“hhactivex.dll is missing from your computer,” “hhactivex.dll was not found,” and “The specified module could not be found” are common Windows loader messages. If hhactivex.dll is missing, the safest repair is to restore the matching RoboHELP HTML 2000 or help-package copy, then register it with the correct 32-bit utility instead of downloading a random DLL.
The 60-second answer
hhactivex.dll is the HHActiveX Control DLL, a legacy 32-bit ActiveX control associated with RoboHELP HTML 2000 from Blue Sky Software Corporation. Catalogue metadata identifies the known file as version 1.0.0.1, approximately 0.43 MB, but that metadata is not a substitute for the original installer.
This is not a normal Windows system DLL, Visual C++ runtime, DirectX component, .NET file, or standard driver. It is used with Microsoft HTML Help output, especially RoboHelp-generated Glossary and Browse Sequence features.
Use this order:
- Identify the application or
.chmpackage that owns the file. - Repair or reinstall that application from its original, trusted installer.
- Check Windows Security Protection history if antivirus removed it.
- Preserve the restored DLL beside the application or CHM if that is how the package deployed it.
- Register the trusted copy with the 32-bit
regsvr32on 64-bit Windows. - Use SFC, DISM, or System Restore only when there is evidence of wider Windows damage.
Do not begin by copying an arbitrary file into C:WindowsSystem32.

What hhactivex.dll does
Microsoft HTML Help can open a compiled HTML Help file with a .chm extension. The basic CHM viewer may continue to work even when an embedded or associated ActiveX control is absent.
That explains a particularly confusing symptom: the help file opens, but its Glossary or Browse Sequence is empty, unavailable, or nonfunctional. The CHM itself is not necessarily damaged. The RoboHelp control that supplies those features may be missing, unregistered, incompatible, or blocked.
Adobe documentation for RoboHelp-family HTML Help output describes HHActiveX.DLL as an ActiveX control that must be distributed and registered when those features are used. Later RoboHelp and FrameMaker packages may have separate Redist32bit and Redist64bit folders, but those later files should not automatically be substituted for the older RoboHELP HTML 2000 build.
Microsoft HTML Help Workshop is a separate legacy authoring package. Installing it is not an evidence-based way to obtain the specific RoboHELP HTML 2000 version of hhactivex.dll.
What the error usually means
The wording gives clues, but it does not identify the root cause by itself.
“The program can’t start because hhactivex.dll is missing”
The file is absent from the location where the parent application expects it, or the application package was installed incompletely.
Repairing or reinstalling the owning application is the correct first move.
“The code execution cannot proceed because hhactivex.dll was not found”
This is also normally a missing-file or incorrect-path problem. Confirm which program displays the message. A launcher, old editor, help viewer, or installer may be the real owner.

This can indicate a damaged file, a wrong architecture, a failed registration, or a missing dependency. It does not prove that Windows itself is missing a component.
“The specified module could not be found”
When this appears during registration, Windows may be unable to load a dependency required by hhactivex.dll. The named DLL can exist while another required module is absent.
“hhactivex.dll is either not designed to run on Windows or it contains an error”
This commonly points to a corrupted file, an incompatible build, or an architecture mismatch. Do not replace it with the first similarly named download you find.
Fix 1: Repair the program or help package that supplied it
This is the most likely and safest fix.
If the error appears when starting an application
- Close the error message.
- Press Windows key + I to open Settings.
- Select Apps.
- Select Installed apps on Windows 11, or Apps & features on Windows 10.
- Find the application that displays the error.
- Select the three-dot menu on Windows 11, or select the application on Windows 10.
- Choose Advanced options, if available.
- Select Repair and follow the prompts.
- Restart Windows and test the application.
If there is no Repair option:
- Open Control Panel.
- Select Programs.
- Select Programs and Features.
- Select the parent application.
- Choose Change, Repair, or Modify, if offered.
- Complete the installer repair and restart Windows.
If the program is a portable application, an old help viewer, or a vendor-supplied documentation package, Settings may not offer repair. Locate the original setup media or installer and run it again. Right-click the installer, select Run as administrator, and choose repair if the installer provides that option.

If the error appears for one CHM file
Treat the CHM distribution as the owner. Ask the software vendor or administrator for the complete help package, including its support files. Do not assume that a standalone .chm copied from another computer contains every ActiveX control it needs.
Keep the matching hhactivex.dll in the location used by the original package. That may be the application directory or the directory beside the CHM. A vendor’s deployment design takes priority over a generic instruction to place files in a Windows system folder.
How to tell whether this worked
Open the parent application again and test the exact operation that failed. For a CHM package, open the Glossary and Browse Sequence areas rather than only checking whether the help window appears.
If the same message returns, continue with the provenance and registration checks below.
Fix 2: Check antivirus quarantine before replacing anything
Security software may have removed the file, especially when an old installer or ActiveX control is involved. That does not establish that the file is malicious, and it does not establish that a detection is a false positive. Check its origin first.
Windows Security steps
- Open Start.
- Type Windows Security.
- Open the app.
- Select Virus & threat protection.
- Select Protection history.
- Review entries for
hhactivex.dllor the parent application. - Open the relevant entry to see its status and path.
Restore or allow the file only when all of these are true:
- It came from the original application installer or a trusted vendor-provided package.
- The parent application requires it.
- The application vendor confirms that copy is genuine.
- You have recorded its path and version information.
Microsoft explains that a restored quarantined file may be detected again unless it is explicitly allowed. Review Microsoft’s Protection history guidance before changing the detection.
If the file came from an unknown download, leave it quarantined. Remove it and reinstall the parent application from trusted media instead.

Fix 3: Verify the file before registering it
Do not register every file named hhactivex.dll. First confirm that the copy belongs to the application you are repairing.
Check the path
Right-click the application shortcut and select Open file location, if available. For a CHM, right-click the file, select Properties, and note its location.
Search only the relevant application folders and the location beside the CHM. Multiple copies can exist after failed repairs or old upgrades.
Check version and description
- Right-click the DLL.
- Select Properties.
- Open the Details tab.
- Check File description, Original filename, Product name, and File version.
The expected legacy metadata describes an HHActiveX Control DLL associated with RoboHELP HTML 2000. The known catalogue entry identifies a 32-bit version 1.0.0.1. Because an official surviving Blue Sky binary manifest is not available for independent verification, do not treat the catalogue metadata as proof that an unrelated file is genuine.
Check the architecture
The known RoboHELP HTML 2000 file is 32-bit. A 64-bit installation of Windows can run 32-bit applications, but the registration utility must match the DLL’s architecture.
A later RoboHelp package may contain a different 32-bit or 64-bit build. Do not mix generations merely because the filenames match.
Fix 4: Register the trusted ActiveX control
regsvr32 is appropriate here because hhactivex.dll is an ActiveX control. It is not a universal solution for ordinary missing DLL errors.
On 64-bit Windows with the known 32-bit file
Use the 32-bit registration utility:
"%windir%SysWOW64regsvr32.exe" "C:PathTohhactivex.dll"
Replace C:PathTohhactivex.dll with the full path to the trusted copy. For example, if the file is beside the help package, use that actual location.

Do not use this command for the known 32-bit RoboHELP HTML 2000 build unless you have confirmed that the copy is 64-bit.
On 32-bit Windows
Use:
"%windir%System32regsvr32.exe" "C:PathTohhactivex.dll"
Exact registration steps
- Open Start.
- Type Command Prompt.
- Right-click Command Prompt.
- Select Run as administrator.
- Enter the architecture-matched command.
- Press Enter.
- Restart the parent application.
Microsoft’s Regsvr32 command reference describes the tool’s syntax and purpose. Microsoft also documents the two registration utilities and common architecture errors in its Regsvr32 troubleshooting guidance.
What success looks like
A successful registration normally displays a message saying that registration succeeded. Reopen the application or CHM and test the missing Glossary or Browse Sequence feature.
If registration reports an error
- “The module failed to load”: check the full path, file permissions, file integrity, and dependencies.
- “The specified module could not be found”: a dependency may be missing even if
hhactivex.dllis present. - “The module may not be compatible with the version of Windows”: check whether you used the wrong
regsvr32architecture. - “The entry point DllRegisterServer was not found”: the file may not be the expected ActiveX control, may be corrupt, or may not be intended for registration.
Do not repeatedly run both registration commands at random. Record which copy you used and stop if the architecture or file origin is uncertain.

Fix 5: Remove stale registration only when necessary
If registration succeeds but the application still uses an older copy, multiple installations may have left stale COM registration behind.
Before changing anything:
- Search for every
hhactivex.dllunder the application and help-package locations. - Record each full path and file version.
- Identify which application or CHM should use which copy.
- Create a restore point.
- Confirm that another legacy application does not depend on the older registration.
Only then should you unregister an obsolete, trusted copy and register the intended copy. Use the matching utility and the full path:

"%windir%SysWOW64regsvr32.exe" "C:CorrectPathhhactivex.dll"
The /u command removes the registration for that specific copy. Do not use it against an unknown file or as a general registry-cleaning exercise.
Fix 6: Run Windows repair tools only for broader system problems
SFC and DISM normally repair Microsoft Windows components. They will not usually restore a third-party RoboHelp DLL. Use them when other Windows components are also failing, system files are damaged, or Windows servicing itself reports errors.

- Open Start.
- Type Command Prompt.
- Right-click it.
- Select Run as administrator.
- Run:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for it to finish.
- Then run:
sfc /scannow
- Restart Windows.
- Test the parent application again.
Microsoft provides the recommended sequence in its System File Checker guidance.
If SFC reports that it repaired files but hhactivex.dll is still missing, that is expected for a third-party application file. Return to the parent application’s installer.

Fix 7: Consider drivers only when the application identifies a driver problem
There is no evidence that hhactivex.dll is a normal device-driver component. Do not reinstall graphics, audio, chipset, or storage drivers simply because this filename appears in an error.
Check drivers only if:
- Device Manager shows a related warning.
- The parent application explicitly reports a driver failure.
- Several applications began failing after a hardware or driver change.
Check Device Manager
- Right-click Start.
- Select Device Manager.
- Expand categories related to the reported hardware.
- Look for a yellow warning icon.
- Right-click the affected device.
- Select Properties.
- Read the Device status message and note any error code.
- Use Driver, then Update Driver, only when the device is clearly involved.
- Restart Windows and retest.

- Open Start.
- Type Create a restore point.
- Open the result.
- Select System Restore.
- Choose Next.
- Select a restore point from before the failure began.
- Review Affected programs.
- Select Next, then Finish.
- Allow Windows to restart.
System Restore can revert system files, registry settings, installed programs, drivers, and updates. It normally does not remove personal files. Microsoft explains the process in its System Restore guidance.
This does not replace a clean repair of the parent application. If the original installer omitted the DLL, reinstalling the application may still be necessary after the restore.

Generic DLL download pages create several problems:
- The file may contain malware or unwanted modifications.
- The version may belong to a different RoboHelp generation.
- A 32-bit file may be presented as a 64-bit replacement, or the reverse.
- The file may be corrupt or missing its required dependencies.
- It may not be registered.
- Copying it into a system directory can affect unrelated legacy software.
- It leaves the damaged application installation unresolved.
Do not install a Visual C++ Redistributable, DirectX package, or .NET runtime as a reflex. Those products are not established sources for this RoboHELP control.
Microsoft HTML Help Workshop is also not a confirmed source for the RoboHELP HTML 2000 hhactivex.dll build. Adobe’s current RoboHelp download listings cover modern releases and do not provide a clearly documented standalone download for the original Blue Sky-era DLL.
The safe sources are the original RoboHELP or application installer, the vendor’s redistribution folder, original installation media, or the same trusted CHM package supplied by the software vendor.

The CHM opens but Glossary or Browse Sequence is blank
Suspect a missing ActiveX registration, an omitted control, or a mismatched RoboHelp generation before suspecting Windows corruption.
Registration says the module cannot be found
Check dependencies and architecture. The message may refer to a dependency rather than the named DLL.

Antivirus removed the file

Several Windows features are failing
Run DISM followed by SFC. If the problem began after a known system change, consider System Restore.
A game or launcher reports the file
Treat that game or launcher as the owner. Use its repair or verify-files function. There is no evidence that hhactivex.dll is normal game middleware.

Is hhactivex.dll part of Windows?
No. It is a legacy third-party ActiveX control associated with RoboHELP HTML 2000. A copy located under C:WindowsSystem32 does not prove that it is a Windows component, because older installers sometimes placed third-party controls in system directories.
