If you reach the area before the relevant story point and find no Graphorn, continue the main quest rather than searching another region. The first encounter is gated by San Bakar’s Trial.
How to catch the first Graphorn
The trial takes you to the Lord of the Shore. The encounter is a fight, not a standard stealth capture: damage the Graphorn until the quest’s capture step becomes available.
