To free Bellhart and unlock its Wishwall, progress through Shellwood and defeat Widow. The town then changes from Haunted Bellhart to Bellhart, its shops reopen, and the Wishwall becomes available. If you mean the separate Restoration of Bellhart wish, that appears later and requires additional progress and a 250-rosary donation.
How to free Bellhart and unlock the Wishwall
- Continue the main objective SAVE: The Threadspun Town, following the Shellwood progression.
- Reach and defeat Widow. Her defeat ends the haunting and frees Bellhart’s residents.
- Return to town. It is now Bellhart rather than Haunted Bellhart; the shops reopen and the Wishwall is available.
This is the main story unlock. You do not need to complete the Restoration of Bellhart donation wish just to open the Wishwall. Hollow Knight Wiki: Bellhart and Hollow Knight Wiki: Wishwall describe the town and board progression.

How to unlock the Restoration of Bellhart wish
Restoration of Bellhart is a separate wish on the already-open Wishwall. The Hollow Knight Wiki lists these conditions for it to appear:
- Upgrade the Needle at least once.
- Sell at least one Relic to Relic Seeker Scrounge.
- Speak with Pavo.
- Rest at a bench outside Bellhart, then return.
Once the wish is available, donate 250 rosaries to complete it. The wiki lists completion as a prerequisite for the later Bellhart’s Glory wish. Hollow Knight Wiki: Restoration of Bellhart

If the Restoration wish does not appear
A secondary guide also names defeating Sister Splinter as a possible progression gate, but the wiki’s requirement list does not include her. Treat that as a possible trigger rather than a confirmed universal condition.
