How a Shifting Games Industry Is Affecting Developers and Publishers

Layoffs, generative AI, financing pressure, and shifting platform and revenue strategies are changing how game developers and publishers plan their work.

Developers and publishers are making plans amid continued layoffs, contested adoption of generative AI, and tighter choices about financing, platforms, and revenue. The effects are uneven: a survey can show what respondents report, but it cannot tell every studio which engine, funding route, or business model will work.

How are layoffs changing work in games?

Layoffs remain a major workforce concern. In the Game Developers Conference (GDC) 2026 State of the Game Industry survey, 28% of respondents said they had been laid off in the previous two years; among U.S. respondents, the figure was 33%. Half said their current or most recent employer had conducted layoffs in the previous 12 months. These are survey responses, not a comprehensive count of jobs lost. The survey drew more than 2,300 industry professionals and used tailored questionnaires for different participant groups, so the results describe respondents rather than every worker or studio. Layoffs reach studios of different sizes

In the same survey, two-thirds of respondents at AAA studios and one-third at indie studios said their companies had conducted layoffs. The difference is a reminder that workforce disruption is not confined to one segment, although the survey does not establish how many positions were eliminated or how long affected workers remained unemployed.

The previous GDC survey found that 11% of developers had been laid off in the prior year. That is a different time window from the 2026 survey’s two-year measure, so the percentages should not be read as a direct year-over-year trend. (GDC 2025 survey)

Early-career workers face particular uncertainty

Among the smaller student group surveyed by GDC in 2026, 74% expressed concern about future job prospects. The report identifies scarce entry-level openings, competition from experienced workers who have been laid off, and fears about AI-related displacement as concerns. This is a measure of student sentiment, not a forecast of how many graduates will find work. (GDC 2026 survey)

For studios and publishers, prolonged uncertainty makes hiring plans and project commitments harder to separate from the health of a single release. For workers, it can mean a more competitive market and fewer predictable routes into the industry. Those are practical consequences of the reported conditions, not outcomes quantified by the survey.

What are developers using generative AI for, and how do they feel about it?

Use and sentiment are moving in different directions. GDC’s 2026 survey found that 36% of respondents used generative-AI tools in their job. The share was 30% among respondents at game studios and 58% among those at publishing companies, support teams, and marketing or public-relations firms. These figures show reported use, not verified productivity gains or job replacement. (GDC 2026 survey)

Common reported uses

Among respondents reporting generative-AI use, research or brainstorming was the most common use, at 81%. Code assistance and everyday tasks such as writing email were each reported by 47%. The survey records stated use cases; it does not measure whether the tools improved quality, saved time, or changed staffing needs.

Adoption does not mean acceptance

In the same survey, 52% of respondents thought generative AI was having a negative impact on the game industry, while 7% thought its impact was positive. The reported negative share was 30% in the 2025 report and 18% the year before, but methodological changes and survey context mean the series should not be treated as perfectly comparable. Adoption and concern can coexist: workers may use tools while remaining wary of their effect on creative work, employment, or the industry’s standards. (GDC 2026 survey)

Which engines and platforms are studios prioritizing?

GDC’s 2026 results show a mix of tools and platform interests rather than a single winner. Among developer respondents, 42% identified Unreal Engine as their primary engine and 30% identified Unity. Those are survey responses, not measures of engine market share or a recommendation for a particular project. (GDC 2026 survey)

Platform interest also varies by role: 73% of surveyed executives placed PC among their top three next-generation platforms of interest. Separately, 28% of developers said they were making or optimizing games for Steam Deck, and 40% expressed interest in developing for it. Interest does not establish commercial demand, and these results do not imply that every studio should support a handheld PC.

How to apply the survey signals

For a specific project, engine and platform decisions are better judged against the team’s experience and the game’s target audience than against survey rankings alone. A studio should weigh the support and porting work required, the capabilities it already has, and commercial evidence for its intended audience. The GDC figures indicate areas of respondent activity and interest; they do not answer those project-specific questions.

How are developers financing games?

GDC’s 2025 survey shows developers using more than one route. Fifty-six percent of respondents said they had put their own money into game creation, while 28% identified project-based or publishing deals as a funding source. The survey does not compare contract terms or establish which approach is best for a particular team. (GDC 2025 survey)

Funding route What the survey establishes Questions to weigh
Self-funding 56% of GDC 2025 respondents said they had self-funded game creation. How much financial risk can the team carry, and how much control does it need to retain?
Project-based or publishing deal 28% of GDC 2025 respondents identified these deals as a funding source. What financing, production support, rights, milestones, and obligations does the specific agreement provide?

The questions in the table are decision criteria, not findings about typical deal terms. Teams comparing offers need to examine the actual agreement, their cash runway, and the execution support available; the survey does not supply a universal financing formula.

Are developers moving away from live-service games?

GDC’s 2025 survey found that 33% of AAA developer respondents were working on a live-service game, compared with 16% of all respondents. At the same time, 41% said they were not interested in developing live-service games. Respondents cited potential financial and community benefits, but also concerns about oversaturation, retaining players, creative stagnation, monetization, and burnout. These results capture mixed attitudes, not a prediction that the model will grow or disappear. (GDC 2025 survey)

For a publisher or studio, the decision is therefore not simply whether live service can produce ongoing revenue. The model also requires a plan for continued content and operations, and a game needs a reason for players to return. Those demands should be weighed against the project’s audience and the team’s capacity.

What does the industry outlook say about revenue and platforms?

Boston Consulting Group’s December 9, 2025, Video Gaming Report 2026: The Next Era of Growth describes a cautious recovery from the post-pandemic slowdown and anticipates greater convergence among console, mobile, and PC gaming. Its analysis also points to cloud gaming, user-generated content, AI, and app-store changes as areas shaping the sector. BCG’s research included an online survey of 2,972 gamers, fielded July 9–18, 2025; it is a gamer survey and a strategic outlook, not a poll of developers or a record of outcomes already achieved. BCG recommends that companies consider a broader set of release and monetization approaches. The following are strategic options, not guaranteed revenue outcomes:

Approach What it changes Execution question
Tiered pricing Offers different price or content packages. Can the tiers be differentiated clearly without confusing buyers or undermining the value of the base game?
Release windowing Staggers availability across platforms or channels. Will the timing reach additional audiences, and what access or momentum might be lost while players wait?
Subscriptions Makes a game available through a subscription service. Does the deal fit the game’s audience and revenue needs, and how will players find it in a service catalogue?
In-game transactions or downloadable content Adds purchases or content after the initial release. Can the studio sustain meaningful updates and align sales with player expectations?
In-game advertising Uses advertising as an additional revenue stream. Will ads suit the game and audience without harming the play experience?

These evaluation questions are practical considerations, not quantified results from BCG’s survey. For a studio, each option brings its own production, audience, and operational demands; a tactic that works for one game may be a poor fit for another.

What are developers saying about unionization?

In the GDC 2026 survey, 82% of U.S.-based respondents supported unionization of game-industry workers, 5% opposed it, and 13% were unsure. The geographic qualifier matters: this result describes U.S.-based respondents, not the global workforce, and measures stated support rather than union membership or organizing activity. What the evidence means for studios and publishers

The reported picture is one of pressure and choice, not a uniform industry pivot. Layoffs affect workers and make staffing less predictable; AI tools are being used even as many respondents view their industry impact negatively; and platform, engine, financing, and revenue strategies remain varied. For business leaders, that makes project-specific planning more useful than treating survey percentages or a consultancy’s outlook as instructions. For developers, the same evidence helps explain why job prospects and the sustainability of particular production models remain central concerns.
