Ray Liotta voices Tommy Vercetti, the playable protagonist of Grand Theft Auto: Vice City. Rockstar’s official game manual lists the credit as “Tommy Vercetti: Ray Liotta.” The 2002 game also features William Fichtner, Tom Sizemore, Dennis Hopper, Burt Reynolds, Luis Guzmán, Philip Michael Thomas and many other recognizable actors.
The complete GTA: Vice City principal voice cast
The table below brings together the principal actor-to-character credits. The Tommy Vercetti credit comes from Rockstar’s official manual; the remaining actor-character pairings are supported by the game’s principal cast listing. “Story character” identifies someone who appears in the narrative, while “radio or commercial role” identifies a performance heard through the game’s media and entertainment world rather than a conventional mission-giver role.

Some databases style Lee Majors’s credit as “Big” Mitch Baker. That is a listing variation, not a different character or a second performance.
Ray Liotta as Tommy Vercetti
Tommy is the character the player controls throughout Vice City, so Liotta’s performance carries the game’s central arc. The official manual is especially useful here because it is a first-party credit rather than an inferred identification from a database or fan-made cast list.

The story begins after Tommy has spent 15 years in prison. He is sent to Vice City for a drug deal that is ambushed, leaving him to recover the missing product and money while building enough power to take control of the city’s criminal economy. The game’s setup gives Liotta a broad range of scenes: controlled conversations, threats, negotiations, frustration after setbacks and the increasingly confident tone of someone creating his own organization.
The central supporting performances
William Fichtner — Ken Rosenberg
William Fichtner voices Ken Rosenberg, the nervous attorney who helps connect Tommy to the people and business interests shaping the opening stages of the story. Rosenberg’s dialogue provides a contrast to Tommy’s blunt decisiveness: he is talkative, anxious and often trying to manage situations that are already beyond his control.
Tom Sizemore — Sonny Forelli
Tom Sizemore plays Sonny Forelli, the established criminal power whose demands hang over Tommy’s return to active work. Sonny represents the pressure coming from outside Vice City, making his scenes important even when he is not physically present for every mission.
Philip Michael Thomas — Lance Vance
Philip Michael Thomas voices Lance Vance, one of Tommy’s most important contacts in the main narrative. Lance is closely tied to the opening drug deal and remains a recurring presence as Tommy’s position changes. His relationship with Tommy gives the story a personal dimension that goes beyond business arrangements.

Luis Guzmán — Ricardo Diaz
Luis Guzmán plays Ricardo Diaz, a powerful Vice City figure whose interests intersect directly with Tommy’s ambitions. Diaz’s role places him among the major forces Tommy must navigate as he moves from solving an immediate problem to competing for control.
Other notable story characters
Dennis Hopper — Steve Scott
Dennis Hopper voices Steve Scott, a film-industry character who reflects Vice City’s fascination with celebrity, production and spectacle. His scenes broaden the setting beyond gang and drug-business conflicts.
Burt Reynolds — Avery Carrington
Burt Reynolds plays Avery Carrington, another influential figure who introduces Tommy to the city’s property and business side. Carrington’s presence helps show how legitimate development and criminal leverage overlap in the game’s version of the 1980s.
Robert Davi — Colonel Juan Cortez
Robert Davi voices Colonel Juan Cortez. Cortez is one of Tommy’s early connections and gives the player access to a different part of Vice City’s social and criminal network.

- Features exclusive to the PC version include the ability to edit the lead character's appearance and switch to a radio station that plays MP3 files stored on the computer. Perhaps the biggest change is the improved visuals, now optimized specifically for high-performance systems. Players will be able to view the game with new 32-bit textures, longer viewable distances, and support for multiple display resolutions. Furthermore, players can watch replays of the last 30 seconds of action and then e-mail them to friends.

Danny Trejo — Umberto Robina
Danny Trejo plays Umberto Robina, a character associated with Vice City’s competing factions. His missions and conversations add another perspective on loyalty, reputation and territorial control.
Gary Busey — Phil Cassidy
Gary Busey voices Phil Cassidy, whose scenes bring a volatile, eccentric energy to the cast. Cassidy is part of the game’s wider circle of specialists and local operators rather than the central chain of authority represented by Tommy, Sonny or Diaz.
Lee Majors — Mitch Baker
Lee Majors plays Mitch Baker, commonly shown in cast lists as “Big” Mitch Baker. The nickname is a variant used by listings; Majors’s credit refers to the same Vice City character.

Debbie Harry — Taxi Controller
Debbie Harry is credited as the Taxi Controller. This is a media and service-style performance rather than a conventional protagonist or antagonist role, which is why some shorter cast lists omit it even though it is part of the principal credit information.

Jenna Jameson — Candy Suxxx
Jenna Jameson voices Candy Suxxx, a character presented through Vice City’s commercial and entertainment culture. Her credit belongs alongside the game’s broader radio, advertising and fictional-celebrity performances, not only its mission-focused cast.

Separating story characters from media roles explains why two apparently different cast lists can both be accurate: one may focus on mission dialogue, while another includes credited voices heard in commercials, radio programming or entertainment segments.
Why the cast fits Vice City’s 1980s setting
Rockstar describes Vice City as a return to a 1980s environment defined by “big hair, excess, and pastel suits.” The performers were selected for a world built around conspicuous wealth, organized crime, nightlife, film production and pop-culture image. The cast therefore does more than provide voices for mission instructions; it reinforces the contrast between Tommy’s criminal rise and the city’s polished public facade.
The game was released in 2002, but its story looks back to that earlier decade. IMDb’s description frames Tommy’s return after a 15-year prison sentence and the ambushed drug deal as the trigger for his ascent. That structure gives the cast a clear progression to support: introductions establish who controls each part of the city, while later confrontations show Tommy challenging those arrangements.
How authoritative are the different cast lists?
Not every online list has the same evidentiary weight. For Tommy Vercetti, Rockstar’s official manual is the strongest direct reference in the available material and explicitly credits Ray Liotta. For the wider principal cast, the actor-character mapping is supported by IMDb’s principal listing, which is why it includes both major narrative performers and less conventional credits such as the Taxi Controller and Candy Suxxx.
- Official manual: Best authority for the first-party Tommy Vercetti credit.
- Principal cast listing: Useful for assembling the broader actor-to-character map.
- Role coverage: Check whether a list includes radio, advertising and entertainment voices or only mission characters.
- Name variations: Treat “Mitch Baker” and “Big” Mitch Baker as the same credited role.
A short list containing only Liotta, Fichtner, Sizemore, Thomas and Guzmán is not necessarily wrong; it may simply be limited to the most prominent story roles. A complete principal-cast explanation should state its scope so readers know why peripheral or media performances appear in one list and not another.
What Dan Houser said about Liotta’s performance
Rockstar co-founder and former lead writer Dan Houser later summed up Liotta’s contribution in a comment reported by GamesRadar on October 17, 2026: “My writing’s awful, and he [Ray Liotta] made it sound good [in Vice City].” The remark is a concise explanation of why Tommy’s credit remains the headline answer: Liotta did not merely appear in the cast list; his delivery became the voice through which players experienced the entire rise-to-power story.
