hccutils.dll is a legitimate Intel graphics-driver component, so the safest fix is to restore the matching Intel graphics package rather than download a replacement DLL. If the error appeared after a driver rollback, remove the stale Intel startup entries using Intel’s repair procedure before doing anything more invasive.
What this file actually does
The file’s internal description is hccutils Module. It belongs to Intel(R) Common User Interface and is published by Intel Corporation.
It is a legacy Intel graphics component associated with older utilities such as:
igfxtray.exe, the Intel Graphics Tray utilityhkcmd.exe, the Intel Hot Keys Command utility- Intel graphics control and display-related functions
hccutils.dll is not a Microsoft Windows system DLL and is not the Microsoft Visual C++ runtime. An Intel graphics driver may install it in a Windows system directory or inside an Intel driver folder, but its location alone does not prove that it is a Microsoft file.

Public file records list both 32-bit and 64-bit variants. One indexed 64-bit record is version 8.15.10.3308, with a size of approximately 0.21 MB. Treat those details as identification clues, not as a reason to search for and download that exact file. The correct version depends on the graphics hardware, Windows installation, driver branch, and computer manufacturer.
Modern Intel DCH graphics packages do not necessarily contain the same legacy Common User Interface files used by older drivers. That is why installing a newer or unrelated package can leave an old startup utility looking for hccutils.dll.

The first four generic messages are possible Windows loader wording. The missing-export error involving IGFXTRAY.EXE or HKCMD.EXE is the specifically documented Intel scenario.
Before repairing: identify what is calling the file
Do not start by copying a DLL into System32. First establish whether the caller is an Intel startup utility, a particular application, or an unfamiliar executable.

Read the complete message and note the executable named in it. Typical Intel-related callers include IGFXTRAY.EXE and HKCMD.EXE.
If the message names a game, launcher, or unrelated application instead, the application may have its own damaged installation. Use that program’s official installer or its built-in repair feature rather than assuming the Intel driver is responsible.
Inspect any existing copy
- Open File Explorer.
- Search the locations shown in the error or in the startup entry.
- Right-click
hccutils.dll. - Select Properties.
- Open the Digital Signatures tab, if present.
- Select the signature and choose Details.
- Open Details and review the description, publisher, and file version.
- Check the Location tab or the path shown in the Properties window.
A copy signed by Intel and stored within an expected Windows or Intel driver installation is plausibly legitimate. A copy in %AppData%, %Temp%, a downloads directory, or a random writable program folder needs further investigation.
The filename itself proves neither legitimacy nor infection. Malware has used this filename in suspicious locations, including paths under a user’s application-data directory.
Check the graphics driver
- Right-click Start.
- Select Device Manager.
- Expand Display adapters.
- Double-click the Intel graphics device.
- Open the Driver tab.
- Record the provider, date, version, and device name.
- Open the Details tab and inspect driver-related file paths if necessary.
If the Intel adapter is missing, shows a warning icon, or has a generic Microsoft display driver, the graphics package may be incomplete.
Fix 1: reinstall the correct Intel graphics package
This is the most likely definitive fix for an ordinary missing or not-found error.
Use the computer manufacturer’s support page first. Search by the exact laptop, desktop, or motherboard model and download the Intel graphics driver for the installed Windows version and system architecture. OEM packages can include custom display components that a generic Intel package does not.

If the manufacturer does not provide a suitable package, use Intel’s official Graphics support hub or Intel Driver & Support Assistant where the hardware is supported. Do not choose a package only because its version number resembles the version shown in a file index.
Install the driver
- Close open applications.
- Run the manufacturer’s graphics-driver installer.
- Approve the administrator prompt.
- Follow the installation wizard.
- Choose the clean-install option if the installer provides one and you are repairing a clearly mixed installation.
- Restart Windows, even if the installer does not require it.
- Sign in and wait for the desktop to finish loading.
- Open Device Manager again.
- Check Display adapters and the Intel device’s Driver tab.
A successful repair normally removes the startup message, restores the Intel display utilities, and leaves the Intel adapter without a warning icon. Test brightness controls, display output, sleep and wake, and any Intel graphics settings you use.
If the installer says the driver is not valid for the system, stop and use the OEM package. That message usually indicates a hardware, Windows-version, or package mismatch rather than a missing DLL that should be fixed manually.

