restart, and check whether the problem returns only after another long session. The notes establish the defect and its update, but they do not give a universal time threshold, temperature limit, or hardware requirement; do not treat one player’s session length as a guaranteed trigger for every system.
Crashes with no documented mission trigger
For a crash that does not match Checkpoint Charlie, Bloodring Arena, or the TV/table loading transition, use a controlled sequence:

- Confirm the newest title update is installed.
- Restart the game and system.
- Load the same save and repeat the same action once.
- Write down the location, mission or activity, whether a loading screen was involved, and whether the crash happened immediately or after extended play.
- Compare that timing with the documented update fixes before changing other settings.
This record prevents a licensing issue or controller focus problem from being misclassified as a crash. It also gives support a reproducible trigger if the failure survives the current build.
Steam Deck OLED fatal error at launch
Rockstar has acknowledged a fatal-error problem affecting Steam Deck OLED launch behavior. Its support article, updated November 25, 2024, says: “We are aware of this issue and are currently investigating a solution.” The official interim workaround is to force DirectX 12 through Steam’s launch-options field.
- Open Steam and go to your Library.
- Select Grand Theft Auto: Vice City – The Definitive Edition and open its Properties.
- Stay on the General tab.
- Find Launch Options and enter exactly
%command% -dx12. - Close the Properties window and start the game.
The percent signs, command token, space, and -dx12 switch are all part of the entry. Do not replace %command% with the game’s file path and do not put the switch in a shell or in an in-game graphics menu. Steam expands the token before launching the game.

If the workaround does not help
- Confirm the text is in Steam’s Properties > General > Launch Options, not in a desktop shortcut or a different game’s properties.
- Restart Steam and the Deck after saving the option, then try one clean launch.
- Check that the title has finished downloading its current update before testing the workaround.
- If the game launches with the option but fails without it, leave the option in place while waiting for an official fix. If it fails both ways, record whether the error appears before the Rockstar splash screen, during shader or loading work, or after the main menu.
The workaround is specifically documented for the Steam Deck OLED fatal-error scenario. It is not a universal cure for every crash on every PC or handheld, and the support statement does not promise a permanent resolution date.
Missing music is not the same as broken audio
The Definitive Edition can contain less music than players remember from the original release because some music licenses were not renewed. PCGamingWiki describes these omissions as a licensing issue, including expired licenses. That makes the track unavailable content rather than evidence that your installation is corrupt.
How to recognize a licensing omission
- A particular song is absent every time the relevant station reaches that point.
- Other station audio plays normally, with no general skipping or distortion.
- Resetting audio settings, changing output devices, or reinstalling the same build does not create a track for which the edition has no license.
- The issue is consistent across launches and saves instead of appearing randomly after a long session.
The available documentation does not provide a complete, permanent song-by-song list in the title-update notes. Therefore, do not assume that every remembered track should be present, and do not promise that a settings reset can restore one. A missing licensed asset can only change if the publisher releases a version with the necessary rights or otherwise changes the content; it is not a normal playback setting.
Audio defects that updates can fix
Rockstar’s notes separate licensing omissions from runtime playback defects. Version 1.03 recorded a 10-second pause on V-Rock and a 15-second pause on Wildstyle Radio. Version 1.02 general fixes covered audio lines that were skipped, delayed, or repeated. Version 1.04 addressed inaudible footsteps while moving and aiming with a one-handed weapon and repeated scanner audio when entering an Ambulance.

Use the symptom’s consistency as a guide, not as proof. A station pause that matches a documented duration is worth testing on the updated build; it does not mean every silence of roughly that length has the same cause. Conversely, a single missing track with otherwise normal radio playback is more consistent with a content-availability limitation than with a broken audio engine.

