At default settings, expect about 55 minutes on average for a cactus to grow one block taller in Minecraft Bedrock. That is a calculated estimate—not a directly published or tested Bedrock cactus timer—and any individual cactus may take less or more time because growth depends on random ticks.
How the roughly 55-minute estimate is calculated
A cactus needs 16 random ticks on its top block to grow one block taller, according to the Minecraft Wiki cactus reference. The Wiki’s crop-farming tutorial gives an average interval of 204.8 seconds between random updates to a given block in Bedrock Edition. Multiplying those figures gives 3,276.8 seconds, or about 54.6 minutes.

This combines two general mechanics; neither source directly reports a Bedrock-specific cactus growth timer. Treat 55 minutes as a long-run average estimate, not a stopwatch countdown or guarantee.
Why your cactus may take more or less time
Random ticks arrive irregularly. A cactus can therefore grow sooner or later than the estimated average, and one observed growth interval does not predict the next one.

The cactus reference also gives an 18-minute average growth time without clearly identifying it as Bedrock-specific. That figure should not be treated as the Bedrock estimate; the calculation above uses the cited Bedrock random-update interval instead.

Random tick speed
Bedrock world settings include a random tick speed that affects vegetation growth. The settings reference lists 1 as the default; changing the value can alter the pace, and higher values may cause lag. See the Minecraft Wiki game-rule reference for the setting. The roughly 55-minute estimate applies to default settings, not a modified tick speed.

Cactus flowers in Bedrock 1.21.70
In the Bedrock Edition 1.21.70 release notes, Mojang says cactus flowers can appear instead of a cactus growing taller: the chance is 10% when the cactus is one or two blocks high and 25% when it is three blocks high. This means a growth event may produce a flower rather than another cactus block. See the Bedrock 1.21.70 changelog.
