But the December chart had a different leader: Modern Warfare III. The ranking was published by GamesBeat on January 18, 2024, and updated June 18, 2025; it describes reported U.S. sales for calendar year 2023, not a worldwide ranking or a current sales chart.

In Circana’s reported U.S. annual chart, Hogwarts Legacy placed first. Call of Duty: Modern Warfare III ranked second, and Madden NFL 24 was third. Did Hogwarts Legacy outsell Call of Duty in 2023?
It ranked ahead of Call of Duty: Modern Warfare III in Circana’s annual U.S. chart: first versus second. That is a ranking comparison, not a disclosed difference in revenue or copies sold. The report does not give a title-specific dollar total or unit count for Hogwarts Legacy.
Why December’s chart had a different winner
Call of Duty: Modern Warfare III took first place in the U.S. December 2023 monthly chart, while Hogwarts Legacy was fourth. The other titles in December’s top five, in order, were Super Mario Bros. Wonder, Madden NFL 24, and Marvel’s Spider-Man 2. A monthly ranking and a full-year ranking cover different periods, so the December result does not contradict Hogwarts Legacy’s annual lead.

What the ranking measures—and what it leaves out
The chart is a Circana-reported sales ranking, not a complete census of every game sold. GamesBeat notes that not all studios report to Circana and names Baldur’s Gate 3 as an example absent from the chart. It also flags digital-sales exclusions for some Nintendo games and for Xbox and Switch versions of MLB: The Show 23. These limits matter when interpreting the ranking: first place means first in the chart’s reported coverage, not proof that every sale in every channel and platform was counted.
The article says Hogwarts Legacy also ranked first on PlayStation and second on Xbox in Circana’s other charts, but it does not reproduce those platform tables. The statement is therefore platform context from the report, not a platform-by-platform comparison shown here.

The market figures below are dollar sales in millions, not revenue for Hogwarts Legacy. Circana’s figures were published in GamesBeat’s January 18, 2024 report; mobile spending was provided by Sensor Tower.