Controller and menu-selection problems on PC
The Definitive Edition is described by PCGamingWiki as supporting full controller navigation. When a pad works in gameplay but cannot select a menu item, treat that first as an input-focus or UI-state problem rather than proof that the controller is defective.
Mission Failed: Cancel or Confirm cannot be highlighted
Rockstar’s 1.03 notes document a PC case in which players could not highlight or select Cancel or Confirm on the Mission Failed screen. Update to 1.03 or later, restart the game, and test the same failure screen again.
A UI element cannot be selected while the mouse is over it
The same 1.03 notes document another PC case: a controller could not select a UI element when the mouse cursor was already hovering over that element. Move the mouse away from the target control before pressing the controller button. This matters because the visible highlight may be owned by mouse focus while the controller is trying to move focus through the menu.
Step-by-step controller triage
- Install the newest title update and restart the game.
- When the menu fails to respond, move the mouse pointer to an empty area of the screen, away from the intended button.
- Try the controller’s directional input and confirm button again.
- Close the game and test the same controller in the platform launcher. If the launcher cannot see the pad, the problem is outside Vice City’s menu state.
- Open the game’s input settings and confirm that the intended controller is selected and its layout has not changed.
- Reconnect or re-pair the controller, restart the game, and repeat the exact menu action once more.
Do not buy a replacement controller solely because one menu screen ignores a selection. A full-navigation game can still expose a focus bug, and Rockstar’s documented cases specifically involve the relationship between mouse position and controller selection.
When gameplay input works but menus do not
This pattern points toward UI focus rather than a total hardware failure. Note whether the controller can move the character, pause the game, and open the map. Then note which screen rejects input. A failure limited to Mission Failed or to a control under the mouse cursor aligns with the 1.03 cases; a failure in every menu and in gameplay warrants checking the launcher and the game’s input configuration before further diagnosis.

Platform differences that change the troubleshooting path
The same symptom label can mean different things on PC, Steam Deck, and console. Use the platform and timing together.

Do not transfer a PC fix to a console or assume a console symptom proves a PC controller fault. Conversely, do not use an original-PC workaround on the Definitive Edition just because the game shares the Vice City name.
Do not apply fixes for the original 2002 PC release blindly
Rockstar’s original-PC mouse-affinity support article explicitly says that its problem does not affect the Definitive Edition. Guides written for the 2002 release may target a different executable, input layer, file layout, or graphics renderer. Before editing configuration files or following a legacy patch, verify that the instructions name the Definitive Edition and your platform.
This is especially important when diagnosing mouse and controller behavior. The Definitive Edition’s documented PC issue is a menu-focus interaction between the mouse cursor and controller selection; an old mouse-affinity fix addresses a different game version and should not be treated as a solution.
A practical decision tree
If the game crashes
- Install the newest platform update and reboot.
- Match the trigger to Checkpoint Charlie, Bloodring Arena, the TV-to-table loading transition, or extended-session texture corruption.
- If you are on Steam Deck OLED and the crash is a launch fatal error, add
%command% -dx12. - If the trigger matches none of those cases, record the exact location, loading state, and time in session before seeking platform-specific support.
If music is missing
- Check whether one remembered track is absent consistently while other station audio works.
- Classify that as a possible licensing omission, including expired licenses, rather than a corrupted installation.
- Do not promise a settings reset, reinstall, or controller change will restore an unlicensed song.
If sound is skipping or pausing
- Update first.
- Compare the symptom with the documented V-Rock, Wildstyle Radio, skipped/delayed/repeated line, footstep, and ambulance-scanner defects.
- Replay the same scene or station after restarting so you can distinguish a fixed playback bug from a missing track.
If the controller cannot select a menu option
- Update and restart.
- Move the mouse away from the control.
- Try the controller again on the Mission Failed or affected UI screen.
- Test the pad in the platform launcher and inspect the game’s input settings before considering hardware replacement.
What the documented fixes establish—and what they do not
The 1.02, 1.03, and 1.04 notes establish concrete fixes for named crashes, audio behavior, texture corruption, and PC UI states. They do not establish a single cause for every crash, a complete list of every omitted song, a universal performance threshold, or a guaranteed permanent fix for the Steam Deck OLED fatal error. Rockstar’s November 25, 2024 support wording confirms that the Deck issue was still under investigation at that time.
Use the narrowest explanation that fits the evidence: update-related runtime bug for a documented crash or playback defect; licensing limitation for an absent song; UI-state or input configuration issue for a controller that works elsewhere but cannot select a menu control; and the DirectX 12 launch option for the acknowledged Steam Deck OLED fatal-error case.
