How Do CS2 Tournament Invitations and VRS Eligibility Rules Work?

Valve Regional Standings rank five-player CS2 rosters and guide direct tournament invitations. Learn how invite order, lineup continuity, wildcards, qualifiers, and Major-specific rules work.

CS2 tournament invitations are based on Valve Regional Standings (VRS), which rank five-player rosters rather than team organizations. For a ranked event, the organizer selects the eligible VRS list or lists, sets the number of invitations and starting rank, and offers direct invites in order using the latest VRS version available on the invitation date. A roster generally needs at least three of its invited players to remain and play every match to accept. Majors add separate rules, including a stricter intact-roster requirement.

What VRS ranks—and why the roster matters

Valve Regional Standings is Valve’s official system for ranking Counter-Strike 2 rosters. Valve publishes it monthly, and it forms the basis for direct VRS invitations. In Valve’s Tournament Operation Requirements, a roster means five specific athletes; it is not simply the organization or team name.

As an Amazon Associate I earn from qualifying purchases.

That distinction matters when players move. A club may keep its name, branding, and much of its lineup while the five-player roster associated with a VRS ranking changes. Invitation eligibility follows the roster and the players in it, not the organization’s continuity alone. The VRS scoring formula is not explained in the official materials covered here, so a ranking position should not be treated as a transparent points total or as a guarantee of an invitation.

How a ranked tournament sends direct VRS invitations

The organizer’s event information determines which VRS list or lists count, how many rosters will be invited from each, and the rank from which offers begin. Valve’s requirements say that the organizer must use the latest VRS version available on the date invitations are issued, then offer invitations sequentially down the chosen list. If a roster declines or cannot accept, the organizer moves to the next eligible roster.

  1. Identify the list. Check the event announcement or rulebook for the VRS region or regions being used. A high position on a different list does not, by itself, establish eligibility for that event’s invite slots.
  2. Check the invitation date and ranking version. The ranking in effect when invitations go out is the relevant one for the direct-invite sequence. Valve’s requirements also specify that the version applicable to a tournament is the version current as of its Additional Information deadline, making event information and timing important.
  3. Find the starting rank and number of slots. The organizer’s announced starting point and allocation govern which positions are considered. For example, a slot allocation can be divided among multiple VRS lists rather than taken from a single global order.
  4. Follow the sequence as offers are accepted or declined. The organizer proceeds down the selected list when a roster declines or cannot accept. A ranking position is therefore an opportunity for an offer, not proof that a roster has accepted or will participate.
  5. Confirm roster eligibility. The invited roster must meet the continuity test and the event’s other criteria before it can accept.

The practical consequence is that a VRS position cannot answer every question on its own. The list selected, invitation date, available slots, event filters, and roster status all affect whether a particular team can enter. Those details are set out for each event; they are not universal values that apply to every CS2 tournament.

The general roster-continuity rule: at least three players

For a standard direct VRS invitation, the roster may accept only if at least three participating athletes were members of the invited roster on the invitation date and play every match at the event. The roster must also satisfy the event’s invitation criteria and must not already have declined that event invitation.

In plain terms, the general rule permits a roster to differ by up to two players from the invited five, provided at least three of the invited players participate in every match and all other conditions are satisfied. It is not a general license to substitute players freely during the event: the three-player requirement applies to each event match, and any additional event criteria still apply.

For example, if the invite went to a five-player roster and three of those players remain on the participating lineup for every match, the continuity threshold is met. If only two original roster members play a match, that threshold is not met. The rule concerns the athletes on the invited roster at the time of invitation, not whether the organization has retained its name.

Other routes into a ranked event

Open qualifiers

Valve’s rules allow ranked events to use open qualifiers, subject to the requirements for the event’s tier. If an event has fewer eligible VRS rosters than its announced direct-invite slots, the organizer may fill the shortfall with open qualifiers. Qualifier entry criteria must be reasonable and transparent, and must not be designed to target particular rosters. An open qualifier is therefore a potential route into an event, but its format and eligibility details depend on the organizer’s published rules.

Wildcard invitations

Wildcards are a limited additional invitation route, not a substitute for ordinary VRS ordering without conditions. For every eight rosters invited from a VRS, the organizer may issue two Wildcard Invites. A wildcard roster must be ranked below 12 on the Global VRS and, on the invitation date, satisfy at least one of these tests:

  • At least three of its players were individually members of a top-12 roster on an invitation VRS list during the preceding six months; or
  • The roster placed first or second at a tournament of equal or lower tier during the preceding six months.

