If you freed Fawkes in Vault 87 and want him as a companion again, check where you are in the main quest: after escaping Raven Rock, speak to him outside Raven Rock; if you dismissed him or could not recruit him there, look in the entrance area of the Museum of History near Underworld. You need Good Karma for him to join or rejoin.
If you are still in Vault 87
During “Finding the Garden of Eden,” Fawkes is held in Isolation Room 05. Freeing him makes him a temporary companion, and he can retrieve the G.E.C.K. This is part of the main quest, not the usual opportunity to recruit him as a permanent companion.

If you just escaped Raven Rock
After the escape sequence in “The American Dream,” look for Fawkes outside Raven Rock and speak with him. He requires Good Karma to join. If he refuses, improve your Karma and speak to him again.
If you dismissed Fawkes or could not recruit him
Go to the Museum of History near Underworld and check the lobby or entrance area. Fawkes waits there after being dismissed, and you still need Good Karma to rehire him.

If Fawkes is missing from the Museum
A character-reference note describes an uncertain workaround: return to Vault 87 and use the medical wing maintenance terminal’s “Iso Room 05 Door Emergency Release” option. The note says this may re-hire Fawkes if he has been dismissed and is not currently an active companion, but flags the behavior as needing verification. Treat it as a possible fallback, not a guaranteed fix.
