The file has been seen inside Premiere folders such as:

Adobe crash reports place it alongside other Premiere modules, including HandlerTimeline.dll, HandlerProject.dll, and HandlerSourceMonitor.dll. The exact file differs between Premiere releases, so a copy from another installation is not a safe replacement.

Error messages you may see
Common indexed variants include:
- “The program can’t start because handlerprogrammonitor.dll is missing from your computer.”
- “There was a problem starting handlerprogrammonitor.dll. The specified module could not be found.”
- “Error loading handlerprogrammonitor.dll. The specified module could not be found.”
- “The code execution cannot proceed because handlerprogrammonitor.dll was not found.”
- “handlerprogrammonitor.dll is either not designed to run on Windows or it contains an error.”
These messages do not always mean the named file itself is absent. Windows can report “the specified module could not be found” when a dependency required by the DLL is missing.
Fix 1: Reinstall Premiere Pro from Creative Cloud
This is the most likely solution when Premiere will not start. An interrupted update, failed installation, disk migration, cleanup utility, or damaged application folder can remove or corrupt one Premiere module.
Before removing Premiere, back up projects, presets, custom templates, plug-ins, and any files stored in Premiere-related folders.
- Close Premiere Pro and other Adobe applications.
- Open the Creative Cloud desktop application.
- Select Apps.
- Open All Apps.
- Find Premiere Pro.
- Select the three-dot More actions menu.
- Choose Uninstall.
- Choose Keep if you want to preserve preferences and plug-ins.
- Choose Remove for a clean application reset.
- Restart Windows.
- Open Creative Cloud again.
- Select Install next to Premiere Pro.
Let Creative Cloud complete the installation before launching Premiere. A successful repair means Premiere opens without the DLL message and the file appears inside the newly created Premiere installation folder.

Need an older Premiere release
If the failure began after an update, Creative Cloud may offer an earlier release through Premiere Pro’s More actions > Other versions menu. Adobe does not make every historical version available to every account, so Premiere Pro CC 2019 may not appear.
Do not copy HandlerProgramMonitor.dll from an older release into a newer Premiere folder. Premiere modules are version-coupled, and mixing releases can cause Bad Image errors or missing-entry-point errors.
Fix 2: Check antivirus quarantine
Microsoft Defender or another antivirus product may have removed the file. This is especially plausible when Premiere worked normally until a security scan or update.
In Windows 11 or Windows 10:
- Open Windows Security.
- Select Virus & threat protection.
- Select Protection history.
- Expand any detection related to Premiere or
handlerprogrammonitor.dll. - Check the original file path and detection details.
- Confirm that the path belongs to your genuine Adobe Premiere installation.
- Do not choose Allow on device merely because the filename looks familiar.
If the file was quarantined from the genuine Adobe folder and your security software identifies it as a false positive, restore it only after verifying the path and publisher. Microsoft warns that restored files can be detected again.
The safer choice is usually to reinstall Premiere from Creative Cloud. That replaces the complete, matching application rather than restoring one isolated file. If antivirus immediately quarantines the replacement, update the security definitions and contact the security vendor before adding an exclusion.

Fix 3: Verify the installation path and neighboring files
A genuine Premiere installation should contain the DLL inside its own application directory, not in a Windows system directory.
To inspect the installation:
- Open Creative Cloud.
- Select Apps and locate Premiere Pro.
- Open the More actions menu.
- Choose Check for updates if available.
- Use Premiere’s installation location or shortcut properties to identify the application folder.
- Browse that folder in File Explorer.
- Look for
HandlerProgramMonitor.dlland other Premiere modules.
If the file exists but Premiere still fails, right-click it and choose Properties. Check the full path, the file’s digital-signature information if present, and whether other Premiere DLLs are also missing.

Do not treat a matching filename as proof that the file is correct. A file copied from a different Premiere version, computer, or architecture can be incompatible. Remove unofficial replacements and reinstall the complete Premiere version.
Fix 4: Install a Microsoft runtime only when the error identifies one
A “specified module could not be found” message can indicate a missing dependency. However, there is no public evidence that handlerprogrammonitor.dll itself is a Microsoft Visual C++ runtime file or that it always requires one particular runtime release.
Look for a separately named dependency in the error, installer log, or crash report, such as MSVCP, VCRUNTIME, or another Microsoft runtime component. If one is explicitly identified:
- Open Microsoft’s latest supported Visual C++ Redistributable downloads.
- Download the package architecture required by Premiere.
- Install it.
- Restart Windows.
- Launch Premiere again.
The x86 and x64 packages can coexist. Install the architecture required by the application rather than guessing from the DLL filename. If the error names no runtime, reinstall Premiere first.
You can also check installed runtimes through Settings > Apps > Installed apps in Windows 11, or Settings > Apps > Apps & features in Windows 10. Look for Microsoft Visual C++ Redistributable entries, but do not remove every runtime as a troubleshooting experiment.
Fix 5: Reset Premiere preferences and plug-in loading
Use this step when Premiere crashes while loading, rather than showing a genuinely missing file. A plug-in, damaged preference file, startup cache, or GPU configuration can cause a crash that mentions a Premiere module.
Close Premiere, then launch it using these documented shortcuts:
- Hold Alt while launching to reset preferences.
- Hold Shift while launching to reset the plug-in loading cache.
- Hold Ctrl+3 while launching to disable third-party video plug-ins.
Try one reset at a time so you know which change affected the result. If Premiere opens after a plug-in reset, update or remove third-party plug-ins before enabling them again.

If Premiere opens normally, run Help > System Compatibility Report. Follow the report’s recommendations for GPU drivers or unsupported hardware. A crash involving HandlerProgramMonitor.dll does not prove that the DLL is defective; a plug-in, driver, project, or dependent module may be responsible.
Fix 6: Update the graphics driver
Driver troubleshooting is more appropriate when Premiere opens but crashes during playback, project loading, rendering, or use of the Program Monitor.
First check Windows Update:
- Open Settings.
- Select Windows Update.
- Select Check for updates.
- Install available updates.
- Restart Windows.
You can also inspect the display adapter through Device Manager:
- Right-click Start.
- Select Device Manager.
- Expand Display adapters.
- Right-click your graphics adapter.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
For the most suitable driver, use the official support page for your graphics-card manufacturer. Do not use a generic driver package from a download site, and do not replace the Premiere DLL while investigating a GPU problem.
Manually checking multiple GPU model numbers and driver branches is tedious, especially when Windows reports that the current driver is already installed. Outbyte Driver Updater can scan for outdated drivers; its free scan shows what it finds, while driver installation requires the full version.
Fix 7: Repair Windows components when other programs also fail
SFC and DISM do not normally recreate an Adobe-private DLL. Use them when several unrelated Windows applications show Bad Image or DLL errors, or when Windows itself appears damaged.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish.
- Run:
sfc /scannow
- Restart Windows.
- Try Premiere again.
Run the commands separately. If either reports that it could not repair everything, restart and run the affected command once more. If only Premiere is affected, return to the Creative Cloud reinstall rather than repeatedly running Windows repair commands.
Finding which Windows components are damaged can require repeated scans and manual interpretation. Outbyte PC Repair can provide a free scan showing reported problems, while repairs require the full version; reinstalling Premiere remains the definitive fix for this Adobe-specific DLL.
Fix 8: Use System Restore only after a recent system change
System Restore is reasonable if the problem began immediately after a driver installation, Windows change, or software installation and you have a restore point from before the failure.
- Press Windows key + R.
- Type
rstrui.exe. - Press Enter.
- Select Next.
- Choose a restore point dated before the error began.
- Select Scan for affected programs if available.
- Confirm the restore point.
- Select Finish and allow Windows to restart.
System Restore rolls back system files, settings, and installed programs but does not remove personal files. It cannot reliably reconstruct a damaged Premiere installation, so reinstall Premiere if the DLL error remains.
What not to do
Do not download the DLL from a random website
A loose download may be the wrong Premiere build, wrong architecture, modified, unsigned, or bundled with malware. It may also hide the real cause, such as quarantine, an incomplete update, or a missing dependency.
Use Creative Cloud and Adobe’s own installer for Premiere. Use Microsoft’s official pages for Windows components and Visual C++ packages.

Do not copy it into System32 or SysWOW64
handlerprogrammonitor.dll is not identified as a Windows DLL. Windows normally searches the application directory for private application modules, so copying the file into C:WindowsSystem32 or C:WindowsSysWOW64 is not a proper repair and can create version conflicts.
Do not run regsvr32 as a routine fix
regsvr32 is intended for DLLs that expose registration entry points such as DllRegisterServer. There is no public evidence that this Premiere module is a COM server. Registering it is therefore unlikely to repair a missing or corrupted Premiere installation.
Do not use registry cleaners
Registry cleaners cannot recreate the correct Premiere binary or its dependencies. They can remove configuration data that other applications still need.

Adobe Premiere Pro installations, particularly Premiere Pro CC 2019 and later Premiere releases, have been associated with this module. The exact binary is release-specific.
Is it a 32-bit or 64-bit file?
Do not assume one architecture applies to every release. Public secondary metadata reports a 64-bit file for one Premiere build, but Adobe does not publish a universal architecture specification for all versions.
Why does Windows say the specified module could not be found when the file is present?
The named DLL may depend on another missing or incompatible module. A copied wrong-version DLL, plug-in, runtime, or driver can also cause the loader to report the error.
Should I install Visual C++?
Only when the installer, crash report, or error explicitly identifies a Microsoft runtime dependency. Visual C++ is not a proven universal fix for this Adobe module.
Should I install Premiere Pro CC 2019?
Only if your project or workflow requires it and Creative Cloud makes that release available to your account. Otherwise install a supported Premiere release. Do not mix a CC 2019 DLL with another Premiere version.
