For controller controls, use the game’s Steam Input layout from your Steam Library or the Steam overlay. Steam can remap a controller button to another controller input, a keyboard key, or a mouse command, but it is not a universal editor for every game’s keyboard settings.
First, choose the right method

Steam Input sits between the physical controller and the game. Depending on the title, it can use named game actions such as Jump or Open Map, or emulate lower-level controller, keyboard, and mouse inputs. Valve documents both native and legacy Steam Input modes.
Change keyboard and mouse controls
Steam normally does not provide a universal keyboard-binding editor. Use the game’s own menu:
- Launch the game.
- Open Settings, Options, or Controls.
- Select Keyboard, Mouse, or Keybindings.
- Select the action you want to change and press the replacement key or key combination.
- Choose Apply, Save, or the equivalent option, then test it in gameplay.
Some games require you to select the active input device first, do not allow every action to be rebound, or may reset bindings after an update, profile change, or cloud-sync conflict. Also check for conflicts with operating-system shortcuts or Steam overlay shortcuts.

If the game has no keyboard-rebinding menu, Steam Input can sometimes make a controller send keyboard commands. That is a controller workaround, not a replacement for the game’s own keyboard editor.
Change controller controls for one Steam game
Connect and turn on the controller before opening the layout editor. Then:
- Open Steam and select Library.
- Select the game.
- Open its controller-layout control. Depending on the Steam client and interface, this may be a Controller icon near the Play button, Manage > Controller layout, Controller Configuration, or Edit Layout.
- Select the control area you want to edit, such as face buttons, the D-pad, triggers, sticks, gyro, paddles, or touchpad.
- Select the physical input and assign the desired action.
- Choose another controller button, a keyboard key or combination, a mouse command, or a game action supplied by Steam Input.
- Save or apply the layout.
- Launch or relaunch the game and test the change.
Valve’s player documentation also describes an older path—right-clicking a game and choosing Edit Steam Controller Configuration—but current Steam clients may use different labels or locations. For a game with a strong native controller-settings menu, use that first. It is more likely to preserve the correct button prompts and avoid conflicts. Steam Input is especially useful when the game has limited remapping, lacks controller support, or you need a separate accessibility-focused layout.

Downloading an existing layout is often faster than assigning every control manually:
- Open the game’s controller-layout screen.
- Choose Browse Configs, Community Layouts, or the equivalent option.
- Review Recommended, Community, and Templates layouts.
- Check the description, controller type, ratings or votes, and intended use.
- Preview the layout if Steam provides a preview.
- Select Apply Configuration or Apply Layout.
- Test it, then edit individual buttons if necessary.
Steam can show developer-recommended layouts, player-shared community layouts, and generic templates; Valve describes this system in its configuration-browsing documentation. A highly rated layout is not guaranteed to suit your controller, game mode, sensitivity preference, language, or game version.

Turn Steam Input on or off for a game
If the layout editor is unavailable or the game is receiving the wrong type of input, change the per-game Steam Input override:
- From the Library, open the game’s Properties.
- Open the Controller section.
- Find the per-game Steam Input override.
- Choose the default or global setting, force Steam Input on, or force Steam Input off.
- Close Properties and relaunch the game if Steam requires a restart.
Labels vary between Steam client versions and interface modes. Start with the default setting when the game works normally. Force Steam Input on when the game lacks controller support or does not recognize the device correctly. Force it off when native controller support works well but Steam Input causes duplicate actions, incorrect prompts, or other conflicts.
Use a controller with a keyboard-and-mouse game
For a game without native controller support, open its Steam Input layout and start with a keyboard-and-mouse template or a custom legacy layout. A practical first setup is:

- Left stick: movement keys.
- Right stick or touchpad: mouse movement.
- Face buttons: common actions such as confirm, jump, reload, or interact.
- Triggers and bumpers: aiming, firing, or secondary actions.
- D-pad: inventory, weapon selection, or other directional keys.
- One button: pause or menu.
- Additional buttons: map, inventory, modifier, or alternate action layers.
Test menu navigation separately from gameplay. Build the basic layout first; add mode shifts, action layers, and button chords only after movement and primary actions work.
There are trade-offs. Mouse emulation may feel less precise than a physical mouse, and analog movement may be represented as digital key presses. The game may continue to display keyboard prompts. A title that does not handle simultaneous gamepad and keyboard/mouse input well may also behave unpredictably when a layout mixes input types. Valve notes that flexible input styles can send keyboard, mouse, or gamepad commands, while gamepad-only styles may not work correctly in games without gamepad support: Steam Support.
Change global controller or desktop behavior
Global settings are separate from a game-specific layout. On desktop Steam, open Steam > Settings > Controller to review detected controllers and available general configurations, including desktop navigation where supported.

Use a per-game layout unless you deliberately want the controller to control Steam or the operating-system desktop. If the stick moves the mouse when you are not playing, you likely changed the desktop configuration rather than the selected game’s layout.

In native Steam Input mode, a game may receive named actions and display appropriate controller glyphs. In legacy mode, Steam emulates lower-level keyboard, mouse, or gamepad input, so the game may believe you are using a different device.
- If the controller is mapped to keyboard keys, keyboard prompts are expected.
- If both native controller input and Steam Input emulation reach the game, actions may register twice and prompts may switch inconsistently.
- Try the game’s native controller support first, or force Steam Input off if native input works.
- If native support is unavailable, accept that a keyboard-and-mouse layout may produce keyboard prompts.

Fix a missing or non-working controller layout

| Stick moves the desktop mouse | Desktop configuration is active | Edit or reset the desktop layout instead of the game layout. |
For a broader diagnosis:
- Confirm the operating system sees the controller.
- Restart Steam.
- Check the controller under Steam > Settings > Controller.
- Temporarily close external remappers or controller utilities.
- Launch the game from Steam rather than directly from its executable.
- Check Properties > Controller and relaunch after changing the setting.
- Try Big Picture mode or the in-game Steam overlay.
- If the game uses an external launcher, test with that launcher’s overlay disabled.
- Test another Steam game to determine whether the problem is controller-wide or title-specific.
Examples of software that can interfere include XInput emulators, DS4Windows, InputMapper, reWASD, manufacturer utilities, Razer Synapse, screen-capture software, and some external launcher overlays. They are not universally incompatible, but multiple remapping layers can create duplicate virtual controllers or cause Steam to communicate with an emulated device instead of the physical one. Valve lists additional conflict examples in its controller troubleshooting guidance.

Anti-cheat and protected games can impose their own restrictions on overlays, virtual controllers, or input injection, so Steam Input should not be assumed to work identically in every title. Steam Deck uses the same broad Steam Input concepts, but its Game Mode, Desktop Mode, and layout screens are not identical to the desktop Steam client.
Restore the default controls
You have three recovery options:
- In the game, choose Reset to Default, Restore Defaults, or the equivalent control-setting option.
- In Steam Input, reopen the game layout and select the default, official, or recommended configuration.
- If the layout is unusable, temporarily force Steam Input off for the game, relaunch, and then rebuild or reapply the layout.
Save or share a working layout before experimenting with advanced features such as action layers or mode shifts.