Fix 2: repair stale Intel entries after a rollback
Use this path when the error mentions:

Intel documents a registry cleanup for this specific condition. It removes obsolete IgfxTray and HotKeysCmds startup entries and a related Intel property-page registration.

Apply Intel’s fixreg.inf procedure
- Open Notepad.
- Obtain the INF text from Intel’s documented support procedure. Do not create your own registry commands from an Internet snippet.
- Paste the supplied text into Notepad.
- Select File → Save as.
- Enter this filename:
C:fixreg.inf
- Set Save as type to All Files.
- Set encoding to the default unless Intel’s instructions specify otherwise.
- Select Save.
- Open File Explorer and browse to
C:. - Right-click
fixreg.inf. - Select Install.
- Approve the administrator prompt if Windows displays one.
- Restart Windows.
Do not double-click a file saved as fixreg.inf.txt. If extensions are hidden, open File Explorer and select View → Show → File name extensions before checking the name.
After restarting, the Intel startup error should no longer appear. If the graphics driver itself is still incomplete, this cleanup may remove the message without restoring all Intel graphics features. In that case, return to Fix 1 and reinstall the correct package.
Fix 3: check Windows Security quarantine
A security product may have quarantined or deleted the file. Restore it only after checking its original path and publisher.
- Open Start.
- Type Windows Security.
- Open the app.
- Select Virus & threat protection.
- Under Current threats, select Protection history.
- Open any detection related to
hccutils.dll. - Review the detection name, original file path, publisher, and available actions.
- If the file is clearly part of an Intel package and the signature and path are consistent, use Restore only if you are confident it was a false positive.
- Restart Windows.
- Reinstall the complete graphics package afterward.
Microsoft warns that Allow on device can put the computer at risk if the detection is genuine. If the file came from %AppData%, %Temp%, a random application directory, or an unsigned location, do not allow it merely because the filename is familiar. Run a full Microsoft Defender scan and investigate the parent executable and startup persistence.

- Return to Virus & threat protection.
- Select Scan options.
- Choose Full scan.
- Select Scan now.
- If suspicious behavior remains, use Microsoft Defender Offline scan from the same area.
Fix 4: repair Windows components with DISM and SFC
hccutils.dll is primarily an Intel driver component, so DISM and SFC are not the first repair. They are useful when Windows itself has damaged system files or when driver installation is failing because the component store is unhealthy.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the administrator prompt.
- Run:
DISM /Online /Cleanup-Image /RestoreHealth
- Wait for DISM to finish.
- Then run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows.
- Reinstall the correct Intel graphics driver if the error remains.
Microsoft recommends running DISM before SFC. DISM may take time and can appear to pause. Let it complete unless it returns an error.
If DISM reports that the source files could not be found, record the complete error and repair the Windows installation using an appropriate Microsoft recovery path. Do not replace hccutils.dll with a random file based on that message.

Fix 5: use System Restore after a bad update or uninstall
System Restore is useful when the error started immediately after a graphics-driver update, rollback, or removal and a suitable restore point exists.
- Press Windows key + R.
- Type:
rstrui.exe
- Press Enter.
- Select Next.
- Choose a restore point created before the error began.
- Select Scan for affected programs if available.
- Review the changes.
- Select Next, then Finish.
- Allow Windows to restart.
System Restore rolls back system files, registry settings, drivers, and installed programs. It is designed not to deliberately remove personal files, but review the affected-program list before proceeding.
After the restoration, check Device Manager and install the correct OEM graphics package if the Intel driver is still not present.

A 32-bit Intel utility can require a 32-bit DLL even on 64-bit Windows. Do not infer the DLL architecture from the operating system alone.

