Latias did not canonically become human. The official Pokédex says it can alter its appearance by refracting light through its glass-like down, which makes a humanlike appearance consistent with its established ability. The Pokémon Company’s film synopsis does not explain exactly how the movie depicts that effect, so applying the Pokédex entry to the scene is a reasonable inference—not a confirmed account of its mechanics.
What does official Pokémon lore say Latias can do?
The Pokémon Company’s Latias Pokédex entry describes Latias as highly intelligent and able to understand human speech. It also states: “The Pokémon enfolds its body with its down and refracts light to alter its appearance.” That is the established explanation for Latias changing how it looks.

The entry supports an appearance-altering ability, not a biological transformation into a human. It does not specify every form Latias can take or explain how a particular scene in the film was produced.
How does that fit the humanlike appearance in Pokémon Heroes?
In Pokémon Heroes, Latias appears in a humanlike form. Connecting that visual to the Pokédex’s light-refraction ability is plausible, but the official explanation does not identify the scene’s precise mechanism. The most careful description is that Latias altered its appearance or appeared humanlike—not that it definitively became human.

The Pokémon Company’s official synopsis sets the story in Altomare, a city protected by Latias and Latios. Ash visits for a race through its canals, while thieves pursue the pair and the Soul Dew. The synopsis provides that story context, but does not explain the humanlike scene.
Who is the humanlike figure at the end?
The official synopsis does not identify the figure in the ending or settle questions about the scene’s identity. The available official material supports Latias’s general ability to alter its appearance, but it does not confirm who the humanlike figure is or provide a definitive film-specific explanation. Treating the figure as Latias is an interpretation rather than a conclusion established by those sources.
