Steam is not a general-purpose file-hosting service, so there is no universal way to upload a ZIP to a consumer Steam account. The right method depends on what you’re trying to do: developers can use SteamPipe for game builds or a Steamworks ZIP workflow for partial depot updates; Workshop submissions use tools and formats set by each game.
First, identify what you’re uploading
- A full game or app build: Use SteamPipe through Steamworks. You upload prepared content into depots rather than attaching a ZIP in the regular Steam client. See Valve’s Uploading to Steam guide.
- A small update to an existing depot: Steamworks Web Uploads accepts a ZIP containing only changed files. Follow the partial-update steps below.
- A mod or other Workshop item: Use the submission tool and file formats supported by that specific game. There is no universal Workshop ZIP-upload process.
- A file you want to store or share: Steam does not provide general-purpose ZIP hosting for that purpose.
Upload a full game build with SteamPipe
For a full game or application build, prepare the content and configuration for SteamPipe using the Steamworks SDK. Its ContentBuilder folder contains the content, build tools, output, and scripts used in the upload workflow. App and depot configuration files map the content into the depots that make up a build; the process is not simply uploading one ZIP through the consumer Steam client. You also need a Steamworks account with the relevant permissions for the app. A build represents the content in one or more depots at a point in time, and Steam manifests record which files are included. See Valve’s Builds documentation for how builds and depots fit together.
Upload a ZIP for a partial depot update
Use Steamworks Web Uploads when you are making a partial update to an existing depot. The ZIP should contain only the changed files, with each file at the same relative path it uses inside the installed game. Steam merges these files with the previous depot version from the Default branch, so unchanged files remain in place. A misplaced path can leave an updated file somewhere the game does not expect it.

- In Steamworks, select the app and open Edit Steamworks Settings > SteamPipe > Web Uploads.
- Choose the target depot, select the ZIP file, and select Merge With Baseline.
- Upload the ZIP. After it finishes, add a build note and commit the changes.
- Open SteamPipe > Builds and set the build live on a private test branch.
- Preview and test the update on that branch. If it works as intended, set the build live on the Default branch.
These are Valve’s documented Partial Depot Update Instructions. Check the ZIP’s folder hierarchy before uploading; matching the game’s installed paths is essential to putting each changed file in the right location.

Workshop submission is controlled by the game, not by a universal Steam uploader. A game may provide an in-game submission form or a standalone tool, and its uploader expects formats that the game can load, along with a preview image. Check the game’s modding or submission instructions for its accepted files and upload steps. Valve’s Steam Workshop documentation describes the platform’s game-specific integration model.