- Right-click the executable.
- Select Properties.
- Open Details and Compatibility where available.
- Check whether it is an older 32-bit utility.
- Match the replacement driver package to the Intel graphics device and Windows installation, not just to the error text.
Do not install a 32-bit DLL into a 64-bit location or a 64-bit DLL into a 32-bit application directory. A mismatched file can change the error to “not designed to run on Windows” while leaving the underlying driver problem unresolved.
Intel’s older graphics drivers use a different version-numbering scheme from newer packages. A legacy version and a modern DCH version are not interchangeable simply because both mention Intel graphics.
Fix 7: remove or disable a leftover startup utility
If the Intel graphics driver has been replaced by a newer package that no longer supports the old tray or hotkey utility, disabling the obsolete startup entry may be appropriate.
- Press Ctrl + Shift + Esc to open Task Manager.
- Select Startup apps.
- Look for entries named Intel Graphics Tray,
IgfxTray, or Intel Hot Keys. - Right-click the entry.
- Select Disable.
- Restart Windows.
This prevents a leftover utility from launching, but it does not repair the graphics driver. If display functions are affected or Device Manager shows a problem, reinstall the correct package instead.
For the documented missing-export error, use Intel’s fixreg.inf procedure rather than editing random registry values. Do not delete registry entries manually unless you have exported a backup and know exactly which registration is obsolete.
Do not use regsvr32 as a generic DLL fix
regsvr32 is for DLLs that expose registration entry points such as DllRegisterServer. It is not a universal repair command for missing, damaged, or incompatible files.

Intel’s documented repair for the hccutils.dll rollback/export problem does not ask you to run regsvr32. Running commands such as these is not a supported general solution:

regsvr32 /u hccutils.dll
They may produce an error, appear to succeed without fixing the caller, or register a file in the wrong context. Repair the owning Intel driver package and stale startup registration instead.
Avoid random DLL download sites
Downloading hccutils.dll from an arbitrary DLL website is risky because the file may be:
- Tampered with or malicious
- The wrong 32-bit or 64-bit architecture
- From the wrong Intel driver generation
- Incompatible with the executable requesting it
- Missing a dependency that causes the same loader error
- Unable to repair the stale startup entry that caused the message
There is no verified universal redistributable package dedicated solely to this DLL. The safe source is the complete graphics-driver package supplied by the computer manufacturer or Intel for the exact device and Windows version.
Manual copying is appropriate only as a controlled recovery step from a verified, matching Intel installation source. Even then, reinstalling the complete package is preferable because it restores the driver files, services, startup configuration, and related components together.
FAQ
Is hccutils.dll a virus?
No. The file is a legitimate Intel graphics component. However, malware can use a legitimate filename. Check the digital signature, original path, parent process, and antivirus results. A copy in a random user-writable directory should not be trusted automatically.
Is `hccutils.dll a Windows file?
No evidence establishes it as a Windows-owned component. Intel graphics software may place it under a Windows system directory, but that does not make it a Microsoft file.
Should I install Visual C++ Redistributables?
Not as the default fix. hccutils.dll is an Intel Common User Interface component, and Visual C++, DirectX, and .NET are not established universal fixes for it. Repair the Intel graphics package first.
Why does the message say the specified module could not be found?
That wording can mean the named DLL is missing, but it can also mean a dependency required by the DLL is missing. Reinstalling the complete matching driver is more reliable than copying only the named file.

Do not delete it before identifying its owner. If it belongs to an Intel installation, deletion can create additional startup or graphics errors. If a security scan identifies an unauthorised copy, quarantine it through the security product and investigate the associated program.
Will Verify or Repair files fix this error?
Only when the error is generated by a specific game or application that owns the file. A launcher repair cannot normally fix an Intel startup registration problem. Use the application’s official installer for an application-owned copy and the Intel graphics package for an Intel-owned copy.
What should I record if nothing works?
Record the complete error text, named executable, DLL path, Intel GPU model, Windows version, driver provider and version, and whether the message appears before or after sign-in. Also note whether it began after an update, rollback, uninstall, antivirus detection, or disk problem. Those details separate a mixed Intel installation from a damaged Windows component or suspicious loader activity.
