The copies go directly onto the stack—they are not cast—and resolve before the original spell.
How storm counts spells
When you cast a spell with storm, its storm ability triggers. The count is fixed by the spells cast before that storm spell during the current turn. Spells cast afterward do not add to the count, even if they are cast while the storm trigger is waiting to resolve.
- Every player’s spells count. The count is not limited to spells cast by the storm spell’s controller.
- A spell counts because it was cast. It can count even if it was cast from a zone other than its owner’s hand, or if it is countered or otherwise fails to resolve.
- Copies made by storm do not count. They are put directly onto the stack rather than cast.
Wizards of the Coast’s Modern Horizons 2 Release Notes describe storm as creating copies based on spells cast before the storm spell during the turn.
What happens on the stack
The storm spell is already on the stack when its ability triggers. The storm trigger is put above it; when that ability resolves, it creates the copies above the original. The copies resolve before the original unless other effects change what happens on the stack.

Countering the original spell does not, by itself, stop the storm trigger from creating copies. The original and each copy are separate spells on the stack, so a copy can be countered individually. The storm ability is a triggered ability and can itself be countered by an effect that counters triggered abilities; if it is countered, it creates no copies. Choosing targets for storm copies
If the storm spell has targets, its copies normally keep the original spell’s targets. You may choose new legal targets for each copy. For example, a targeted spell such as Brain Freeze lets you decide whether each copy keeps its target or is redirected to a different legal target. A copy cannot be given an illegal target.

Example: four earlier spells
If four spells have been cast earlier in the turn when you cast a spell with storm, the storm ability creates four copies. The stack then contains five instances of the spell: four copies and the original. The copies resolve before the original, and you choose whether to change targets for each one if the spell has targets.

Wizards’ release notes use several cards to illustrate storm’s different outcomes. Chatterstorm creates Squirrel tokens, Empty the Warrens creates Goblin tokens, Brain Freeze mills a target player, and Flusterstorm is a counterspell. Token-making spells illustrate storm without target choices; targeted spells make the target rule relevant for each copy. The cited notes explain the rules interactions rather than current card availability.
