HORSES is disturbing, but the Steam controversy makes it sound more transgressive than its actual presentation. Santa Ragione’s short first-person horror game uses abuse, violence and grotesque imagery to unsettle; critics disagree, however, about whether its storytelling handles that material effectively. Valve’s decision not to distribute it is a separate matter, and the exact scene that prompted the decision has not been confirmed.
What is the HORSES game about?
In HORSES, you play Anselmo, sent to work on a farm where the beings called horses are nude people wearing horse masks. The first-person horror adventure mixes routine farm chores with unsettling tasks involving people treated as livestock. Santa Ragione describes it as a complete narrative experience of about three hours; The Guardian’s review gives a similar runtime.

The studio says it uses grotesque imagery to explore familial trauma, puritan values, totalitarian power and personal responsibility. That is Santa Ragione’s account of its aims, not a guarantee that the game communicates those themes successfully.
Is HORSES really that shocking?
Its subject matter is plainly heavy. The Guardian’s content warning includes physical violence, psychological abuse, gore, slavery, physical and psychological torture, domestic abuse, sexual assault, suicide and misogyny. The review describes blurred nudity and disturbing situations, but says the game often leaves the worst events offscreen and that its crude graphics blunt some of their impact. Its unease comes in part from the contrast between everyday farm work and an oppressive setting.

That makes the game grim rather than necessarily shocking in the way its reputation might suggest. The content is serious, but the presentation is often indirect; the storefront dispute does not tell you how intense the finished game feels.
Critics disagree about its execution
The Guardian finds psychological unease in the chores and atmosphere, while WIRED’s review is more critical, calling the storytelling clumsy and objecting to its treatment of sexual assault. Those are different judgments about the game’s craft, not evidence that its disturbing themes are absent. If sexual violence or abuse is a concern, the warning is worth taking seriously even if the game’s imagery is not always explicit.

Why was HORSES rejected from Steam?
Santa Ragione says Valve rejected an incomplete build submitted in June 2023. The studio reproduces a notice saying Valve would not distribute content that appeared, in its judgment, to depict sexual conduct involving a minor. Santa Ragione says the notice did not identify a particular scene or give it a clear route to compliance.
Valve later gave its account to PC Gamer: “After our team played through the build and reviewed the content, we gave the developer feedback about why we couldn’t ship the game on Steam, consistent with our onboarding rules and guidelines. A short while later the developer asked us to reconsider the review, and our internal content review team discussed that extensively and communicated to the developer our final decision that we were not going to ship the game on Steam.” PC Gamer reported the statement.

The studio says it believes an unfinished early scene may have prompted the concern: a young girl wanted to ride a human “horse,” and the player led an adult woman with the girl on her shoulders. Santa Ragione says it later changed the girl to a woman in her twenties. That is the developer’s explanation and speculation; Valve has not confirmed that this was the triggering scene, nor does the available account establish that the change led to approval. The established history is a 2023 review, a rejection, a reconsideration and Valve’s final refusal.
Where can you get HORSES?
HORSES launched on December 2, 2025. At launch, PC Gamer reported a planned $5 price and named Epic Games Store, GOG, itch.io and Humble Store as outlets. Epic declined to distribute it shortly before launch, while Humble briefly delisted it and later restored it after reviewing the game. Steam did not carry it.

HORSES is a deliberately uncomfortable horror adventure whose premise and content warning are more confronting than its frequently indirect presentation. Its short runtime and slow chores make the oppressive setting part of the experience, but the reviews suggest its narrative may not persuade every player that the provocative material is well handled. The Steam rejection explains the game’s notoriety, not its quality—and the confirmed public accounts do not settle exactly which scene led to Valve’s decision.