Because the rule is framed as “for each eight” VRS invites, the number of potential wildcards depends on the event’s VRS invite allocation. A roster’s past credentials alone are insufficient: the global ranking threshold and one of the two recent-achievement tests must also be met as of the invitation date.

How the rules differ by tournament tier

Event tier Direct VRS invitation requirement Other route or constraint
Tier 1 At least 20 rosters must be invited directly from official VRS lists, beginning with the top-ranked roster. The Main Stage must have at least eight rosters.
Tier 2 There is no requirement to use direct VRS invites. If the organizer does use them, it must invite at least four rosters. Non-targeting filters, such as country or gender, may be applied. An event may rely entirely on open qualifiers.

These tier rules describe minimum requirements, not a complete invitation plan for a particular tournament. Check the event announcement for its actual VRS lists, slot counts, starting rank, filters, and qualification format. A permitted filter or qualifier format still has to comply with Valve’s requirements.

Major invitations: stages, regional places, and roster integrity

Majors follow a separate supplemental rulebook in addition to the general tournament requirements. The rulebook describes 32 places: 16 invitations to Stage 1, eight to Stage 2, and eight to Stage 3. The allocation among regions is tied to regional teams’ performance at the preceding Major: each team from a region that reached Stage 3 earns that region a Stage 2 invitation, while each team that reached the playoffs earns a Stage 3 invitation.

The exact regional distribution can change. The allocation displayed for Winter 2025 is an example for that event, not a permanent template for every Major. Readers should use the rulebook and announcement for the specific Major rather than assume that a previous event’s regional slots will carry over.

Order of Major offers

Major invitations are issued first to Stage 3 invitees, then Stage 2, then Stage 1. If an invited roster declines or is no longer intact, the next-highest-ranked roster receives the invitation. If no roster remains to take the place, a last-chance regional qualifier fills it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This differs from the general direct-invite continuity threshold. The Major rulebook requires the invited roster to remain intact; the general rule allowing at least three invited players to play every match does not replace that Major-specific condition. Teams considering lineup changes should therefore distinguish an ordinary VRS event from a Major invitation rather than assume the same roster-change allowance applies to both.

How a Major assigns a roster to a region

A roster’s regional assignment is based on the region represented by the majority of its players. If the roster is tied, the rulebook resolves the tie using the region with greater Major representation, in this order: Europe, then the Americas, then Asia. A roster cannot receive an assignment to a region if it appeared on another region’s VRS list during the preceding three calendar months.

These rules make regional eligibility more than a question of where an organization is based. Player composition, prior VRS-list appearance, and the event’s regional representation rules can all matter. The applicable Major rulebook is the authority for a specific roster’s placement.

VAC bans and event eligibility

The Major Supplemental Rulebook says a player who has a Counter-Strike VAC ban may not qualify for or participate in a qualifying event unless Valve approves that player in writing. It also reserves Valve’s discretion to disqualify participants. These are Major rulebook provisions; they should not be casually generalized into a single eligibility rule for every tournament.

A 2021 Valve announcement for the RMR described a different, time-limited test in that RMR context: a VAC ban disqualified a player if received less than five years earlier or after the player’s first Valve-sponsored event. That historical guidance is not evidence of a universal current rule for all CS2 events. For any tournament, read the rules that govern that event and its qualifying stages, including any current Valve approval or eligibility language.

  • Which competition and tier is it? Establish whether the event is Tier 1, Tier 2, or a Major, since the minimum invite rules and roster requirements differ.
  • Which VRS list applies? Record the region or regions used and any regional assignment rules.
  • Which ranking and invitation dates matter? Confirm the relevant VRS publication, the invitation date, and the event’s Additional Information deadline.
  • How are direct slots allocated? Check the number of offers per list, the starting rank, and whether offers proceed sequentially.
  • Are there filters, wildcards, or qualifiers? Verify the stated conditions and how those routes affect the event’s remaining places.
  • Does the lineup meet the right continuity rule? For a general direct invite, check that at least three invited-roster athletes play every match. For a Major, check the separate intact-roster rule.
  • Do other eligibility terms apply? Review event-specific requirements, including any applicable VAC-ban language, deadlines, and qualification-stage conditions.

This checklist avoids the most common misreading: treating a ranking as a standalone qualification result. VRS position informs the invitation order, while the event’s published setup and the roster’s eligibility determine whether an invitation can be accepted.

What to compare when two tournaments use VRS

Two events can both use VRS and still offer very different routes into their fields. Compare their published terms rather than assuming “VRS invite” means identical treatment:
